took place at <strong>Toms</strong> <strong>River</strong> High School North, 1245 Old Freehold Road, <strong>Toms</strong> <strong>River</strong>,<br />

New Jersey on Tuesday, November 20, 2012 at 6:15 P.M.<br />

Board Vice President Jack Reuther read the following Opening Statement:<br />

“Good Evening, Welcome to a Regular Meeting of the Board of Education of the<br />

<strong>Toms</strong> <strong>River</strong> <strong>Regional</strong> <strong>Schools</strong>.”<br />

“This meeting was announced to the public through a notice published in the<br />

Asbury Park Press on November 8, 2012 which constituted at least 48 hours notice as<br />

required by law under the Open Public Meetings Act.”<br />

A roll call of attendance indicated the following Board Members were present: Mr.<br />

Thomas Baxter, Mrs. Jamie Jubert, Mr. Gus Kakavas, Mr. Alexander Pavliv, Mrs. Loreen<br />

Torrone, Mr. Jack Reuther.<br />

Mr. Ben Giovine entered at 6:20 p.m.<br />

Mr. Michael Jedziniak was absent.<br />

Mr. Edward Gearity was absent.<br />

Also in attendance were Superintendent Roselli, Board Secretary Saxton,<br />

Assistant Superintendents McKenna, Hauenstein, Pizza, Business Administrator Doering,<br />

Board Attorney Monahan, guests and press were also present at the meeting.<br />

EXECUTIVE SESSION RESOLUTION- 6:15 P.M.<br />

A motion was made by Mr. Baxter, seconded by Mrs. Jubert and carried that the<br />

following Executive Session Resolution be approved:<br />

Resolved, that the Board of Education, at this time, move to a closed session to be<br />

held at the executive session meeting room at <strong>Toms</strong> <strong>River</strong> High School North, <strong>Toms</strong><br />

<strong>River</strong>, New Jersey, for the purpose of:<br />

Negotiations/ Contracts – Consultation with Board regarding annual contract<br />

process and considerations for professionals and/or<br />

Board Vice President Mr. Reuther congratulated the newly elected board members who<br />

will begin their term in January.<br />

Mr. Kakavas congratulated the newly elected board members and wished them Godspeed<br />

in carrying out the important work that they have ahead. I also planned on thanking the<br />

many people that were involved with the Hurricane Sandy relief effort and shelter effort<br />

but I could not match the eloquence of our student representatives so I’ll simply say that I<br />

and I’m sure that my fellow board members echo their comments, thank you. I was<br />

immensely proud of our staff and the job they did. The selflessness that they displayed<br />

and absolute courage to do the work that they did under the conditions there were<br />

working in. Thank you so much to our staff for all they did.<br />

COMMITTEE REPORTS/<strong>BOARD</strong> COMMENTS<br />

Budget & Finance – Mr. Kakavas<br />

The Budget & Finance Committee of the Board of Education of the <strong>Toms</strong> <strong>River</strong><br />

<strong>Regional</strong> <strong>Schools</strong> met on November 13, 2012 at 1144 Hooper Avenue, <strong>Toms</strong> <strong>River</strong>, New<br />

Jersey in Conference Room A at 6:30 P.M.<br />

Committee Chair Gus Kakavas read the following Opening Statement:<br />

“Good Evening, Welcome to the Budget & Finance Committee Meeting of the<br />

Board of Education of the <strong>Toms</strong> <strong>River</strong> <strong>Regional</strong> <strong>Schools</strong>. Notice of this meeting was<br />

published in the Asbury Park Press on November 8, 2012 which constituted at least 48<br />

hours notice as required by law under the Open Public Meetings Act.”<br />

In attendance were Committee members Jamie Jubert and Loreen Torrone. Guests<br />

present included Board Members Ed Gearity, Jack Reuther, Mike Jedziniak, Alex Pavliv<br />

and Ben Giovine as well as Superintendent- Frank Roselli, Assistant Superintendents-<br />

Jim Hauenstein, Debbie McKenna and Joe Pizza and Business Administrator- Bill<br />

Doering. The meeting was open to the public. Members of the public were present for<br />

the meeting and were given the opportunity to make comment.<br />

As we do every month, the committee reviewed the expenditures listed on the<br />

Purchasing Agenda. The Purchasing Agenda also included change notices, items of zero<br />

value, permission to advertise, bids and resolutions. Questions were asked by various<br />

individual board members, which were answered by Mr. Doering and other members of<br />

our administration. The Purchasing Agenda for this month is in the amount of<br />

$3,157,692.89 for the 2012/2013 school year. The Budget & Finance Committee is<br />

recommending the approval of the Purchasing Agenda by the full Board this evening.<br />

The Committee then reviewed facility lease and corporate sponsorship agreements,<br />

which are on the agenda and also recommended for approval tonight. The events being<br />

approved for the John Bennett Athletic Center are of course subject to the facility be<br />

ready and available for use subsequent to the necessary repairs.<br />

Finally, the committee discussed scheduling a special Budget and Finance<br />

Committee meeting on November 28, 2012 at 6:30 P.M. for the presentation of the June<br />

30, 2012 audit. This will be duly advertised.<br />

The following is a list of bills requiring further explanation from the November 13, 2012<br />

Budget and Finance Committee meeting:<br />

1. Page 3, Allied Boiler, 13-72581 – this was for replacing a tube within a boiler at<br />

East Dover, where the boilers are many years old.<br />

2. Page 52, award of bid to Central Bus Service – This quote is for a High School<br />

North student who was placed by DYFS in Forked <strong>River</strong>.<br />

I believe all other questions were satisfactorily answered at the meeting.<br />

Building & Grounds – Mr. Givone<br />

Mr. Giovine echoed the comments that other board members had made and<br />

specifically recognize the buildings & grounds crew who is his opinion did an exemplary<br />

job over the past few weeks in maintaining and preventing massive damage and also<br />

recovering what Sandy left behind. My thoughts and thanks go out to them.<br />

The Building and Grounds Committee of the Board of Education of the<br />

<strong>Toms</strong> <strong>River</strong> <strong>Regional</strong> <strong>Schools</strong> met on November 13, 2012 in Conference Room A at<br />

1144 Hooper Avenue, <strong>Toms</strong> <strong>River</strong>, New Jersey at 7:00 P.M.<br />

Guests present included Committee members Jamie Jubert and Ben Giovine, Board<br />

members Ed Gearity, Jack Reuther, Gus Kakavas, Alex Pavliv and Loreen Torrone as<br />

well as the Superintendent- Frank Roselli, Assistant Superintendents- Jim Hauenstein,<br />

Debbie McKenna and Joe Pizza, Business Administrator- Bill Doering and Educational<br />

Facilities Manager- Mark Wagner. The meeting was open to the public. Members of the<br />

public were present for the meeting and were provided with an opportunity to make<br />

comment.<br />

Regarding the Energy Education program that was approved by the Board in<br />

August 2012, the Energy Education Specialist is currently performing building<br />

audits and the program implementation is well under way.<br />

The following represents in general, the damage and impact of Hurricane Sandy to<br />

our district facilities:<br />

o HS East- skylight damaged<br />

o HS North- transformer damaged, trees down<br />

o Intermediate East- JBAC damage<br />

o Beachwood Elementary- fascia damage, trees down<br />

o Cedar Grove Elementary - trees down<br />

o Hooper Avenue Elementary - roof copings damaged, vinyl fence damaged<br />

o North Dover Elementary - roof copings damaged<br />

o Pine Beach Elementary - soffit damage, trees down<br />

o Silver Bay Elementary - skylight damaged<br />

o Walnut Street Elementary - trees down<br />

o West Dover Elementary - fascia damage<br />

o Citta Elementary – missing some roof shingles, fascia and coping damage<br />

We are fortunate that, other than the JBAC (bubble) at Intermediate East, most of<br />

the damage to school buildings from this powerful storm was relatively minor or<br />

superficial. We have already commenced efforts to seek financial recovery for the costs<br />

associated with this storm. We reported to our property insurance the day after the storm<br />

and an adjuster was in contact right away and came out to the sites where we had<br />

damage. Our property insurance deductible is $100k per location and the only site where<br />

we expect to exceed that threshold is currently Intermediate East due to the damage of the<br />

JBAC bubble.<br />

In addition to property damage, many other costs were incurred from this storm,<br />

including the cost of running three shelters during and after the storm and food spoilage<br />

from loss of power. Initial paperwork has already been filed with FEMA and we will be<br />

following through with the submission of all storm-related costs. Given the complexities<br />

of the FEMA filing protocols and with the many available funding options which may not<br />

be obvious or known to us, we are considering utilizing the services of a firm with great<br />

expertise in this area to ensure that we maximize the dollars we can recoup subsequent to<br />

this very serious storm.<br />

Curriculum – Mr. Baxter<br />

Mr. Baxter thanked all the <strong>Toms</strong> <strong>River</strong> employees and the students that assisted the<br />

community and shelters with transportation, goods and supplies, it was truly gratifying to<br />

see all our school community as a team come together and help during this tragic time. I<br />

am very proud of every one of you. It’s not often that we have those kinds of things<br />

happen and everybody stepped up to the plate. The community has done an awesome<br />

job.<br />

A Curriculum Committee Meeting of the Board of Education of the <strong>Toms</strong> <strong>River</strong><br />

<strong>Regional</strong> <strong>Schools</strong> took place at the Administrative Offices, 1144 Hooper Avenue, <strong>Toms</strong><br />

<strong>River</strong>, New Jersey on October 18, 2012, at 6:30 p.m.<br />

Committee Chair Jack Reuther read the following Opening Statement:<br />

“Good Evening, Welcome to a Curriculum Committee Meeting of the Board of<br />

Education of the <strong>Toms</strong> <strong>River</strong> <strong>Regional</strong> <strong>Schools</strong>.”<br />

“Notice of this meeting was published in the Asbury Park Press on October 12,<br />

2012 which constituted at least 48 hours notice as required by law under the Open Public<br />

Meetings Act.”<br />

In attendance were Committee Member, Jack Reuther. Board Members, Tom<br />

Baxter, Edward Gearity. Superintendent, Frank Roselli, Assistant Superintendents,<br />

James Hauenstein and Debra McKenna, Interim Assistant Superintendent, Joseph A.<br />

Pizza, Director of Funded Program/District Testing Coordinator, Dr. Estee Mailot and,<br />

Business Administrator, William Doering<br />

Dr. Mailot presented the New Jersey ASK test results for grades 3, 4 & 5. Dr.<br />

Mailot explained the scores for Math and Language Arts as to how our District compared<br />

to our District Factor Group (DFG) and State results. Our district continues to maintain<br />

scores at or above the State and DFG in both Math and Language Arts; including most<br />

disaggregated groups.<br />

Dr. Mailot also presented the New Jersey ASK test results for grades 6, 7 & 8. Our<br />

District continues to maintain scores at or above the State and DFG in both Math and<br />

Language Arts; including most disaggregated groups.<br />

Next, Dr. Mailot moved to the HSPA results. As a district, <strong>Toms</strong> <strong>River</strong> <strong>Regional</strong><br />

<strong>Schools</strong> performed above District Factor Group and state averages. All three high<br />

schools showed increases in passing scores or remained at the same level as last year.<br />

Additionally, Mr. Hauenstein explained how the Alternate Proficiency Assessment<br />

(APA) is used to test a segment of students with significant cognitive impairments. In<br />

comparison to the state results, our APA scores can be considered outstanding.<br />

In conclusion, Dr. Mailot discussed student growth and factors that contribute to<br />

the diversity of test scores from year to year.<br />

Mr. Hauenstein also reported on the AP results and analysis at the high school<br />

level. We are offering more tests and see more students take the tests over the past 6<br />

years. Students scored above the global average in 14 of 18 administered tests. The<br />

trend in all three high schools is continuing in a positive manner.<br />

The next topic of discussion was the QSAC required approval of District<br />

Curriculum. We are moving towards a national curriculum, the Common Core State<br />

Standards. The PARCC assessment will be used in future testing by the State of New<br />

Jersey. Our teachers worked over the summer to align our curriculum to the new<br />

standards and we are endeavoring to finalize a smooth transition to these newest<br />

standards.<br />

Finally, SAT results were reported displaying an increase in the total number of<br />

students at each high school taking the test. National scores dropped by two points in<br />

total score. The scores at each high school reflected traditional performance of the<br />

individual schools. While scores at <strong>Toms</strong> <strong>River</strong> High School South dropped overall,<br />

<strong>Toms</strong> <strong>River</strong> High School North scores remained above the national average and <strong>Toms</strong><br />

<strong>River</strong> High School East surpassed both state and national averages.<br />

Insurance – Mrs. Jubert<br />

Mrs. Jubert stated seventeen and one half years and would like to thank the<br />

residents of South <strong>Toms</strong> <strong>River</strong> for allowing her the privilege to have served for the<br />

amount of time as their representative to the <strong>Toms</strong> <strong>River</strong> Board of Education. I have also<br />

had the privilege to serve these years with some extraordinary members. I will always<br />

feel pride for the many accomplishments we as a Board have been able to achieve. We<br />

endured challenges but the main focus has always been what is best for the students and<br />

staff of this district. I leave these many years behind me next month having one son but<br />

have been blessed with watching so many children grow. God Bless the students and<br />

staff of this district and I thank you for all your support throughout the years.<br />

The Insurance Committee of the Board of Education of the <strong>Toms</strong> <strong>River</strong><br />

<strong>Regional</strong> <strong>Schools</strong> met on November 13, 2012 at 1144 Hooper Avenue, <strong>Toms</strong> <strong>River</strong>,<br />

New Jersey in Conference Room C at 5:30 P.M. This meeting is not publicly<br />

advertised as the committee reviews workers compensation and liability billing<br />

information which includes names and case information for individual staff members.<br />

In attendance were Committee Chair Jamie Jubert, Committee member Alex<br />

Pavliv, Superintendent- Frank Roselli and Business Administrator- William Doering.<br />

Also in attendance was Scott Tennant from AJ Gallagher Risk Management.<br />

The Insurance Committee reviewed the Inservco bills for October 1-12, 2012<br />

totaling $267,065.67 and October 13-31, 2012 totaling $191,818.09, with regards to<br />

the detail of claim payments for the workers compensation and liability programs.<br />

Questions were asked by committee members regarding payments, which were<br />

answered by the administration. The committee is recommending payment of these<br />

bills.<br />

The committee was updated by Scott Tennant from AJ Gallagher Risk<br />

Management regarding the status of the insurance reports which will be provided to<br />

the committee on a recurring basis. Report templates were reviewed for workers<br />

compensation (account 370) and liability (account 374). We have a weekly new<br />

claim report and the monthly report which would capture that information is still in<br />

development. Additional reports to be reviewed monthly include; the indemnity<br />

report, open claim report, closed claim report, reopened claim report and major<br />

reserve change report. These documents will provide meaningful information on a<br />

monthly basis, and will be supplemented by other additional reports on a quarterly<br />

and/or annual basis.<br />

Superintendent Roselli stated he would like to echo what was said by our student<br />

representatives earlier who very articulately spoke about the volunteer efforts of many of<br />

our staff members, community members and students as well. A good number of our<br />

schools that had families and staff members affected by Hurricane Sandy would speak<br />

the same way. This Board has plans to recognize all of those groups of people and<br />

individuals. We were going to begin tonight and the title of the initiative is “Hurricane<br />

Heroes”. Given the expansive number of people we were going to recognize them over a<br />

three month period, at three separate board meetings. The challenge with tonight is one<br />

of the groups that we were going to recognize had a number of conflicts for good reason<br />

and we just didn’t think it would be right to do it without the total group present. One of<br />

the other individuals that was going to attend was our own police chief and everybody<br />

can understand the strain he has been under. When we looked a little further we decided<br />

to postpone and begin next month. We will bring as many people as we can to our<br />

meeting for public to be aware of and for us to really celebrate and recognize all of their<br />

contributions. This will begin next month. Thank you.<br />

and Coordination with the Insurance Company to Repair the John Bennett Athletic<br />

Complex Air Structure on the Intermediate East School Campus be approved:<br />
