Pushed? is a theatre-in-education project designed to raise awareness of ASB, the consequences and the impact it has on victims and the wider community. The evaluation of the 2012 project revealed that students in the eight secondary schools could explain what is meant by the term ‘anti-social behaviour’, give examples of ASB, identify the impact of ASB on others, give examples of how not to get involved in ASB and understand the consequences for those who do. The ASB input to schools is currently being reviewed and companies will be invited to tender to deliver a new ASB ‘creative educational input’ for Year 7 students in the 2012/13 academic year. CANParent High Peak is one of three trial areas that have received a share of £5m government funding to offer free parenting classes to all parents and carers of children aged five years and under. Parents and carers in the High Peak can claim their voucher from children's centres, childcare providers, libraries and Boots stores in the High Peak, which will entitle them to either a four-week parenting course or an on-line version. ‘Bringing Up Children’, is being offered by Derbyshire County Council, with Barnardos and Homestart, and is one of nine parenting courses available through the scheme, which runs until March 2014. PARENTING PROVISION The closing date for the next round of ‘Positive Parents’ parenting provision is 17 th August 2012. Courses for parents of 2-8 year olds will take place in Long Eaton, Chapel-en-le-Frith, North Wingfield, and Castle Gresley. Courses for parents of 8-13 year olds will take place in Buxton, Glossop, Killamarsh and Chesterfield. Issue 29 Anti-Social Behaviour Bulletin Page 3 Local Policies and Procedures ASB VICTIMS FIRST In May, 100 partners attended a multi-agency briefing event introducing the ASB Victims First project, which incorporates a risk assessment tool to enable agencies to identify the most vulnerable, or those suffering the most harm, as a result of ASB and a multi-agency IT system to help us share information and manage ASB cases, both victims and perpetrators. Multi-agency processes and procedures are being developed with partners in Bolsover and Chesterfield, which will be the first areas to adopt the new approach, prior to it being rolled out across the county and Derby City in 2013. For more information contact barry.thacker@derbyshire.gov.uk or tracy.coates@derbyshire.gov.uk National Developments PUTTING VICTIMS FIRST – MORE EFFECTIVE RESPONSES TO ASB The long-awaited White Paper on the new ASB tools and powers was published in May 2012. There are four strands:- 1. Focus on the needs of the victim The proposals focus on improving the experience for all victims of ASB and the need to identify and support the most vulnerable and repeat victims. This work is already on going in Derbyshire through the ASB Victims First Project. 2. Empowering Communities Victims and communities will be able to demand that agencies take action by using a new ‘Community Trigger’. 3. Effective Enforcement Tools New legislation will streamline the number of formal enforcement powers from 19 to six, introducing the Criminal Behaviour Order, Crime Prevention Injunction, Community Protection Notice, Community Protection Order (public space), Community Protection Order (closure) and the Directions Power. 4. Long Term Solutions Risk factors associated with ASB, such as problem drinking, illicit drug misuse, troubled families, mental health needs and irresponsible dog ownership, are subject to other government strategies and long term solutions. Primary legislation will be required to enact these powers, which can take a minimum of two years.
