practice Program <strong>for</strong> international criminal prosecution was adopted. This task <strong>for</strong>ce will be<br />
responsible <strong>for</strong> identifying international standards <strong>of</strong> practice in the areas <strong>of</strong> investigation, trial<br />
practice, special subject areas such as violence against women, deployment <strong>of</strong> minors as<br />
soldiers and illegal importation <strong>of</strong> weapons to name but a few.<br />
The major challenge ahead however remains <strong>for</strong> the ICTY and the ICTR remains the positive<br />
completion <strong>of</strong> their mandates. As Mr. Ruxton suggested everything from now on must pass a<br />
double test. It must contribute to the mandate in a positive way and it must contribute also to<br />
the completion strategy. The colloquium demonstrated to participants that ef<strong>for</strong>ts have been<br />
and continue to be made in fulfilling the mandate and in ensuring a positive completion<br />
strategy. However, the implications <strong>of</strong> rushing the work <strong>of</strong> the tribunals risks leading the<br />
quality <strong>of</strong> prosecutions astray. Whilst committed to the deadlines set by the Security Council<br />
this should not be at any cost. Too much has been invested in the <strong>Tribunal</strong>s to allow their<br />
momentum to be lost.<br />
In his closing address, Mr. Jallow thanked the Ford Foundation and Open Society Institute<br />
whose support had been vital to the Colloquium’s inception and success. The first Colloquium<br />
<strong>of</strong> <strong>International</strong> Prosecutors concluded with the issuing <strong>of</strong> a unanimous declaration from all<br />
<strong>International</strong> Prosecutors reaffirming their commitment to end impunity <strong>for</strong> the most serious<br />
crimes that plague humankind, and to contribute to peace and the prevention <strong>of</strong> future crimes.<br />
