SECTION 1 – TERMINOLOGY<br />

Definitions<br />

1.1 The following definitions apply in this Manual:<br />

“crossing identification number” is the unique number assigned to each grade crossing<br />

established by Transport Canada; (« numéro d’identification de passage »)<br />

“maximum railway operating speed,” in respect of a grade crossing, means the actual zone<br />

speed of trains, taking into account speed restrictions due to gradients, permanent slow orders,<br />

passenger stations, or track configuration, operating on the line of railway while approaching to<br />

enter the grade crossing.<br />

(« vitesse maximale pratiquée sur la ligne de chemin de fer »)<br />

“maximum road operating speed,” in respect of a grade crossing, means the actual vehicle<br />

speed at the safe stopping sight distance, and is:<br />

(a) the legal maximum speed limit (posted or unposted);<br />

(b) the posted advisory speed; or<br />

(c) the reported operating speed where constraints such as traffic control devices at<br />

intersections on the road approaches or physical restrictions such as curves restrict<br />

speed, or as determined by a traffic engineering study. (« vitesse maximale pratiquée sur<br />

la route »)<br />

“travelled way” means that part of a road intended for vehicular, pedestrian, or bicycle use,<br />

excluding shoulders. (« chaussée »)<br />

“warning signal” means the assemblies set out in Figures 18-1, 18-2, and 18-3. (« signaux<br />

d'avertissement »)<br />

Interpretations<br />

1.2 (a) The terms “urban” and “rural” are to be interpreted in the same manner as in the<br />

Geometric Design Guide. They refer to the predominant characteristics of the adjacent<br />

land use and not only to jurisdictional boundaries or features of the typical cross section<br />

of a road.<br />

Incorporated <strong>Standards</strong><br />

1.3 In this manual:<br />

Particular standards, procedures, guidelines, and recommended practices of other<br />

organizations are incorporated by reference into the requirements of this document. If<br />

differences exist, the criteria of this document shall prevail.<br />

“AREMA Communications and Signals Manual” is the Communications and Signals Manual of<br />

Recommended Practice published by the Communications and Signals Group of the American<br />

<strong>Railway</strong> Engineering and Maintenance of Way Association, as amended from time to time; («<br />

Communications and Signals Manual de l’AREMA »)<br />

“ASTM D4956”, is the Standard Specification for Retroreflective Sheeting for Traffic Control<br />

published by the American Society for Testing and Materials, as amended from time to time; («<br />

ASTM D4956 »)<br />

“CROR” is the <strong>Canadian</strong> Rail Operating Rules, approved by the Minister of Transport under the<br />

authority of the <strong>Railway</strong> Safety Act, as amended from time to time; (« Règlement d’exploitation<br />
