4.4 Integration <strong>in</strong>to exist<strong>in</strong>g <strong>in</strong>stitutional frameworks<br />
Except for the efforts <strong>in</strong> deign to create attractive <strong>urban</strong> space and to utilize Low Carbon technologies,<br />
one of most important work concentrated <strong>in</strong> solv<strong>in</strong>g confliction between design concepts with<br />
<strong>in</strong>tegration <strong>in</strong>to exist<strong>in</strong>g <strong>in</strong>stitutional framework for <strong>urban</strong> plann<strong>in</strong>g practice.<br />
S<strong>in</strong>ce Ch<strong>in</strong>ese land use <strong>pattern</strong> has still a strong character of functional division. The idea for mixed<br />
use cannot directly f<strong>in</strong>d correspond<strong>in</strong>g support <strong>in</strong> the prescription from exist<strong>in</strong>g land use regulations.<br />
The cultivation of public space and cont<strong>in</strong>uity of pedestrian system require strong control effort from<br />
city government. However, such requirements have not yet got enough attentions on the <strong>in</strong>stitutional<br />
level for the cultivation of <strong>urban</strong> space quality.<br />
In this special case, the importance of this strategic project helped to overcome such difficulties. City<br />
government has accepted to take this project as special case and even allowed the foreign office to<br />
take part <strong>in</strong> the follow<strong>in</strong>g legal plann<strong>in</strong>g establishment, <strong>in</strong> which the affairs of later is normally carried<br />
out with<strong>in</strong> public sectors. With the support of decision maker, the foreign plann<strong>in</strong>g office has then<br />
assumed the guidel<strong>in</strong>e establishment for and participated <strong>in</strong>to legal plann<strong>in</strong>g establishment.<br />
