agricultural history. Unique collections of note are the U.S. 

Department of Agriculture (USDA) History Collection, the 

USDA Pomological Watercolor Collection, the Screwworm 

Eradication Collection, the Alvin L. Young Collection on 

Agent Orange, the Smokey Bear Collection, and extensive 

holdings in nursery and seed trade catalogs. Other unique 

resources include journals of agricultural pioneers and plant 

explorers, personal papers of USDA scientists, and records of 

agricultural organizations. 

NAL Special Collections provides reference and research 

services and a variety of photo reproduction services. We 

publish finding aids and other miscellaneous publications in 

print and electronic formats. The majority of holdings are

3a. Forest Service–Headquarters 

The Forest Service, which administers the nation’s 155 

national forests and 20 national grasslands, has five 

divisions: the National Forest System, Research and 

Development, State and Private Forestry, International 

Programs, and Business Operations. The public is most 

familiar with the National Forest System, which physically 

manages the 193 million acres under the agency’s care. The 

agency has four levels of National Forest System offices. 

The Chief oversees the national level, which is 

headquartered in Washington, DC, and is typically called the 

Washington Office. Regional Foresters oversee the nine 

geographic regions, numbered 1 through 10 (Region 7 was 

eliminated some years ago), each encompassing several 

national forests and grasslands. The Forest Supervisor is the 

head of a national forest, which is divided into ranger 

districts managed by District Rangers. The 600+ ranger 

districts vary in size (50,000 acres to more than 1 million 

acres) and staff (10 to 100 people).

Office Activities and Responsibilities 

The U.S. Forest Service history project leads and 

coordinates history efforts across the agency. Due to the

Forest Service’s decentralized management structure, there 

are many historical efforts throughout the agency at any 

given time. The Chief Historian’s office is located in the 

national headquarters in Washington, D.C. A web site is 

currently under construction to provide the public with a 

convenient location to access these efforts. The program 

works in close association with the agency’s Heritage 

program, which is staffed almost exclusively by 

archeologists who handle historic preservation and 

interpretation and archaeological efforts such as Section 106 

and NAGPRA compliance. The history program works with 

contractors and a number of partners to provide 

administrative history support, archival storage and 

administration, and outreach. The U.S. Forest Service 

operates one National Historic Site in Milford, PA. Named 

Grey Towers, the site is the former home of Gifford Pinchot, 

founder of the agency. The mansion is open to the public 

and operates both as a museum and a conservation meeting 

and training center.

Regional Heritage Program Leader 


The Intermountain Region (Region 4) of the USDA Forest 

Service encompasses Nevada, Utah, southern Idaho, 

southwest Wyoming, and small area of eastern California. It 

includes the Curlew National Grassland and 12 national 

forests (Ashley, Boise, Bridger-Teton, Caribou-Targhee, 

Dixie, Fishlake, Humboldt-Toiyabe, Manti-La Sal, Payette 

Salmon-Challis, Sawtooth, and Uinta-Wasatch-Cache). 

The Region 4 history program is somewhat informal, relying 

on support from the Regional Heritage Program, annual 

earmarks, and about 10 percent of one staff member’s time. 

The primary focus of the program is the Region 4 History 

Collection. Originally managed by the Regional Information 

Office, the collection includes approximately 20,000 slides, 

20,000 photographs, 150 boxes of documents and artifacts, 

15 cabinets of maps and plans, 250 books, and numerous 

land classification and range analysis atlases. It continues to 

grow, mainly with donations from Forest Service retirees. 

With the help of volunteers and history students, the 

collection has been cataloged and archived. Numerous 

photos, maps, and documents have been scanned, thus 

facilitating responses to research requests from Forest 

Service staff, external scholars, and the public. The 

collection is open by appointment. 

Other activities, dependent on funding and staff time, 

include developing a history program website, conducting 

oral history interviews, writing history reports, migrating an 

internal digital photo library to the internet, and creating 

displays.

The purposes of the Heritage Resource Management 

Program in the U.S. Department of Agriculture Forest 

Service, Pacific Northwest Region are to facilitate 

inventory, evaluation, and Section 106 (NHPS) consultation 

on 19 National Forests and the Columbia River Gorge 

National Scenic Area, to preserve the values of those 

resources in situ or in other appropriate ways, to interpret 

and enhance those values for public enjoyment. Two 

popular aspects of the program are the Passport In Time and 

the Heritage Expeditions, where the public can become 

intimately involved in historic preservation projects. 

Preservation and rehabilitation projects to adapt historic 

buildings for recreation lodging make them available for 

public use.

Office Activities and Responsibilities The mission of the 

Center of Military History is to serve the Army and the 

Nation by insuring the complete and appropriate use of 

military history by the U.S. Army. To fulfill this mission, 

the Center prepares the official history of the Army, 

provides direct support to the Department of the Army Staff 

and Secretariat, and supervises or assists all historical 

programs within the Army at large. In so doing, the Center’s 

historians, editors, curators, and archivists adhere to the 

highest professional standards of their respective academic 

fields. The Center also supports the use of military history

Military History Detachments 

In the field, Military History Detachments (MHDs) are 

assigned or attached to each theater Army command, Army 

component command, corps, division, separate combined 

arms brigade, armored cavalry regiment, and logistical or 

support command. Their primary mission is to ensure that 

records of engagements and battles are preserved for use in 

writing the official history of the campaign. They collect 

documents, maps, photographs, video and audio recordings, 

artifacts, and other historical material that might not be preserved 

through the records retirement process. They also 

conduct after action interviews and special projects for 

subjects not covered in regular reports and documents. They 

prepare monographs on selected operations, battles, 

activities, or problems and advise and assist the commander 

and the commander's records managers to ensure proper 

records management. The Army draws its MHDs from the 

Regular Army, the National Guard, and the Reserve 

components.

In much the same manner as the Office of Army Reserve 

History provides historical services to the Chief, Army 

Reserve, the Office of the Chief, Army Reserve, and the

the ten US Army [Reserve] Regional Support Commands 

(RSC). These field historians prepare annual histories, write 

monographs, support training of military history detachments, 

and manage historical records, oral history programs, 

and historical properties. The Army Reserve Historian has

historical functions to meet assigned missions. Thus, 

the RSC history programs are essential elements of the

The Naval History and Heritage Command is the central 

source for the navy on naval history and heritage. 

Headquartered on the Washington Navy Yard (DC), the 

command includes 10 navy museums nationwide, including 

the Nautilus (the first nuclear-powered submarine), and a 

detachment that maintains the Navy’s oldest commissioned 

warship, USS Constitution. 

The command manages the official history program of the 

United States Navy. A staff of historians, archivists, 

librarians, museum specialists, archeologists, and naval 

personnel preserves, analyzes, and interprets the service’s 

experience and carries out historical activities. 

The command oversees navy programs and instructions 

related to history; produces historical analyses, narrative

collections accessioned and maintained at the command’s 

headquarters include archives, artifacts, photographs,

customs, and traditions of the U.S. Navy. They offer

lectures and musical performances that are open to the

The FDA History Office maintains specialized expertise on 

the history of FDA and its predecessors and it meets a wide 

spectrum of information requests from all FDA centers, 

headquarters, and field offices, research scholars and 

authors, the press, students, filmmakers, consumers, other 

government agencies, regulated industry and their trade 

organizations, health professionals and their associations, 

consumers, and foreign sources. 

The office is staffed with two Ph.D. historians who 

specialize in the history of medicine and pharmacy. The 

office conducts research and produces publications, briefing 

reports, and presentations pertinent to and interpretive of 

FDA. The office maintains an extensive in-office research 

file in support of this function. The office also maintains and

The historians provide expertise in assessing the 

historical value of resources such as agency records, 

photographs, films, and other audio-visual records, as well 

as relevant rare or out-of-print monographs. FDA resources 

are leveraged through consultative partnerships with other 

offices within FDA. The historians collaborate on 

preservation issues related to key historical materials with 

external experts at the National Archives and Records 

Administration, the National Library of Medicine, the 

Smithsonian Institution, and other governmental, academic, 

and private institutions. 

The FHO collects, processes, and preserves artifacts 

that capture the history of FDA’s work, represent the 

commodities it regulates, and document the breadth of its 

responsibilities. When possible, the historians work to create 

educational exhibits for display in the new White Oak 

campus and are responsible for web-based exhibits in 

collaboration with other public and private institutions to 

educate agency employees, professional groups, and the 

public about the history and work of the FDA. 

The FHO, in partnership with the National Library of 

Medicine, History of Medicine Division, NIH, maintains an 

ongoing and extensive oral history program. The program 

focuses on documenting FDA’s institutional history as well 

as the evolution of policy and precedents as reflected and 

presented by personal interviews with agency employees as 

they leave FDA.

The National Park Service History Office was established in 

1931 under the direction of Chief Historian Vern Chatelain, 

and since that time, the office has directed and conducted 

research on national parks, national historic landmarks, park 

planning and special history studies, oral histories, and 

interpretive and management plans. The mission of the park 

history program is to provide advice in the evaluation for 

proposed new national parks, and to support the directorate, 

parks and regional offices in all matters relating to the 

history and mission of the National Park Service. We collect 

the National Park superintendent’s annual reports, which 

have been produced since 1872. Since many of our parks 

were created to commemorate pivotal events, groups, and 

individuals in American history, the direction and advice the 

history office provides is critical to telling the most accurate 

and up-to-date stories in our parks. The office further assists 

groups of parks with similar themes—such as Civil War 

battlefields, World War II parks, and parks related to the 

Westward Expansion—in developing and interpreting their 

individual and collective stories. The program routinely 

responds to all questions regarding the wide and varied 

historic resources included in the national park system, and 

is responsible for providing a wide range of publications, 

studies and documents in print and electronically. The 

history staff manages the Maritime Heritage Program, the 

National Park Service Oral History Program, an extensive 

web site, on which over 4,000 studies, publications, and 

documents are available, and the National Register of 

Historic Places Program for parks.

The FBI History Program provides expert historical

general public. It is in charge of the content and

to disseminate sources and research on FBI history and 

related matters, and follows a mandate to interact with the

The Office of the Historian is staffed by professional 

historians who are experts in the history of U.S. foreign 

policy and the Department of State and possess unparalleled 

research experience in classified and unclassified 

government records. The Office’s historians work closely 

with other federal government history offices, the academic 

historical community, and specialists across the globe. 

The Office of the Historian is responsible, under law, for the 

preparation and publication of the official documentary 

history of U.S. foreign policy in the Foreign Relations of the 

United States series. 

In addition, the Office prepares policy-supportive historical 

studies for Department principals and other agencies. These 

studies provide essential background information, evaluate 

how and why policies evolved, identify precedents, and 

derive lessons learned. Department officers rely on 

institutional memory, collective wisdom, and personal 

experience to make decisions; rigorous historical analysis 

can sharpen, focus, and inform their choices. The Office of 

the Historian conducts an array of initiatives, ranging from 

briefing memos to multi-year research projects. 

The Office of the Historian also promotes the 

declassification of documents to ensure a complete and 

accurate understanding of the past. 

The Office’s public outreach activities include hosting 

scholarly conferences on key issues in the history of U.S. 

foreign policy, answering historical research questions, 

consulting with scholars, educators, and students, and 

working with high school teachers across the country to 

provide high-quality materials for classroom use.

The National Cemetery Administration (NCA) History 

Program is a small interdisciplinary office initiated in 2001. 

The staff develops historic research about its 131 national 

cemeteries and 33 soldiers’ lots—more than half of which 

date to the Civil War. This bureau of the Department of 

Veterans Affairs was created in 1973 when 82 national 

cemeteries were transferred from the Army; NCA continues 

to open or expand national cemeteries where the veteran 

population warrants it. The History Program manages 

research that documents the evolution of its physical 

property, capital assets, headstone/marker typologies and 

notable interments; it develops studies and resource 

documentation to guide historic preservation, including 

treatment of buildings, landscapes and nearly 1,000 

monuments. It manages a collection of research material, 

papers, photographs, and artifacts associated with NCA 

properties to support an official administrative record and 

web-based histories. It makes oral history interviews of 

senior leadership and long-time employees.

The Veterans Health Administration (VHA) History Office 

was established in May 2006. The VHA History Office 

collects, preserves, and promotes the heritage of the 

administration and its antecedents, which date to the Civil 

War when a National Soldiers and Sailors Asylum (later 

known as the National Home for Disabled Volunteer 

Soldiers) was authorized by President Lincoln on March 3, 

1865. The History Office develops research projects and 

studies to document the administration’s physical spaces, 

programs and activities, people, and events relevant to its 

legislative, social, and cultural history and impact; the 

evolution of federal health care for military veterans; and the 

history of American medicine. The History Office conducts 

research and provides subject matter expertise to VHA 

leaders, staff, and the public; develops articles and 

publications, outreach programs, and exhibitions for history 

educational purposes; establishes and manages a historical 

archive for the administration; provides archival 

preservation, museum collection, and historic preservation 

expertise or support to the Federal Preservation Office and

The NSF history program was relaunched in 2006 after a 

hiatus of over a decade. The activities of the NSF history 

program can be divided into three categories: preservation, 

analysis and dissemination, and reference and scholarly 

liaison. 

Preservation 

The historian provides advice and support to the NSF 

records managers and other staff in identifying, preserving, 

and cataloging historically significant documentation and 

photographs, not otherwise covered by records schedules, 

for the use of staff and external scholars. A program to 

digitize these documents has just been launched. To ensure 

the preservation of information not captured in documents or 

photographs, the historian conducts an oral history program. 

Analysis and Dissemination 

The NSF history program plans to produce monographs on a 

wide variety of topics, ranging from the administrative 

history of the Foundation to the history of specific 

directorates and divisions and their impact on the 

development of specific disciplines. In addition, the NSF 

historian conducts research in response to specific requests 

for information by NSF administrators. The results of the 

historical analysis are disseminated in a variety of formats, 

including conferences, publications, and the NSF website. 

Reference and Scholarly Liaison 

The NSF historian fields many reference requests from staff, 

scholars, and the general public. He also maintains liaison 

with academic historians conducting research on the history 

of the NSF independently of the programs of the historian.

The SSA Historian’s Office maintains a large archival 

collection of Social Security-related documents,
