<strong>Fayoum</strong> Governorate<br />

Preface<br />

The Egyptian Government has started its plan to develop the Upper Egypt region<br />

that <strong>in</strong>cludes many promis<strong>in</strong>g governorates <strong>in</strong> the <strong>in</strong>vestment field, such as<br />

<strong>Fayoum</strong> governorate <strong>in</strong> which 4 new <strong>in</strong>dustrial zones were established due to the<br />

natural resources the governorate has, such as water, agricultural & m<strong>in</strong>eral<br />

resources.<br />

This come with<strong>in</strong> the framework of the State's aim to establish <strong>in</strong>dustrial zones <strong>in</strong><br />

all governorates to achieve the <strong>in</strong>dustrial development <strong>in</strong> Egypt.<br />

<strong>Fayoum</strong> governorate contributes to enhanc<strong>in</strong>g the <strong>in</strong>dustrial activity through<br />

many <strong>in</strong>dustries, the most important of which are foodstuffs, beverages, tobacco,<br />

sp<strong>in</strong>n<strong>in</strong>g & weav<strong>in</strong>g, wood & its products, paper & its products, pr<strong>in</strong>t<strong>in</strong>g &<br />

publish<strong>in</strong>g, chemical <strong>in</strong>dustries, build<strong>in</strong>g materials, <strong>in</strong> addition to eng<strong>in</strong>eer<strong>in</strong>g,<br />

electronic & electric <strong>in</strong>dustries.<br />

<strong>Fayoum</strong> governorate <strong>in</strong>cludes 199 existed itdestablishments tblih t registered it d<strong>in</strong> IDA with<br />

<strong>in</strong>vestment costs of about L.E2.013 billion and provide job opportunities of<br />

about 10345 distributed to all <strong>in</strong>dustrial activities <strong>in</strong> the governorate.<br />

In addition, <strong>Fayoum</strong> governorate is dist<strong>in</strong>guished <strong>in</strong> all educational stages, where<br />

it conta<strong>in</strong>s 13 colleges.


Moreover, the governorate is dist<strong>in</strong>guished by its climate, where it is the<br />

only governorate that conta<strong>in</strong>s 2 lakes, one of which is Lake Qarun; the<br />

bitter lake and the other lake is Wady El Rayan; the fresh water lake.<br />

Accord<strong>in</strong>gly, this study will cover <strong>in</strong> detail the <strong>in</strong>dustry <strong>in</strong> <strong>Fayoum</strong><br />

governorate, followed by an overview about the governorate, besides the<br />

<strong>in</strong>vestment opportunities & the agricultural, livestock, fishery & m<strong>in</strong><strong>in</strong>g<br />

resources available there<strong>in</strong>.

<strong>Fayoum</strong> governorate contributes to enhanc<strong>in</strong>g the <strong>in</strong>dustrial activity through many<br />

<strong>in</strong>dustries, the most important of which are foodstuffs, beverages, tobacco, sp<strong>in</strong>n<strong>in</strong>g &<br />

weav<strong>in</strong>g, clothes, leather, wood & its products, paper & its products, chemical and<br />

eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong>dustries, build<strong>in</strong>g materials , m<strong>in</strong>eral <strong>in</strong>dustries, ch<strong>in</strong>aware, porcela<strong>in</strong> &<br />

calorie <strong>in</strong> addition to the electronic & electric <strong>in</strong>dustries.<br />

Moreover, there are many m<strong>in</strong>es & quarries on which many <strong>in</strong>dustries are depend.<br />

The previous table states that <strong>Fayoum</strong> governorate <strong>in</strong>cludes 199 existed <strong>in</strong>dustrial<br />

establishments with an <strong>in</strong>dustrial production value of L.E3.4 billion, <strong>in</strong>vestment costs of about<br />

L.E2.013 billion and provide job opportunities of about 10345 with a total wages of L.E74.8<br />

million per year.<br />

Accord<strong>in</strong>gly, the follow<strong>in</strong>g f<strong>in</strong>ancial & economic <strong>in</strong>dicators could be concluded:<br />

‐ Average Labor Wage <strong>in</strong> <strong>Fayoum</strong>: L.E7231 thousands per year & L.E603 per month.<br />

‐ Investment productivity = L.E1.7<br />

‐ Human capital return on <strong>in</strong>vestment = L.E45.7<br />

‐ Labour productivity = L.E330.4 thousands/ labour<br />

<strong>Industrial</strong> Zones <strong>in</strong> <strong>Fayoum</strong> Governorate<br />

<strong>Fayoum</strong> Governorate <strong>in</strong>cludes 4 <strong>in</strong>dustrial zones:<br />

–Kom K Ohi Oshim <strong>in</strong>dustrial i zone established tblihdon a total t area of 1101 fdd feddans.<br />

–North of <strong>Fayoum</strong> <strong>in</strong>dustrial zone established on a total area of 7872 feddans.<br />

–Kota <strong>in</strong>dustrial zone established on a total area of 2000 feddans.<br />

–New <strong>Fayoum</strong> <strong>in</strong>dustrial zone which its decree on establishment is to be issued.<br />

The aforementioned <strong>in</strong>dustrial zones are established with<strong>in</strong> the State’s policy<br />

for the <strong>in</strong>dustrial development <strong>in</strong> all governorates. This policy aims at<br />

participat<strong>in</strong>g the private sector <strong>in</strong> creat<strong>in</strong>g an <strong>in</strong>dustrial sector <strong>in</strong> order to<br />

<strong>in</strong>crease the growth rate & boost economy.<br />

<strong>Industrial</strong> Activity <strong>in</strong> <strong>Fayoum</strong><br />

<strong>Fayoum</strong> governorate is dist<strong>in</strong>guished by many <strong>in</strong>dustrial activities such as the<br />

<strong>in</strong>dustries of food, paper & build<strong>in</strong>g materials, <strong>in</strong> addition to the existence of<br />

small workshops established to have a capacity for a large number of labours.<br />

In addition, <strong>Fayoum</strong> governorate <strong>in</strong>cludes many raw materials such as clay on<br />

which many bricks factories <strong>in</strong> the governorate are based. The number of these<br />

factories are 15 factories which provide 495 job opportunities.<br />

The most important <strong>in</strong>dustrial activities <strong>in</strong> <strong>Fayoum</strong> are:<br />

- Cotton g<strong>in</strong>s & textile factories:<br />

The governorate <strong>in</strong>cludes 3 large factories of g<strong>in</strong>n<strong>in</strong>g cottons which provide 850<br />

job opportunities.<br />

‐ Medic<strong>in</strong>al plants distillation factories<br />

Thegovernorateischaracterizedbythehighqualityofaromatic&medic<strong>in</strong>al<br />

plants it has which represent 25% of Egypt’s production. In addition, many<br />

factories are based on these products, where the number of distillation factories<br />

is estimated at 38 factories that provide 58 job opportunities.<br />

‐ Ceramics factories:<br />

The governorate <strong>in</strong>cludes 4 factories of produc<strong>in</strong>g ceramics, porcela<strong>in</strong> & sanitary<br />

ware which provide 654 job opportunities.<br />

‐ Oils factories<br />

<strong>Fayoum</strong> governorate <strong>in</strong>cludes a large factory of extract<strong>in</strong>g<br />

food oils with a<br />

monthly production capacity of 2400 tons & provide 210 job opportunities.<br />

‐ El <strong>Fayoum</strong> Company for Sugar:<br />

This company was established with <strong>in</strong>vestment costs of about L.E700 million &<br />

through which 700 job opportunities could be provided.<br />

‐ Feed factories:<br />

<strong>Fayoum</strong> governorate <strong>in</strong>cludes 4 feed <strong>in</strong>dustries with an annual production<br />

capacity of 13689 tons & through which 207 job opportunities could be<br />

provided.<br />

‐ Dairy products projects<br />

<strong>Fayoum</strong> governorate <strong>in</strong>cludes 110 factories of produc<strong>in</strong>g cheeses & milks with an<br />

annual production capacity of 629 tons & through which a large number of job<br />

opportunities could be provided.<br />

‐ Salt extraction from Lake Qarun:<br />

<strong>Fayoum</strong> governorate <strong>in</strong>cludes a factory affiliated to the Egyptian M<strong>in</strong>eral & Salts<br />

Company (EMISAL ) for produc<strong>in</strong>g sodium chloride (Salt) with an annual<br />

production capacity of 100.000 tons & another factory for extract<strong>in</strong>g sodium<br />

chloride (Salt) with an annual production capacity of 150.000 tons & through<br />

which h 1000 job opportunities could beprovided.<br />

About <strong>Fayoum</strong>:<br />

<strong>Fayoum</strong> governorate is one of Upper Egypt’s governorates. Its Capital is<br />

<strong>Fayoum</strong> City.<br />

Location:<br />

<strong>Fayoum</strong> governorate is located <strong>in</strong> the Western Desert, on the South West 92 km<br />

far from Cairo.<br />

Area:<br />

The total area of <strong>Fayoum</strong> is estimated at 60.068 km 2 .<br />

Adm<strong>in</strong>istrative Division:<br />

<strong>Fayoum</strong> governorate <strong>in</strong>cludes 6 adm<strong>in</strong>istrative centers.<br />

Population:<br />

<strong>Fayoum</strong>’s population is estimated at 2.721.478 person (Year 2010)<br />

Education:<br />

Pre-University Education<br />

-Number of students & teachers registered <strong>in</strong> the Primary Stage <strong>in</strong> the<br />

governorate (Government & Private) is 330819.<br />

-Number of students & teachers registered <strong>in</strong> the Preparatory Stage <strong>in</strong> the<br />

governorate (Government & Private) is 152047.<br />

-Number of students & teachers registered <strong>in</strong> the Secondary Stage <strong>in</strong> the<br />

governorate (Government & Private) is 16160.<br />

Number of students registered <strong>in</strong> the Technical Secondary Stage <strong>in</strong> the<br />

governorate (All Divisions)) is 47235 students.<br />

In addition, <strong>Fayoum</strong> governorate <strong>in</strong>cludes many Azhar schools & <strong>in</strong>stitutions.<br />

Higher Education<br />

<strong>Fayoum</strong> governorate <strong>in</strong>cludes 13 colleges affiliated to Cairo University.<br />

Health:<br />

<strong>Fayoum</strong> governorate <strong>in</strong>cludes 159 hospitals & 658 private cl<strong>in</strong>ics <strong>in</strong><br />

different k<strong>in</strong>ds of specialization.<br />

Labour Force:<br />

Investment projects & small-scale <strong>in</strong>dustries enterprises contribute <strong>in</strong><br />

IDA's Fund for Subsidiz<strong>in</strong>g Establishment, Servic<strong>in</strong>g and<br />

<strong>Development</strong> of <strong>Industrial</strong> Zones<br />

•L.E1,600 million were provided from IDA's Fund for Subsidiz<strong>in</strong>g<br />

Establishment, Servic<strong>in</strong>g and <strong>Development</strong> of <strong>Industrial</strong> Zones s<strong>in</strong>ce it<br />

was established <strong>in</strong> the fiscal year 2007/2008. Accord<strong>in</strong>gly, many<br />

projects of develop<strong>in</strong>g, complet<strong>in</strong>g & utiliz<strong>in</strong>g <strong>in</strong>frastructure were<br />

established <strong>in</strong> the <strong>in</strong>dustrial zones of Delta, Upper Egypt & the Canal<br />

region, such as roads, electricity, dr<strong>in</strong>k<strong>in</strong>g & sewerage water networks.<br />

As a result, flow local & foreign <strong>in</strong>vestments were <strong>in</strong>creased, many new<br />

factories were established <strong>in</strong> these <strong>in</strong>dustrial zones & <strong>in</strong>dustrial<br />

development target rates were <strong>in</strong>creased <strong>in</strong> these zones.<br />

•33 <strong>in</strong>dustrial zones <strong>in</strong> Delta, Upper Egypt &the Canal region were<br />

benefited from IDA’s Fund, where they attracted new <strong>in</strong>vestments of<br />

L.E13,700 million for 1150 <strong>in</strong>dustrial projects (Medium & Small-scale).<br />

Accord<strong>in</strong>gly, more than 88.000 job opportunities were provided. In<br />

addition, new projects are be<strong>in</strong>g studied by IDA’s Fund, which are<br />

expected to be established with <strong>in</strong>vestment costs of L.E3.7 billion.<br />

•More than 50% of the total subsidy provided by IDA’s Fund were<br />

allocated for Upper Egypt’s governorates s<strong>in</strong>ce the date of the Fund’s<br />

establishment.<br />

•L.E780 million were allocated for Upper Egypt’s governorates which<br />

attracted <strong>in</strong>vestments of L.E8.8 billion for 713 projects. These<br />

governorates <strong>in</strong>clude: <strong>Fayoum</strong>, Beni Suief, M<strong>in</strong>ya, Assuit, Qena, Sohag,<br />
