Plan for Recruitment, Preparation and Retention <strong>of</strong> Qualified Personnel<br />

Describe the development (updated on an annual basis) and implementation <strong>of</strong> a plan to address<br />

the current and projected needs for qualified personnel including, the Coordination and<br />

facilitation <strong>of</strong> efforts between the designated state unit and institutions <strong>of</strong> higher education and<br />

pr<strong>of</strong>essional associations to recruit, prepare, and retain personnel who are qualified, including<br />

personnel from minority backgrounds and personnel who are individuals with disabilities.<br />

ARS has implemented the following plan to address CSPD requirements:<br />

The plan places emphasis on rehabilitation counselors. The agency has worked diligently with<br />

the <strong>Arkansas</strong> Legislature, the state Office <strong>of</strong> Personnel Management (OPM) and the <strong>Department</strong><br />

<strong>of</strong> Finance and Administration (DFA) to address the requirements <strong>of</strong> CSPD for ARS staff.<br />

The AR Legislature authorized special language in 2007 to ARS for a waiver <strong>of</strong> the Continuing<br />

Pr<strong>of</strong>essional <strong>Education</strong> policy that prohibits state agencies from providing college courses to<br />

employees. The special language allows ARS to provide college level coursework in degree<br />

programs designed to result in an MRC for eligible employees selected by the agency. The<br />

special language assists the agency in assuring that qualified pr<strong>of</strong>essional personnel are in place<br />

to provide quality rehabilitation services to disabled Arkansans.<br />
