The impact of HDRs is evident in <strong>Egypt</strong>ian society. Not only is there a general<br />

awareness about HD issues in the whole country, but the HDRs’ findings and<br />

recommendations are discussed within all political parties, as well as in various<br />

parliamentarian and ministerial specialized committees.<br />

Most importantly, part of government spending is now allocated to the neediest<br />

governorates based on their respective HDI ranking. This index has created a healthy<br />

competition among governors, similar to the impact of the international ranking of <strong>Egypt</strong>,<br />

which triggered the attention of high ranking <strong>Egypt</strong>ian policy makers. Similarly, the<br />

GHDRs triggered popular participation at the local level. Resources are directed to the<br />

neediest villages using a combined index of population size and the village HDI.<br />

Finally, preparation of the NHDR and GHDR has entailed strong assistance from<br />

the donor community. As mentioned earlier, Denmark, Canada, World Bank and USAID<br />

supported both financially and technically the outcomes of the most recent reports. It is<br />

important to keep such positive relationships with the donor community, and to involve<br />

them in a more systematic way in the production process of the reports.<br />
