Reasons for the Budget Deficit • Our expenditures as a District (especially salary, benefits, and pension) have continued to increase at a rate greater than our available revenues, despite the Board and the community’s strong financial support in approving taxes at or near the Act 1 index and utilizing fund balance instead of resorting to furloughs, demotions, and outsourcing.
