Abstract<br />

Every individual including pers<strong>on</strong> with disability has an equal right to have access to<br />

everywhere with dignity and independence. It should be regarded as a fundamental right<br />

of all citizens. The existing situati<strong>on</strong>s of the buildings, roads are either full of obstacles or<br />

impossible to use by the people with physical problems, aged people, pregnant woman etc.<br />

It hinders these people the right of movement.<br />

<strong>Subash</strong> <strong>Bose</strong> <strong>Park</strong> at <strong>Ernakulam</strong> is a place where a lot of people come to spend their time<br />

relaxing from the busy schedules of life. An access audit of <strong>Subash</strong> <strong>Bose</strong> <strong>Park</strong> was<br />

c<strong>on</strong>ducted in which the access audit team came out with a report <strong>on</strong> the present situati<strong>on</strong>s<br />

of the buildings, observati<strong>on</strong>s, suggesti<strong>on</strong>s. The major things to alter or build are given at<br />

the end of the report.<br />

The <str<strong>on</strong>g>Access</str<strong>on</strong>g> <str<strong>on</strong>g>Audit</str<strong>on</strong>g> <str<strong>on</strong>g>Report</str<strong>on</strong>g> is prepared by Ms.S<strong>on</strong>a Jose in associati<strong>on</strong> with Centre for Public<br />

Policy Research. Ms S<strong>on</strong>a Jose, a pers<strong>on</strong> with cerebral palsy. The Project, TABASE is an<br />

idea formulated by Ms S<strong>on</strong>a Jose. The team c<strong>on</strong>sists of a group of people with similar<br />

outlook, who work together to achieve a barrier free envir<strong>on</strong>ment. We express our sincere<br />

gratitude to Ms. S<strong>on</strong>a Jose for her committed work. We are grateful to Kumar Groups,<br />

Kochi for the support extended by them in the preparati<strong>on</strong> of the cost estimates. We are<br />

also thankful to the MSW students, 2008-10 batch of Rajagiri College of Social Science,<br />

Kalamassery for all the support extended by them.<br />

1. Observati<strong>on</strong>s:<br />

The curb walls are a hindrance<br />

for the wheel chair to enter into the<br />

lawns (Ref: Fig 1)<br />

Suggesti<strong>on</strong>s:<br />

The curb walls to the lawns will have<br />

to be demolished at 24 points for<br />

the easy access of wheel chair to the<br />

lawns.<br />

2. Observati<strong>on</strong>s:<br />

No openings or entry points for the lawn area. (Ref: Fig 1)<br />

Suggesti<strong>on</strong>s:<br />

24 entry points to the lawn area at a width of 2m wide is to be made.<br />

3. Observati<strong>on</strong>s:<br />

No handicapped requirements for the<br />

existing toilet. (Ref: Fig 2)<br />

Suggesti<strong>on</strong>s:<br />

A new toilet block for physically<br />

handicapped will have to be designed<br />

separately.<br />

4. Observati<strong>on</strong>s:<br />

There are no ramps provided to<br />

the curved benches at the sea side<br />

at the eastern side. The entry point<br />

is with 3m wide and 15cm depth<br />

<strong>on</strong> both sides. Benches are with<br />

5.50m length and 15cm depth <strong>on</strong><br />

both sides. (Ref: Fig 3)<br />

Suggesti<strong>on</strong>s:<br />

Ramps with hand railings and head<br />

rest to enter the benches will have to be provided.<br />

5. Observati<strong>on</strong>s:<br />

All the walk ways are with surface<br />

level differences without any<br />

paving which will effect the<br />

smooth movement of the<br />

wheelchair. (Ref: Fig 4)<br />

Suggesti<strong>on</strong>s:<br />

Paving tiles (Euroc<strong>on</strong>/ Ultratile or<br />

equivalent) in all the walk ways is<br />

to be provided.<br />

5. Observati<strong>on</strong>s:<br />

There is a tarred road near the existing toilet block and the eastern side of the park.<br />

It will be hindrance for the<br />

easy movement of the<br />

wheel chair. (Ref: Fig 5<br />

and Fig 6)<br />

Suggesti<strong>on</strong>s:<br />

All existing tarred roads<br />

inside the park can be<br />

paved with paving tiles<br />

(Euroc<strong>on</strong>/ Ultratile or<br />

equivalent).<br />

6. Observati<strong>on</strong>s:<br />

There is circular rubble<br />

paving at two juncti<strong>on</strong>s<br />

which creates a level<br />

difference than the normal<br />

walk ways. It can effect the<br />

easy movement of the<br />

wheel chair.<br />

Suggesti<strong>on</strong>s:<br />

The paving can be dismantled and the same level of the walk way can be<br />

maintained by using same paving tiles (Euroc<strong>on</strong>/ Ultratile or equivalent)<br />

Inner 2m radius circle can be maintained as such Outer 2m radius circular<br />

rubble. (Ref: Fig 8)<br />

Observati<strong>on</strong>s:<br />

There is very less<br />

number of<br />

benches inside the<br />

park.<br />

Suggesti<strong>on</strong>s:<br />

At least 50<br />
