A water budget is the difference<br />
between flow inputs to and outputs<br />
from the lake, and that difference<br />
determines whether the lake level<br />
increases or decreases; Inputs<br />
minus Outputs equals Change in<br />
Storage. The input and output<br />
sources are shown in Figure A-6.<br />
Input and output amounts will vary<br />
according to the rainfall amount for<br />
a given period; however, the water<br />
budget should represent relative<br />
conditions in the lake and its<br />
watershed. To illustrate, data<br />
provided by USGS indicated the<br />
9-year average flow in Shady<br />
Brook (1982-1991) was 41.8 cfs.<br />
The 1992-1993 average of 13.2<br />
cfs represented about 32 percent<br />
of the long-term average value<br />
which is indicative of the five year<br />
drought period that began in 1988.<br />
The annual average outflow from<br />
the Outlet River during 1992-1993<br />
represented about 52 percent of<br />
the long-term average flow and the<br />
annual total rainfall was<br />
approximately 13 inches less than<br />
the long-term average annual<br />
rainfall with evaporation exceeding<br />
rainfall. With regards to the<br />
distribution of water sources,<br />
(Figure A-6), groundwater<br />
accounted for 39 percent of the<br />
annual water input to the lake,<br />
rainfall on the lake surface<br />
contributed 16 percent, and<br />
surface runoff was 45 percent<br />
(although a good percentage of<br />
surface runoff is attributable to<br />
spring flow into the stream<br />
channels). Little Jones Creek<br />
contributes the highest gaged flow<br />
to <strong>Lake</strong> <strong>Panasoffkee</strong><br />
(CH2MHill1995).<br />
