MARKET VENDOR PERMIT
Requirements for Permit
Annual license issued by a city and/or county government in the State of Tennessee
-or-
Transient vendor's license issued by the City of Knoxville ($55 fee for 14 days)
-and-
A daily Market Mall Vendor Permit issued by the City of Knoxville ($5 per day).
Anyone conducting sales or offering goods for sale, except tax-exempt organizations that did not
purchase goods for sale, must meet the above requirements. Copy of business license or
transient vendor’s license must be with the vendor.
Location of Vendor:
Vendors are allowed to make sales within the Market Mall, which is bounded by Union Avenue,
Walnut Avenue, Wall Avenue and Gay Street. Within the Market Mall, there is a designated
sidewalk sales area. The sidewalk sales areas are located on the east and west side of the market
mall. City code 16-317.
Hours of Operation:
The hours of sale for the market mall, sidewalk sales area shall be from 8:00am until 6:00pm
each day. Vendors shall remove all wares, produce, tables, chairs, carts and the like from public
property by 6:30pm each day. All items remaining on public property after 6:30pm shall be
removed and stored by the city at the expense of the vendor. City code 16-320.
Items Permitted to be sold by Market Mall Vendor:
Fresh fruits, nuts, produce, vegetables, flowers, plants and shrubbery, and other similar and
related farm products grown or produced by farmers and growers in Knox County and
neighboring counties. Arts, crafts and bakery goods, such arts, crafts and bakery goods being
those which are baked in small units and not produced by professional artists, craftsmen or
bakers in mass production. City code 16-346 and 16-347.
Tables:
Vendors in the sidewalk sales area must display their goods and wares from tables not exceeding
thirty (30) square feet in area, with one (1) chair per salesperson. City code 16-347(b).

A mall vendor must have a business license issued by a local government in the State of Tennessee or must
purchase a transient vendor’s license from the City of Knoxville. Attach a copy of your current business
license to this application. Tennessee Code Annotated 67-4-701.
