Health Care Reform Update<br />

With health care reform top on the domestic agenda in Congress and in many state capitols around the country, the<br />

implications for self-insurance are significant. This session will provide an update on the status of leading reform proposal and<br />

how you can get involved in shaping the legislative process.<br />

Addressing the Root Causes of Rising Health Care Costs – What <strong>TPA</strong>s Need to Know<br />

Adopting a health and productivity model can help employers achieve cost control. Models that include health promotion,<br />

as well as absence, disability and medical management programs have shown measurable results in the effort to reduce costs.<br />

Studies of participants demonstrate a substantial rate of compliance with physician’s treatment plans (91 percent for both<br />

cardiovascular disease and diabetes) having a measurable impact on employee productivity. In fact, average disability durations<br />

among participants have been reduced 10-25 percent below national guidelines and have achieved significant medical cost<br />

savings for employers.<br />

Interventions Around Consumerism: Least Amount of Cost, Biggest Benefit<br />

This session will focus on the obstacles in medical management for third party administrators and their <strong>MGU</strong>/Stop-Loss<br />

partners. Engagement will be defined and methods identified to make interventions more successful. Intervention costs will<br />

be discussed and techniques presented that maximize resources and produce results. Evaluation and ROI will be presented<br />

that demonstrate targeted techniques that work across all populations.<br />

Onsite Clinics: Moving from Concept to Employee Engagement to Savings<br />

Onsite clinics are appearing in more employer worksites. This session will explore the concept behind onsite clinics, how to<br />

successfully implement an onsite clinic and methods to demonstrate a return on the investment. This is critical information<br />

for <strong>TPA</strong>s interested in coordinating the establishment of onsite clinics on behalf of their employer clients.<br />

Integrated Health Management Solutions<br />

Many employers are discovering rising health care costs are here to stay. Benefit plan changes<br />

involving cost shifting to employees have helped but there is a limit to this cost reduction<br />

method. Employers are learning what tools they need to implement for longer term cost<br />

containment. They are focused on efforts that empower employees to become better consumers<br />

of health care and enable them to become healthier. This discussion will be extremely useful for<br />

<strong>TPA</strong>s, <strong>MGU</strong>s and Stop-Loss carriers as they forecast future health care claims costs.<br />

A 30,000 Foot View of Stop Loss Market Conditions<br />

A panel of reinsurance experts debate how the reinsurance community views the stop loss market today and how it will develop<br />

over the next decade. Where does reinsurance capacity come from and why does it change over time? How will the risk takers<br />

and underwriters bind cases and still maintain their integrity and procure the appropriate risk premium? What are the barriers to<br />

entry for new reinsurance capacity in the stop loss market and where will the next generation of reinsurers come from?<br />

Alternatives to Traditional PPO Plan Designs<br />

As PPO networks have evolved, historical discount levels are being impacted by changes in provider billing practices,<br />

contractual limitations on claim review and editing and access requirements. Due to the downward trend in overall savings,<br />

<strong>TPA</strong>’s and employers have begun to look at alternatives to PPO’s for in-network and out-of-network claims savings. This<br />

session will highlight and discuss innovative solutions that are being developed and used by <strong>TPA</strong>s and employers to control<br />

claim costs in lieu of utilizing PPO networks.<br />

Bumps, Not Barriers -- Legal Issues In Innovative Plan Designs<br />

The past few years have seen many innovations in benefit plan design -- HDHPs/HSAs, Wellness/Disease Management<br />

Programs, HRAs, debit/credit card substantiation, value-based coverage, CDHPs and a few others. While these innovations<br />

create new opportunities, they also come with new rules, regulations and other guidance that pose challenges for properly<br />

implementing and operating them. This presentation will explore some of the legal issues that arise in connection with some<br />

of these innovative plan designs. While these legal challenges can make for a bumpy ride, knowing where the potholes are<br />

should make the trip a lot smoother for <strong>TPA</strong>s and their employer clients.<br />
