successful regional tourism<br />
precinct<br />
Murweh Shire Council is committed to<br />
the success of the <strong>Centre</strong> as a leading<br />
regional tourist attraction <strong>and</strong> facilitator<br />
of community <strong>and</strong> economic<br />
development. Through the<br />
encouragement of the Council the <strong>Centre</strong><br />
st<strong>and</strong>s apart from many other VICs with<br />
its commercially focused approach to<br />
generating income streams.<br />
The <strong>Centre</strong> manages a diverse range of<br />
commercial activities including day <strong>and</strong><br />
night tours of the Observatory, a Bilby<br />
Experience Tour, guided tours of local<br />
attractions <strong>and</strong> light refreshments<br />
offered through the <strong>Cosmos</strong> <strong>Centre</strong> café.<br />
Local tourism products <strong>and</strong> merch<strong>and</strong>ise<br />
are also sold through the <strong>Centre</strong>.<br />
Always looking to innovate the <strong>Centre</strong>, in<br />
partnership with local tour operators, a<br />
new product has been developed based<br />
around the American Airforce presence<br />
in <strong>Charleville</strong> during World War II called<br />
the World War II Top Secret United<br />
States Airbase History Convoy Tour.<br />
As a result of the commercial focus <strong>and</strong><br />
continued development of the tourism<br />
precinct <strong>Charleville</strong>’s profile <strong>and</strong><br />
recognition as a tourism centre has<br />
increased significantly.<br />
The <strong>Centre</strong>’s long term goal is to become<br />
a tourism ‘hub’. A key strategy to<br />
achieve this is increasing visitation <strong>and</strong><br />
community <strong>and</strong> regional economic<br />
benefits through the shoulder season by<br />
providing new ‘year round’ product<br />
offerings <strong>and</strong> quality tours.<br />
Due to the success of the <strong>Centre</strong> as a<br />
joint facility Council has now stepped<br />
back from direct operational activities<br />
<strong>and</strong> steadily reduced its overall financial<br />
contributions over the last five years as<br />
alternative revenue streams continue to<br />
grow.<br />
Performance <strong>and</strong> measures<br />
of success<br />
The <strong>Cosmos</strong> <strong>Centre</strong> <strong>and</strong> VIC have a<br />
comprehensive joint business planning<br />
process, <strong>and</strong> produce an annual business<br />
plan as part of its funding agreement<br />
with Council.<br />
From the business plan, annual revenue<br />
targets <strong>and</strong> visitor projections are<br />
established. The <strong>Centre</strong> also sets targets<br />
<strong>and</strong> performance indicators for<br />
partnership activities <strong>and</strong> actions they<br />
will implement over the coming year,<br />
together with their stakeholders.<br />
Graph 1 presents total visitors through<br />
the <strong>Cosmos</strong> <strong>Centre</strong> <strong>and</strong> VIC. It shows an<br />
upward growth trend since 1999, which<br />
is consistent with continued product<br />
development <strong>and</strong> an increased<br />
commercial focus.<br />

The <strong>Centre</strong> also tracks <strong>and</strong> reports to<br />
Council on visitor movements, ticket<br />
sales <strong>and</strong> other commercial activities<br />
<strong>and</strong> includes revenue <strong>and</strong> expenses<br />
against individual product items <strong>and</strong><br />
guided tours.<br />
Graph 2 provides a breakdown of income<br />
generated from the <strong>Charleville</strong> Convoy<br />
Tour <strong>and</strong> the Bilby Stars <strong>and</strong> Secrets<br />
Package Tour offered by the <strong>Cosmos</strong><br />
<strong>Centre</strong> <strong>and</strong> VIC between July 2010 <strong>and</strong><br />
June 2012. Over $60,000 of income was<br />
generated for the two year period as a<br />
result of these commercial products<br />
being available.<br />
While there is a dramatic decline in<br />
business over the summer period when<br />
temperatures can be excessive in<br />
Outback Queensl<strong>and</strong>, there is a general<br />
increase in income for both tours over<br />
the peak tourist seasons. The success of<br />
the Bilby Tours is promising as this<br />
unique visitor experience gains greater<br />
prominence.<br />

• Build positive working relationships<br />
with the tourism industry, civic leaders<br />
<strong>and</strong> the wider community to increase<br />
underst<strong>and</strong>ing of the economic <strong>and</strong><br />
community benefits generated through<br />
investment in the <strong>Centre</strong> <strong>and</strong> other<br />
tourism products <strong>and</strong> facilities in the<br />
region.<br />
• Develop close partnerships with the<br />
Outback Queensl<strong>and</strong> <strong>Tourism</strong><br />
Association, <strong>Tourism</strong> Queensl<strong>and</strong>,<br />
Queensl<strong>and</strong> <strong>Information</strong> <strong>Centre</strong><br />
Association <strong>and</strong> the Queensl<strong>and</strong> State<br />
Government’s <strong>Tourism</strong> Unit. These<br />
relationships are important to the<br />
success of the <strong>Centre</strong>, enabling it to<br />
tap into visiting journalist programs<br />
<strong>and</strong> other industry, trade <strong>and</strong> media<br />
opportunities.<br />
• Provide staff <strong>and</strong> volunteers with the<br />
appropriate training needed to<br />
maintain a high level of customer<br />
service.<br />
• Engage with the local community<br />
through school visits, sporting groups,<br />
education programs <strong>and</strong> attendance at<br />
local events.<br />
• Establish a comprehensive distribution<br />
channel to market the facility. The<br />
<strong>Centre</strong> has an extensive brochure<br />
distribution database comprising both<br />
accredited <strong>and</strong> non-accredited VICs in<br />
Queensl<strong>and</strong>, NSW <strong>and</strong> Victoria <strong>and</strong><br />
intrastate <strong>and</strong> interstate attractions<br />
<strong>and</strong> accommodation facilities.<br />
• Pursue funding opportunities through<br />
external grants. The <strong>Centre</strong> receives<br />
approximately 40 percent of its<br />
operational <strong>and</strong> development funding<br />
from external grants <strong>and</strong> programs.<br />
• Seek to provide tourism product that is<br />
available all year as feasible for a<br />
remote location.<br />
