<strong>North</strong> <strong>Lake</strong> <strong>College</strong>, created as a part of the Dallas County Community <strong>College</strong> District (DCCCD)<br />
in 1977, is a public community college with an open-door admission policy which anticipates and<br />
responds to the educational, training, and employment needs of the community. The college prepares<br />
people for successful living and responsible citizenship through quality educational programs.<br />

be a convenient guide and can help answer many<br />
of the questions you may have. Please familiarize<br />
yourself with it and use it as a reference. It is<br />
important to remember, however, that each<br />
situation is unique and judgment must be used in<br />
applying policies fairly and equitably. Please refer<br />

<strong>Employee</strong>s may audit classes or enroll and receive<br />
a waiver of tuition for Credit and some non-credit<br />
courses. PSS and Administrators may receive an<br />
Education Stipend when a higher degree is earned.<br />
Faculty may reclassify when additional graduate<br />
hours are earned beyond the Masters or a Doctorate<br />

• Complete an ERS benefits sign-up packet<br />

Your employment with <strong>North</strong> <strong>Lake</strong> <strong>College</strong> is at<br />
will. This means that you have not entered into a<br />
contract with <strong>North</strong> <strong>Lake</strong> <strong>College</strong> regarding the<br />
duration of your employment. You are free to<br />
terminate your employment with <strong>North</strong> <strong>Lake</strong><br />
<strong>College</strong> at any time, with or without reason.<br />
Likewise, <strong>North</strong> <strong>Lake</strong> <strong>College</strong> has the right to<br />

Contractual Employment<br />
(Administrative/Faculty)<br />
Those persons having a formal employment<br />
contract with DCCCD, <strong>North</strong> <strong>Lake</strong> <strong>College</strong>, which<br />
prescribes a fixed term, compensation and duties.<br />
All administrators and faculty are contractual.<br />
Policy DDA<br />
Nepotism<br />
Two or more members of the same family may be<br />
employed provided; their work assignments are in<br />
different work groups; and there is no supervision<br />
of one family member by another.<br />
“Workgroup” shall be defined as in district policy<br />
and shall include the total workgroup of employees<br />
under the supervision of one supervisor. Each<br />
Teaching and Learning Center shall be recognized<br />
as a ”workgroup”, with this additional delineation.<br />
If there is a full time employee in a work group no<br />
other family member may work part time or full<br />
time.<br />
Second level supervisor or higher may not employ<br />
family members in the extended workgroup.<br />

Administrators and Professional Support Staff are<br />
required to have an annual Progress Discussion.<br />
The evaluation is to be completed by July 1.<br />
Faculty are evaluated by the Faculty Evaluation<br />
System. The process includes; Individual Action<br />
Plans, Instructional Visitations, Student Surveys,<br />
End-of-Year Review, Appraisal Report Summary<br />
and Contractual Recommendation Forms. (HROG/<br />

You are eligible to be paid overtime according to<br />
the Department of Labor. You will receive<br />
overtime or comp time when you actually work<br />
more than 40 hours in a work week. Prior approval<br />
from your supervisor is required.<br />
Exempt:<br />
You are an exempt employee and are not eligible to<br />
be paid overtime according to the Department of<br />
Labor.<br />

Benefits<br />
DCCCD offers health benefits through the state of<br />
Texas, Employers Retirement Systems of Texas<br />
(ERS). Full time <strong>Employee</strong>s receive free medical<br />
benefits and basic life insurance.<br />

Retirement<br />
Teachers Retirement System of Texas (TRS)<br />
TRS is the retirement plan for all Professional<br />
Support Staff and is also an option for Faculty and<br />
Administrators. An employee is vested after 5<br />
years of participation in the program.<br />
Optional Retirement Program (ORP)<br />
ORP is an optional retirement plan offered to<br />
Faculty and Administrators. An employee is vested<br />
after one year and one day in the program. TSA<br />
Consulting Group is the administrator of the<br />
program, www.tsacg.com.<br />
Tuition<br />
<strong>Employee</strong>s are eligible to audit classes with<br />
approval from the Dean of the program.<br />
After one year of full time employment employees<br />
are eligible to participate in the Tuition waiver<br />
program.<br />
<strong>Employee</strong>s are also allowed to enroll in some<br />
Continuing Education courses under the Tuition<br />
Waiver program. <strong>Employee</strong>s are required to pay<br />
any fees related to the courses.<br />
<strong>Employee</strong>s and their dependents are also eligible<br />
for in-county tuition if they reside outside of Dallas<br />
County.<br />
<strong>Employee</strong>s are eligible to participate in an optional<br />
Tax Shelter Annuity program. Also administered<br />
by TSA Consulting Group.<br />

Professional Enhancement Program<br />
PEP is to encourage and support the renewal and<br />
professional development of long-term employees<br />
(at least 10 years of service). Funding is available<br />
for a minimum of $100 and a maximum of $800<br />
for developmental activities, which may include<br />
travel.<br />

Worker’s Compensation<br />
DCCCD has workers’ compensation insurance<br />
coverage from Texas Political subdivisions to<br />
protect its employees for work-related injury.<br />
Workers’ compensation is a state-regulated<br />
insurance program that pays medical bills and<br />
replaces some lost wages for employees who are<br />
injured at work or who have a work-related disease<br />

Wellness<br />
The Wellness program is to provide opportunity<br />
and inspiration for employees to participate in a<br />
healthier life and work style. <strong>Employee</strong>s are<br />
encouraged to have wellness testing before<br />
participating in the program. <strong>Employee</strong>s are<br />
entitled to take a total of 1.5 hours of work each<br />
week for wellness provided they match with 1.5<br />
hours of personal time each week. Supervisors<br />
approval is also required.<br />

Open Door Policy<br />
Honest differences and concerns arise in any<br />
workplace from time to time, and <strong>North</strong> <strong>Lake</strong><br />
<strong>College</strong> encourages you to express your concerns<br />
so we can resolve issues as quickly as possible.<br />
Whenever possible, discuss your work-related<br />
concern with your supervisor. If your supervisor<br />
cannot resolve your problem, he or she may refer<br />
you to someone who can help. If you feel you can’t<br />
approach your supervisor for any reason, contact<br />
your second level supervisor or your Director of<br />
Human Resources.<br />
If you have a complaint with your supervisor you<br />
may resolve it with an informal complaint or a<br />

Workplace Respect<br />
<strong>Employee</strong>s should treat each others with courtesy<br />
and consideration and demonstrate professional<br />
conduct in interactions with others.<br />
Discrimination and Harassment<br />
Discrimination and harassment will not be<br />
tolerated at <strong>North</strong> <strong>Lake</strong> <strong>College</strong>. We are committed<br />
to providing you with an environment free of any<br />
form of discrimination, including- but not limited<br />
to- harassment regarding race, religion, color,<br />
national origin, age, sex, marital status, disability,<br />
sexual orientation, veteran status, or any other<br />
category protected by applicable federal state, or<br />
local law.<br />
Sexual Harassment<br />
Sexual harassment may include unwelcome sexual<br />
advances, requests for sexual favors, or other<br />
verbal or physical contact of a sexual nature when:<br />
• Submission to such conduct is made either<br />
explicitly or implicitly a term or condition<br />
of employment or compensation<br />
• Submission to or rejection of such conduct<br />
is used as a basis for employment decision.<br />
Such conduct has the purpose or affect of<br />
unreasonably interfering with work performance or<br />
creating an intimidating, hostile, or offensive work<br />
environment.<br />

Reporting Discrimination or<br />
Harassment<br />
If you are exposed to conduct which you find<br />
offensive, promptly and clearly tell the offender<br />
that the language or behavior is unwelcome. If you<br />
believe the response you receive isn’t appropriate,<br />
report the problem to your Director of Human<br />
Resources.<br />
Drug and Alcohol Policy<br />
<strong>Employee</strong>s shall not manufacture, distribute,<br />
dispense, possess, use or be under the influence of<br />
alcohol, controlled substance, chemical substance<br />
for inhalation, or any other intoxicant during<br />
working hours while at the <strong>College</strong> District. Each<br />
year employees receive a copy of the Drug-free<br />
workplace document.<br />
Harassment<br />
Workplace harassment can take many forms<br />
including, but not limited to, words, signs,<br />
offensive jokes, cartoons, pictures, posters, e-mail<br />
jokes or statements, pranks, intimidation, physical<br />
assaults or contact, and violence.<br />

Overtime<br />
If you are an hourly employee or a nonexempt<br />
employee, you are entitled to overtime or comp<br />
time. You are required to actually work more than<br />
40 hours per week to qualify. Overtime is paid at<br />
one and one-half times your regular hourly rate.<br />

the request is a promotion the salary could be the<br />

Termination of your Employment<br />
<strong>North</strong> <strong>Lake</strong> considers you to have voluntarily<br />
terminated your employment if you:<br />

• Fail to return from approved leave<br />
• Fail to report for work or call in a timely<br />

You may be terminated for poor performance,<br />

Resignation<br />

In response to a written request for information<br />
regarding a current or former <strong>North</strong> <strong>Lake</strong><br />
employee, HR will verify information; employee<br />
name, dates of employment, position held, and<br />

supervisors within DCCCD.<br />
Retirement<br />
You are eligible for retirement with DCCCD when<br />
you have at least10 years of service and be 65<br />
years of age or meet the rule of 80. The employee<br />
is also required to participate and contribute to an<br />
eligible retirement plan; Teachers Retirement<br />

If you receive a bomb threat, keep the caller on the<br />
phone and try to complete the bomb threat<br />
questionnaire.<br />
After the caller hangs up, dial 3300 on any inhouse<br />
phone. Tell the officer that you have just<br />
received a bomb threat and give the following<br />
information:<br />
• Your name<br />
• The location of the phone from which you<br />
are calling and the extension or telephone<br />
number on which the call was received (if<br />
different)<br />
• The time the call was received and<br />
approximately how long the caller<br />
remained on the line.<br />
Close all windows and doors in your immediate<br />
work area and evacuate the building via the nearest<br />
exit.<br />
Take only necessary personal items. Go to the<br />
nearest safe area and give the bomb threat<br />
questionnaire responses to the college police as<br />
soon as possible.<br />
Do not re-enter the building for any reason until<br />
the proper authority instructs you.<br />
Hostage Situation<br />
Dial 3300 on any in-house phone only if you can<br />
do so without risking danger to yourself or others.<br />

• The exact location of the hostage-taker<br />
• How many hostages he/she has taken<br />
• A description of the hostage-taker,<br />
including clothing, race, sex, physical<br />
characteristics (hair color, complexion,<br />

• What type(s) of weapons you have seen<br />
• If anyone has been injured<br />
Alert others in your immediate work area of the<br />

• What type of chemical was spilled<br />
• If anyone has been injured<br />
Alert others in your immediate work area of the<br />
situation, keep a safe distance, and attempt to<br />

Do not allow anyone to enter until the spill has<br />
been removed or declared safe.<br />
Weapons on Campus<br />
If you see someone with a weapon on campus or<br />
you are told someone has a weapon, dial 3300 on<br />
any in-house phone, or 972-273-3300 on a cell<br />
phone and give the officer the following<br />
information:<br />
• Your name<br />
• The exact location of the person with the<br />
weapon or where he was last seen<br />
• The name of the person suspected to have<br />
the weapon (if known)<br />
• A brief description of the person such as:<br />
(clothing, race, sex, etc.)<br />
• The weapon type: (shotgun, rifle, pistol,<br />
handgun, knife, etc.)<br />
If you require minor first aid, visit the Health<br />
Center in “C” building next to the Police<br />
Department. Do not delay in reporting injuries that<br />
occur on campus to the Health Center or the<br />
Campus Police Department.<br />
Start immediate evacuation of the area. Under no<br />
circumstances should you approach the person and<br />
inquire about the weapon!<br />

While you are at the college, if there is impending<br />
threatening weather, watch for weather broadcasts<br />
over the college email system. <strong>College</strong><br />
administrators will be contacted with specific<br />
instructions and will be responsible for notifying<br />
staff. Decisions to close the college will be made in<br />
a timely manner. If threatening weather is about to<br />
affect the campus with limited advance warning,<br />
follow instructions for interior evacuation or,<br />
• Listen for closing information broadcast on<br />
TV and radio by 6:00 a.m.<br />
• Check the NLC Web site for closure<br />
information<br />
• Check GroupWise email for information<br />
If you are responsible for a main number on<br />
campus not serviced by the telephone Autoattendant<br />
included in the recorder’s list, dial into<br />
your voice mail and record a greeting to inform<br />
callers of our closing.<br />
Faculty may want to record closing information in<br />
their voice mail also:<br />
• Call the voicemail system at 972-860-<br />
7444. Several people will be doing this at<br />
the same time, so try again if you get a<br />
busy signal.<br />
• When system answers, press *, then your<br />

• When system says, “you have __ number<br />

<strong>North</strong> <strong>Lake</strong> <strong>College</strong> is located in the northwest portion of Dallas County and rests on 276 acres of land,<br />
donated by the John Carpenter family. The <strong>College</strong> was built as the sixth of seven colleges in the Dallas<br />
County Community <strong>College</strong> District and was formally dedicated in 1977 serving 2,900 credit students<br />
and 2,000 continuing education students. With the increase in student enrollment, <strong>North</strong> <strong>Lake</strong> <strong>College</strong> has<br />
expanded student learning to include 1 central campus and 3 satellite campuses. Today, college enrollment<br />
encompasses 10,998 credit students and 6,143 continuing education students.
