BATAAN-CORREGIDOR<br />
PHILATELIC EXHIBIT<br />
<strong>April</strong> 9 - May 6, <strong>1975</strong><br />
As early as <strong>March</strong> <strong>1975</strong>, plans were already<br />
being undertaken to celebrate the<br />
33rd Anniversary (If tIle Fall of Bat-aan<br />
and Corregidor. A special committee was<br />
created b~' President Ferdinand E. Marcos<br />
to handle the commemoralive activities of<br />
the two separate evenls, one in Dahan<br />
and one in Corregidor with Genentl Romeo<br />
Espino, Chief of Staff of the Armed<br />
Forces, as Chairman.<br />
Bataan, a 3-houl' ride from ManUs, was<br />
one of the last strongholds of the Filipinos<br />
and Americans during WW II. On Thursday<br />
of <strong>April</strong> 9, 1942 the beleagul'ed de~<br />
fenders of Batuan, trapped at l\1t. Samat,<br />
surrendered to the Japanese Imperial Forces,<br />
Many died in this last st!'uggIe for<br />
freedom. President Marcos, then a Lieu~<br />
tenant, moved by the gallant sbnd of his<br />
comrades in arms, made a pledge "Some,<br />
day, [ will comc back and put up a (TOSS<br />
on top of this ~noulltaiJl to honol' my<br />
fal1£'n comrades". Twenty-four yeal's later,<br />
this pledged was fulfilled, as then Lt, :l\Ial'~<br />
cos became the 6th Pre.sident of the Phil-,<br />
ippines.<br />
Thus, atop Mt. Samat, a Memorial Cross<br />
now stands, a structure of reinforced steel<br />
and concrete, rises 555 meters above sea<br />
level. The crOss itself is 92 meters high,<br />
and illside the arms of the cross, is a.<br />
viewing gallery from which, on a clear<br />
day, the outline of Manila amI a rolIhlg<br />
sweep of tlle cuuntryside can be seen. '1'0<br />
get to the foot of the cross, there is a 14<br />
fljght zigzagg'ing foot path carved out of<br />
the mountain, although, for those whose<br />
legs and heart.s can't take it, there is an<br />
tl.l'temate route for vehicles.<br />
Below the memorial cross a colonade<br />
made of marble-capped structure with an<br />
inscribed story on the wall of the "Battle<br />
of Bataan", was built. It also features ll!l<br />
altar, esplanade, and museum of war mementoes.<br />
In this museum, on <strong>April</strong> 10, <strong>1975</strong>, a<br />
twenty f,'ame philatelic exhibition was put<br />
up by the IPPS in cooperation with the<br />
Armed Forees, Fittingly titled "Eataan and<br />
Corregidor 'None But the Brave' <strong>Philatelic</strong><br />
Exhibition", it consisted of stamps, first<br />
day covers, unusual covers, maximum<br />
cards. postal stationeries, etc. , . from the<br />
Japanese Qccupation to the present issues.<br />
The first frame of the exhibit portrays 8<br />
reproduction of the 25th Anniversary com~<br />
memorative stamps on Batann and Corregidor,<br />
(Scott Nos. 9fi6~968, 971-972), a<br />
sketch of the memorial cross and a pictnre<br />
of President Marcos saluting the fallen<br />
DefendClB of Dataan and COlTegidor. What<br />
f01l0\\'5 are 3 frames on the start of the<br />
Great East Asia War which eventunlly led<br />
to the Fall of Bataan flnd COITC'gidor, ;.lS<br />
ghown in the following "1 frames; the<br />

THRIFT SLOGANS OF THE<br />
PHILIPPINES<br />

To one who insists upon deciphering all<br />
the markings on his <strong>Philippine</strong> covers and<br />
postal ,statIOnery, this particular marking<br />
was a real head-scratcher. It appears on<br />
the United Postal Stationery <strong>Society</strong> Catalog<br />
No. BIb 4, red McKinley envelope,<br />
postmarked Bootoe, Mountain Prov:nce,<br />
October 8, 1928. applied neatly by rubber<br />
stamp in red ink. My good frienp and<br />
fellow UPSS'er, Robert L. Griffin, Vo-ho<br />
seems to have endless resources concerning<br />
<strong>Philippine</strong> postal history, advised that this<br />
slogan is in llocano dialect, and translates<br />
idiomatically, .fBe thrifty: avoid foolish<br />
spending."<br />
This is one of about HI different "Thrift<br />
Slogans" used in the <strong>Philippine</strong>s from mid<br />
1927 until late 1928 to promot0 a "National<br />
Thrift Campaign". But, are they postal<br />
markings? Well, they were applied<br />
by postal clerks in post offices in Manila<br />
and in many provincial cities and towns<br />
and the purpose was to urge the people to<br />
deposit savlIlgs with the local postmastf'r<br />
in the Postal Savings Bank. 'I'he U.S. system,<br />
d'scontjnued in the States in 1966,<br />
was the model for the <strong>Philippine</strong> Pastal<br />
Saving~ Bank, which continues in operation<br />
to t} e present day, although a recent<br />
presidential decree provides that the Postal<br />
Savings Bank will be phased out in fhe next<br />
couple of years and absorbed into the<br />
<strong>Philippine</strong> National Bank.<br />
Whether or nnt these "Thrift Slogans"<br />
ere true postal markings (they really<br />
didn't do anything to help the covers on<br />
their swift course through mails) J they<br />
are a little-known, but fac;cinating siderile<br />
for <strong>Philippine</strong> collectors. les a real<br />
challenge to assemble n collection of all<br />
]9 ~logans, t>F-pecially on postal stationery.<br />
D12alers don't seem to pay the slightest 3t-<br />

tention to them, !50 it hasn't been an exercise<br />
in high finance to accumulate a modest<br />
(and incomplete) collection of them.<br />
The majority are in native dialects s.uch<br />
as Tagalog, Bicol, llocano, Negros Pampango<br />
and Visayan with only one being<br />
entirely in English: "DO NOT IMITATE<br />
THE RICH; UVE WITHIN YOUR IN<br />
COME," This one was used in Manila 6n<br />
envelopes such as the UPSS No. 56 postmarked<br />
on October 5, 1928. Two of the<br />
slogans are in both English and Tagalog:<br />
"WATCH FOR NATIONAL THRIFT<br />
CAMPAIGN - ABANGA ' Al'lG MASIG<br />
LANG PAGSISIKAP SA PAGTlTIPID."<br />
and "SPEND YOUR MONEY WISELY <br />
ISIPING MABUTI ANG PAGGUGU<br />
GOL NG SALAPI.!' These, at least are<br />
capable of instant translation, but eyen<br />
Bob Griffin has trouble (it took two months<br />
to find someone who could handle the difficult<br />
Pampango dialect) with One which<br />
has the quaint message, freely translated,<br />
"BEWARE OF ORGANIZERS OF BIG<br />
EXPENSIVE GROUP PARTIES." It<br />
sounds like it was possible to drop a bundle<br />
on a big bash even then, as now.<br />
The only known references to these slogans<br />
in the <strong>Philatelic</strong> literature appears in<br />
two article,s written by Pablo M. ESpcridion<br />
for the <strong>Philippine</strong> Journal of Phila·<br />
tely. The first. article appeared in the N,Jvember~Decembel'<br />
1950 issue and the second.<br />
and more comprehensive study, in the<br />
September-October, 1955 issue. He listt!d<br />
a total of 18 different "Thrift Slogan'3;"<br />
the only known unlisted is the slogan as<br />
mentioned in paragraph one of this article.<br />
It is appropriate that Esperidion is "he<br />
only known cataloguer of these interestiug<br />
markings. for it was he who inspired a<br />
revival of the "Thrift Slogans" during the<br />
Japanese Occupation of the <strong>Philippine</strong>s.<br />
Don Pablo wrote an open letter to the<br />
"Public Pul~e:' the lctters-to-the-editor<br />
column of the Manila Tribune. which was<br />
printed in the June 23, 1943 edition. suggesting'<br />

slogans" be used by the Bureau of Communications.<br />
Sure enough, a serie! of<br />
three such slogans appeared on cOvers<br />
posted in the Manila Post Office starting<br />
on August 5, 1943, and continuing in use<br />
for about seven months. These 1943 markings<br />
were rubber-stamped in purple or<br />
black ink and, like the slogans of fifteen<br />
years earlier, were placed on the regular<br />
commercial, private, and official mail which<br />
passed through the Manila Post Office. Unlike<br />
the earlier slogans, however. these later<br />
markings are most frequently Seen on<br />
philatelic and "favor" covers, such as the<br />
UPSS No. 822 postal card. This one is a<br />
bit unusual in that it shows all three slogans<br />
on one "cover."<br />
One can guess what the Japanese Military<br />
Administration advisers had in mind<br />
when they put their seal of approval<br />
un these IlThrift Slogans." They probably<br />
kicked the idea around with the boys from<br />
the Propaganda Corps, and all 2greed that,<br />
after all thrift is a universal virtue; it's<br />
non-contl'ov~rsial, non~po1itical and certainly<br />
neither pro-American or anti-Japanege,<br />
ri~ht? Wrong! The motdve which Don<br />
Pholo and his fellow conspirators had In<br />
mind was not nearly as innocent as it ap~<br />
peal'ed. At a time when all vestiges of<br />
the previous American adrninisration were<br />
systematically being eliminated by the .T \<br />
panese, the "Thrift Slogans" were all writ~<br />
ten in English. In fact, one of th~m<br />
(" Thrift takes you up the ladder. waste<br />
brings you down") is from the writings of<br />
none other than Benjamin Franklin. Were<br />
these Japanese aware of this sneaky bus;<br />
ness? Not on your watermark detector.<br />
they weren't ;otherwise, Esperidion and his<br />
friends would have been tossed into Ft.<br />
Santiago pri!:on and most probably never<br />
heard from again.<br />
In spite of the very real risk of severe<br />
punishment for such seditious (fl'om the<br />
Japanese vil?wpoint) activities, Pablo M.<br />
peridion was foremost in the "philatelic<br />
guerilla!';" of those difficult days. Under<br />
the very no~e of the Japanese '·adviser::;'· ill<br />
the Manila Post Office, these '·philc.lteiic<br />

CORRECTIONS<br />
In Vol. 1 No. 1 dated Jan.-Feb. <strong>1975</strong>, we<br />
have the following corrections:<br />
1) On page 4, Article on "Meter Postage<br />

of Corregidor, Feb. 16, 1945, was used; and<br />
one frame on the Unconditional Surrender<br />
of Japan, using covers and maxil1}um<br />
cards; the Victory stamps issued for the<br />
re-opening of the Manila Post Office were<br />
also featured in one frame. Two frames<br />
were used on the Famous Filipino Aviation<br />
Heroes, namely Gozar and Basa (Scott ::<br />
C'78-C81) and Villamor (Scott " 1186<br />
1187); a frame was devoted on the Defender<br />
and the Liberator - Gen. Douglae<br />
MacArthur, ieaturing stamps issued in his<br />
honor (Scott =:'5]9-521); the last frame dramatically<br />
portrays the Independence stamps<br />
and First Day Covers issued on July 4,<br />
1946 (Scott "500-502), the day the Americans<br />
granted us our Independence.<br />
People from all walks of life viewed the<br />
exhibit: the veterans, their wives. relatives.<br />
sons and daughters, their grandchildren;<br />
members of the <strong>Philippine</strong> Military, government<br />
officials nnd their g'uests, Filipinos<br />
and Americans, - all congregated in one<br />
place to pray, and to recall - as "our mission<br />
is to Remember".<br />
The same exhibit \vas on display at Manila<br />
Grandstand in Rizal Park on <strong>April</strong> 9,<br />
the Bataan Day itself. And at 4-:00 A.M.<br />
the following day, <strong>April</strong> 10, it was shipped<br />
to Dutaan in time for the celebration that<br />
day. Earlier, plans called for <strong>April</strong> 9 as<br />
the big celebration day in Batann, as in<br />
previous years. An exception was made<br />
this year cJue to the arrival in the afternoon<br />
of <strong>April</strong> 9 of President Nicolac Ceausescu<br />
and the First Lady of Romania.<br />
They were the guests of honor at the rit.es<br />
held in Bataan. together with US Ambassador<br />
William H. Sullivan and his wife. on<br />
<strong>April</strong> 10.<br />
A ~pecial canceller was used on mails<br />
posted on <strong>April</strong> 9, L975 at Limay, Bataan<br />
(one of the battlegrounds) with the following<br />
slogan:<br />

One thousand cacheted covers were made<br />

for this particular cancellation, using Eataan<br />

On <strong>April</strong> 26, the l!arne exhibit was<br />
transferred back to Manila and was put<br />
on display for three days at the Col. Andres<br />
Soriano Memorial Hall of the Defen·<br />
ders of Bataan and Corregidor Associa·<br />
tion's annual convention. Located at Fort<br />
Bonifacio, the affair was at.tended by almost<br />
all Filipinos and American Veterans,<br />
and their immediate relatives.<br />

1974 - THE LAST OF THE ANTI TB SEMI POSTAL STAMPS<br />
From 1958 to 1974, the Bureau of P03tS have been issuing Anti TB Semi Postal<br />
Stamps pursuant to Republic Act No. 1635, making it obligatory to use Anti TB stamps<br />
from August 19 to September 30 of every year,<br />
On August 14, J.g74, a Presidential Decree was issued by Prooident Ferdinand. E.<br />
Marcos repeating Act No. 1635; however, by the time this was issued, the 1974 Anti TB<br />
stamps were already printed and ready for sale on August 19. But, the uSe of the 1974<br />
Anti TB stamps were not compulsory. Reproduced here is the Presidential Decree No. 540.<br />
dated August 14, 1974:<br />

"REPEALING REPUBLIC ACT NO. 1635 ENTITLED "AN ACTTO REQUIRE<br />
THE PRINTING AND ISSUE OF SEMI POSTAL STAMPS IN ORDER TO<br />
RAISE FUNDS FOR THE PHILIP PINE TUBERCULOSIS SOCIETY".<br />
"WHEREAS, Republic Act No. 1635. which authorized the use of semi-postal<br />
!Stamps for the support of the Philippi ne Tuberculosis <strong>Society</strong> has spawned problems<br />
of mail jam immediately before August 19 and after September 30 ea

In view of this decree, the Postmaster General, Gen. Felizardo R. Tanabe, issued<br />
Circular No. 22, dated <strong>April</strong> 8, <strong>1975</strong>. advising all Postmasters who are in possession of<br />
Anti TB stamps in the fonowing denomination: 5 + 55, 10 + 58,15 -1- 53,20 -1~ 55;40<br />
-1- Ss, 60 + 5s and 70 + 58, may sell them to the mailing public with the whole value<br />
usable for postage; while the other off rated denominations such as P1.I0 + 5s, 1 + 55,3<br />
-r 58, etc.... may be used in post offices with postage rnetered machine for combination<br />
ourposes. The full value of the sales of these Anti TB stamps are to be entered in the<br />
record of collection under the column Postage Stamp Sales.<br />

exhibit this year with the emphasis to be gi yen on the Pan Am's First China Clipper<br />
Flight to the Pacific in 1935. The exhibit will feature different flights that followed in<br />
result. of the pioneering effol'ts of the Pan Am Airways. The exhibit is slated sometime<br />
in NO"'-'~mber to coincide with the i~suance 01 the Pan Am stamps by the Phil. Bureau of<br />
Posts, in celebt'ation of the 40th Anniversary of tho First China Clipper Flight to Manra.<br />
First Day Covers will most likely be prepared by IPPS fot' this occasion. Advance materials<br />
And information have already been recei ved by us from Pan Am New York and coordination<br />
is being made with the local Pan Am officl'" ~rori the Bureau of Posts. Members who<br />
desire to exhibit may contact our Chairman, Frank R. Stanfield, only items which in someways<br />

FILIPINIANA PHILATELIC EXHIBITION - Every year, the Rustan Department<br />
Storl'!<br />
at Makati Commercial Center, the co untry's leading department store, features n<br />
Filipimana celebration during the month of May, wherein <strong>Philippine</strong> products of all kinds<br />
are on display; they also feature demonstrations, such as embroidery doll making, woodcarving,<br />
etc.... This year we are lucky to participate with Jl <strong>Philippine</strong> <strong>Philatelic</strong> exhibit.<br />
Twenty frame-s are being prepared by us to feature different tourist spots, all our<br />
topical i~ues, such as butterflies, birds, fishes, fQ!!: dance.s, fruits, costumes, etc... .'.<br />
RUSt2r.. Makati, catering to the upper class trade and the visiting tourists, will sureiy<br />
help promote our country when they gave us this opportunity to hold a stamp exhibition.<br />
1976 ANNUAL SPENDERS STAMP EXHIBITION - Plans are already being laid down<br />
for the 1976 Annual Spenders Stamp Exhibition, whil"h the IPPS is also co-sponsoring. Already<br />
on it's third year, this annual exhibit is no rlollbt. the country's most prestigious <strong>Philatelic</strong><br />
exhibition considering the wide publicity it gets from the local press as well as for~<br />
ehtn d.amp publications. The 1976 exhibit will ag'ain cover the different periods of our postal<br />
hil'Otroy. 'Vith Tourism Through Philately ~s it's theme. the Beauty and culture of the<br />
<strong>Philippine</strong>s will be emphasized. As February also I'PI!'brates Heart Month, and as it is the<br />
anniversary of the establishment of the <strong>Philippine</strong> Heart Center for Asia, a comb:ned hospital<br />
a~(1 re~enrch center (a project of Our First Lady, Mrs. IIT'..elda R. Marcos), a special<br />
feature of the show will be "Medicine on <strong>Philippine</strong> Stamps". IPPS members who wish<br />
