Dear Messrs Kougoulis and Wolf,<br />
Thank you for giving us the opportunity to comment on the 1 st revised GPP criteria for<br />
Imaging Equipment. We appreciate your effort to produce these draft criteria as well as the<br />
background report.<br />
You will find detailed comments on the proposed criteria in the attached document. In<br />
addition we wish to highlight some important issues.<br />

Urge for harmonization of criteria with existing instruments<br />
In the proliferation of eco-labels and procurement rules, harmonisation is important.<br />
Examples of suggested GPP criteria and ecolabel harmonisation are Blue Angel RAL<br />
UZ-171 (e.g. noise criteria), EPEAT- IEEE1680.2 (e.g. resource efficiency, end of life<br />
criteria), ErP Lot 26 (e.g. Energy efficiency in Network Standby mode, yet to be<br />
finalised) and ErP Lot 4 VA (e.g. user instructions).<br />
Request for clarity with respect to essential terms<br />
As the majority of the users of these criteria documents are not familiar with the<br />
terminology of the EU public procurement Directives, there is a need to explain the<br />
meaning of award criterion, technical specifications and contract performance clause,<br />
where all technical specifications must be met for a product to be accepted, whilst<br />
award criteria are evaluated and rated, i.e. extra points are awarded during the bid<br />
evaluations. We request that the definitions of the above underlined terms (essential<br />
for understanding the impact of the criteria) are taken up in the GPP criteria<br />
document for informational purposes.<br />
Request for clarity on intended ambition level<br />
Even if there is no legal guidance, our position is that technical specifications should<br />
be used where a market assessment has shown that some 80% of the products<br />
currently on the market comply, whilst for award criteria, some 15-20% product<br />
should be able to comply.<br />

For imaging equipment, this should be the case in each printer category as well as<br />
printer speed range. We request clarity as to how the commission sees the process<br />
that leads to a verification of the appropriateness of the level of ambition of the<br />
proposed GPP criteria.<br />
