Types of Licenses Issued by the Licensing Services Section
• Conductor - An organization that conducts bingo. This represents the largest category of licensees in the Charitable Bingo
industry in Texas. As of March 25, 2002, there were 1,451 licensed conductors in Texas.
• Lessor - An individual or organization that leases a location for the purpose of conducting a Charitable Bingo game. As of
March 25, 2002, there were 468 licensed lessors in Texas.
• Distributor - An individual or organization that sells, distributes, or supplies equipment to organizations licensed to conduct
Charitable Bingo in Texas. As of March 25, 2002, there were 16 licensed distributors in Texas.
• Manufacturer - An individual or organization that manufactures bingo equipment and sells to licensed distributors in Texas.
As of March 25, 2002, there were 16 licensed manufacturers in Texas.
• System Service Provider - An individual or organization that provides integrated electronic systems for automated bingo
services to be used by a licensed authorized organization. As of March 25, 2002, there were 2 licensed system service
providers in Texas.
Functions of the Accounting Services Section
• Process quarterly tax returns and mail out billing notices
• Identify non-filers of quarterly tax returns to Audit
Services Section for collection
• Communicate with licensees about liabilities and
tax issues
• Monitor the charitable distributions of bingo revenue
• Prepare Bond Payment Demand Notices and collect
remittances on delinquent accounts
• Process loan applications
• Calculate and remit allocation checks to local
jurisdictions sharing the revenue from bingo
• Process incoming mail and fees for the
Charitable Bingo Operations Division
• Conduct testing of bingo equipment and products
• Coordinate, track and participate in investigations
• Participate in hearings
• Develop and implement publications
• Assist with the development and maintenance of the
Operator Training Program
• Research bingo and gaming trends
• Monitor division rules and procedures
Functions of the Audit Services Section
• Perform location verification inspections and prelicensing
interviews on original licensees
• Conduct assessment and assistance inspections
• Perform books and records inspection on each licensee
• Perform tax reviews on delinquent licensees
• Conduct compliance reviews and audits verifying
adherence to the Bingo Enabling Act and Charitable
Bingo Administrative Rules
• Conduct financial audits on licensees with serious
discrepancies in their records
• Assist with security investigations
• Conduct tests on card-minding devices, pull-tab
dispensers and system service provider software
submitted to the Charitable Bingo Operations Division
for approval
• Conduct Operator Training Programs
