OPERATIONS DIVISION<br />

The City of <strong>Cleveland</strong>, Tennessee <strong>Fire</strong> <strong>Department</strong> responded to 1,996 total<br />

calls for service in calendar year <strong>2008</strong>. The number of emergency responses<br />

was up 14.43% from the previous year. We expect the number of calls for service<br />

to rise sharply in 2009 and in the future due to the fact that we are now<br />

responding to all priority one, medical first responder calls to aid/assist our<br />

local EMS. Our average response time to structure fires inside the city limits<br />

was 3:47 with first due engines meeting NFPA 1710 Standards 91.4% of the<br />

time.<br />

Our average response time to structure fires in the fringe area was 6:08 with<br />

first due engines meeting NFPA 1710 Standards 52.3% of the time. Our average<br />

response time for EMS and rescue was 4:20 and our average response<br />

times for all incidents was 5:06. (city and fringe)<br />

NOTEWORTHY INCIDENTS<br />

08‐0000039<br />

January 7,<strong>2008</strong><br />

183 Bell Street SE<br />

A 72 year old female perished when units responded at 5:33pm, to a <strong>report</strong> of a structure<br />

fire at this location with one occupant possibly trapped inside. Upon arrival, fire<br />

units encountered a wood frame house<br />

heavily involved with fire venting through<br />

the roof and multiple windows at the<br />

front of the structure. After the fire was<br />

knocked down, a primary search of the<br />

structure revealed one female victim deceased<br />

on a bed in the room of fire origin.<br />

After continued extinguishments, a thorough<br />

secondary search revealed no other<br />

victims. The arson division was contacted<br />

for further investigation and determined<br />

the origin of the fire was the bed, but unable to determine if it was due to smoking or<br />

an electric motor failure.<br />

March 24, <strong>2008</strong><br />

2211 Curtis Street SE<br />

Smoking while being administered oxygen, was determined to be the cause of a residential<br />

fire units responded to at 9:19pm. Upon arrival, units encountered moderate<br />

smoke and fire coming from the single story dwelling. The occupants were out of the<br />

residence when units arrived, with one occupant having severe burns. <strong>Fire</strong> companies<br />

extinguished the fire with two inch and three quarter hand lines. The 52 year old<br />

male occupant later died from his injuries.<br />

August 18, <strong>2008</strong><br />

3004 Trewhitt Rd. SE<br />

Engine company three was dispatched to the listed address to a possible structure<br />

fire. Upon their arrival, they found no fire<br />

evident, but found a 54 year old male<br />

sitting on the porch with burns over 90%<br />

of his body. Engine three attended to the<br />

patient until Bradley County Emergency<br />

Medical Services arrived, and then established<br />

a landing zone for medical air<br />

evacuation. The patient later died from<br />

his injuries. To this day, it is still a mystery<br />

how the occupant came to be<br />

burned. After an extensive investigation,<br />

the evidence pointed to a novelty lighter explosion.<br />

Since this incident, the State of Tennessee has passed a law banning the sell of novelty<br />

lighters in stores.<br />

PREVENTION DIVISION<br />

Education<br />

• The <strong>Department</strong> utilized our Smoke House and handout materials, to educate<br />

6,982 kids and adults on fire safety and severe weather.<br />

• The <strong>Fire</strong> Prevention division accommodated several industry and medical<br />

facilities throughout the year, with free fire extinguisher classes.<br />

• <strong>Fire</strong> Prevention week reaches every student that attends <strong>pub</strong>lic or private<br />

schools in the City of <strong>Cleveland</strong>.<br />

Inspections<br />

The Inspections division and Engine Companies completed 3,096 life and<br />

safety inspections in the year <strong>2008</strong>. This was the first year, that an attempt to<br />

inspect every commercial occupancy inside the city limits had ever been accomplished.<br />

They also take care of<br />

• Hydrant obstructions<br />

• Plans reviews<br />

• New construction inspections to ensure<br />

code compliance<br />

• Change of occupancy inspections<br />

• State License inspections<br />

• Consultations on fire protection and code compliance<br />

• Insures that <strong>Fire</strong> <strong>Department</strong> Connections to sprinkler systems are well<br />

marked and visible for the<br />

safety of our employees<br />

• Received an “Exempt”<br />

status from state plans<br />

reviews. This allows the<br />

City of <strong>Cleveland</strong> to be able to review plans that previously would have<br />

been sent to the state for approval.<br />

The <strong>Department</strong> also provides, and if needed, installs smoke detectors to anyone<br />

who does not have them, free of charge.<br />

TRAINING DIVISION<br />

• The <strong>Cleveland</strong> <strong>Fire</strong> <strong>Department</strong> both instructed and participated in more<br />

than 44,213 hours of training in the year of <strong>2008</strong>.<br />

• The department completed two classes and started the third class of<br />

Rookie School for new firefighters<br />

• Implemented new driver training procedures and completed the first<br />

pump class mandated by that procedure.<br />

• Created a weekly training curriculum<br />

• Created a shared media library for employees to be able to take online<br />

classes<br />

• Implemented an exposure control plan for the department<br />

• Completed our <strong>annual</strong> In‐Service training<br />

• Participated in a bomb awareness class held in New Mexico<br />
