William L. Atkins
Director
The Charitable Bingo Division
William L. (Billy) Atkins was appointed Charitable Bingo Operations Director by the Texas Lottery Commission
on Thursday, October 29, 1998. Prior to that, he served as both Acting Director and Assistant Director of the
Charitable Bingo Operations Division of the Texas Lottery Commission.
Atkins first came to the Texas Lottery as the Special Project Coordinator for the Intergovernmental Affairs Section
in January 1993, a position he held until April 1994.
Prior to working with the Texas Lottery Commission, Atkins was a Legislative Assistant for Texas Senator John T.
Montford from January 1983 to December 1985. He worked as an Administrative Assistant for Texas State
Representative Gary L. Watkins from January 1987 to December 1992.
Atkins is currently a member of the North American Gaming Regulators Association (NAGRA), a professional
organization of federal, state, local, tribal, and provincial government agencies primarily responsible for regulation
of legalized gaming activities. In 2001, he was appointed co-chair to the Charitable Gaming Committee of
NAGRA.
Philip D. Sanderson
Assistant Director
Philip D. (Phil) Sanderson was appointed Assistant Director of the Charitable Bingo Operations Division in 1998.
Prior to that, he was employed in the Charitable Bingo Operations Division as senior audit manager from 1997 to
1998, and as audit manger from 1994 to 1997.
Prior to working for the Texas Lottery Commission, Sanderson was an auditor for the Texas Alcoholic Beverage
Commission from 1981 to 1994. From 1980 to 1981, he was an internal auditor for Baylay Corp.
