Clay County Aerospace/Aviation & Defense Company Prospect
Identification
I. Introduction & Process for Company Prospect Selection
The heavy concentration of military facilities and assets, including a highly-skilled retired military
workforce, in Clay County and the surrounding Jacksonville region uniquely positions the county for
activities in the Aerospace/Aviation & Defense industry. The long history of military presence in the
region is one of the county’s defining features and has a significant impact on the local and regional
economy. Clay County is the site of Camp Blanding Joint Training Center, while Naval Air Station
Jacksonville (NAS JAX), Naval Station Mayport, and Blount Island Command are located in nearby Duval
County. In addition, there are a number of former military installations that have now become
development sites for private industry, and because of their origins contain assets (e.g., runways and
hangar space) well-suited to Aerospace/Aviation & Defense-related businesses. Perhaps the most
significant economic legacy of this military presence is the concentration of highly skilled retired and
former military personnel (often in their 40s/50s or even younger) who reside in Clay County and the
surrounding region. These ex-military workers, often with skills, experience, and knowledge relevant to
the Aerospace/Aviation & Defense industry, have been a valuable source of talent for the sector, and in
some cases the entrepreneurial force behind new enterprises.
Clay County is already home to a number of Aerospace/Aviation & Defense-related firms, and possesses
assets favorable toward growing its presence within the industry – yet expansion in this industry may
also be challenging. The Aerospace/Aviation & Defense sector is dominated by a handful of large players,
and these players are competing for a finite defense budget, while government is demanding increased
efficiency. The benefit of geographic proximity to military installations may be limited (in terms of
winning contracts) – in fact a number of local Aerospace/Aviation & Defense businesses do not have
direct ties with nearby military operations. In order to grow the Aerospace/Aviation & Defense sector,
Clay County must strategically leverage its existing infrastructure and workforce strengths.
In addition to its assets for Aerospace/Aviation & Defense, Clay County also offers many competitive
advantages for cultivating the Advanced Manufacturing cluster. It is geographically positioned near
major transportation infrastructure (e.g., Jacksonville Port, two airports, three rail lines), offers the cost
advantage of being on a “back-haul” shipping route, and has good potential to develop combined
manufacturing and distribution/logistics operations. The abundance and high skill level of Clay County’s
workforce can supply manufacturers with the skilled, motivated, and trainable workers needed in the
industry today. As an additional incentive for manufacturers, Clay County can offer lower business costs
than many of its competitors in larger metropolitan areas around the southeastern United States.
In spite of these advantages, Clay County’s existing Advanced Manufacturing industry remains small and
fragmented, without dominant sectors or areas of expertise. It is represented by mostly small firms (13
employees per firm on average) during a time when the industry is moving increasingly toward
consolidation, and it lacks a strong industry association to coordinate and represent the area’s
SRI International 1
Clay County Company Prospects: Aerospace/Aviation & Defense
manufacturing firms. Furthermore, the southeastern United States is a very competitive region in terms
of investment attraction and industry development, and many other regions that share similar
advantages to Clay County are also vying to grow their Advanced Manufacturing clusters.
Given the assets and advantages outlined above, Clay County has opportunities for attracting a wide
range of Aerospace/Aviation & Defense companies on both the services and manufacturing sides of the
industry. SRI’s approach for identifying high-opportunity prospect companies for Clay County in this
industry involves several stages of analysis:
1. Identification of High-Opportunity Niches/Segments: Aerospace/Aviation & Defense is a large
and broad industry. To make the company selection process more strategic and targeted, SRI
has further refined the industry focus by honing in on a set of specific niches and segments
within Aerospace/Aviation & Defense that seem to have the best prospects for Clay County
given regional assets. See Section II below.
2. Identification of Company Prospect Selection Criteria: SRI has identified a series of inter-related
criteria upon which company prospects in the target niches/segments will be selected. See
Section III below.
3. Identification of Company Prospects: SRI has identified 45 targeted company prospects for Clay
County in the Aerospace/Aviation & Defense industry by gathering information from Hoover’s
Database and other online resources the provide information about companies in the selected
niches/segments. See Section IV below.
The company prospects are identified by SRI are, of course, not the only prospects for Clay County’s
efforts at marketing and investment attraction. They are merely intended to serve initial targets for Clay
County’s external marketing efforts for attracting company expansions or relocations into the county,
focusing strategically on one target cluster. The company prospect list may be used for marketing efforts
such as marketing missions, trade shows, networking, and other investment attraction activities.
Identification of High-Opportunity Niches/Segments
SRI’s in-depth research into existing regional assets and activities in Aerospace/Aviation & Defense
points to a number of key niches/segments that appear to offer the best strategic “fit” and
opportunities, based on what Clay County and the broader Northeast Florida region have to offer.
Identification of high-opportunity niches/segments in Aerospace/Aviation & Defense was based on the
following information-gathering exercises:
Local insights: SRI conducted personal interviews/conversations with Clay County and regional
industry stakeholders about regional assets/advantages and potential niches (conducted by SRI
in March 2011).
Existing company concentrations: SRI reviewed the types of Aerospace/Aviation & Defense
companies currently operating in Clay County and the broader Northeast Florida region in order
to understand the niches/segments that are currently strong and the types of companies that
have been attracted to the region in the past.
o Clay County company analysis was based on databases provided by the Clay County
Chamber and supplemented with additional research by SRI.
o Regional company analysis focused on the 7-county Northeast Florida region (Bradford,
Clay, Duval, Flagler, Nassau, Putnam, St. Johns Counties) and was based on SRI analysis
of company listings from Hoover’s Database.
Federal contracting activities: SRI reviewed Federal contracting activities in three Congressional
Districts in the Northeast Florida region (3 rd , 4 th , and 6 th districts, using the 2002-2011 district
definitions), from FY2004-2011 (using the FedSpending.org Federal Contract Spending
database), including companies awarded contracts and products/services contracted for, and
changes over time – in order to hone in on the types of defense/government contracting most
prevalent in the region. Although Federal contracts are awarded to companies anywhere in the
country (and are not usually directed toward regional companies), this analysis provides some
additional information about the activities prevalent at the region’s defense/military
installations that could potentially be of interest to companies considering the region for
investment/relocation.
Based upon the above research, SRI has identified the following three high-opportunity niches/segments
for Clay County:
SRI International 3
Clay County Company Prospects: Aerospace/Aviation & Defense
Maintenance, Repair, & Overhaul (MRO)
MRO includes a wide spectrum of support services and activities related to the aerospace industry, such
as maintenance and repair, the overhaul of aircraft and aircraft parts, inspection and testing, the sale of
parts and supplies, and activities such as the ferrying of aircraft between gates and runways. 1
MRO is quite possibly the largest segment within the Northeast Florida region’s Aerospace/Aviation &
Defense industry, the largest player being the Fleet Readiness Center Southeast (FRCSE) at NAS Jax.
FRCSE is the largest tenant command at NAS Jax (with several additional offsite locations) and is
apparently the largest industrial employer in the region, with 1,000 military personnel, 1,000
contractors, and 3,000 civilian employees. 2 This in turn supports a huge range of supplier and related
activities in the region, as well as highly trained technical workforce adept at MRO-related activities and
services. In addition to workforce advantages, the region has infrastructure assets conducive for MRO
activities, including a number of industrial/development sites with airstrips – most notably Cecil
Commerce Center/Cecil Airport in Duval County (the largest industrial airport in the southeast, and
home to a range of military and civilian MRO activities), in addition to Reynolds Industrial Park and
Keystone Airpark in Clay County (both of which have runways, but are much smaller, less developed,
and more remotely located).
Based on analysis of Hoover’s database and other sources, SRI has counted at least 45-50 companies in
Northeast Florida that provide MRO services. These companies serve a variety of markets, including
Federal/defense clients, major airlines, and private/small aviation clients. Major private players in the
region include Northrup Grumman Field Support Services (in St. Augustine), FlightStar Aircraft Services,
and Boeing (both at Cecil Airport). Most of the remaining companies in the region tend to be very small
(fewer than 5-10 employees) and provide various services for private/commercial clients. Clay County
itself is home to at least three firms doing MRO-related activities: American Valley Aviation (~60
employees), Pegasus Technologies (~50-100 employees), and Wind Dancer (~1-4 employees).
According to SRI analysis of Federal spending data, there was at least $460 million in Federal contract
spending on Aviation/Aerospace MRO in and around Jacksonville and Clay County from 2004-2011.
Around 85% of this spending was on MRO related to aircraft/airframe structural components, aircraft
components/accessories, and related aircraft maintenance and repair specialized equipment.
Regional stakeholders have indicated that attracting large-scale MRO operations to Clay County would
be difficult since the available sites in Clay are small, underdeveloped, and less well connected
compared to facilities such as Cecil (which has much larger runways and more built industrial space).
Therefore, good prospects for Clay County in the MRO segment would include the following:
Smaller-scale MRO activity: The shorter runways at Reynolds and Keystone may be ideal for
MRO for small/private/business jets (rather than commercial jet or military-related MRO).
1 For more details about national and industry trends and growth rates in the MRO segment, see the SRI report Market Trends
Analysis for Clay County’s Target Clusters, released May 2011.
SRI International 4
Clay County Company Prospects: Aerospace/Aviation & Defense
Support activities for MRO: Clay has the workforce and sites needed for companies that are
seeking to supply or tap into proximity to the region’s larger-scale MRO activities (at Cecil and at
NAS Jax) but do not need long runways. These types of companies might include:
o Kitting and assembly services. 3
o Aircraft parts (manufacturing/reverse engineering).
o Other supporting activities/services for base facilities/operations, maintenance,
warehousing, distribution, etc.
Aerospace/Aviation & Defense Manufacturing:
As discussed previously, Clay County has some solid assets for attracting manufacturing operations, and
the overlapping assets/advantages for aerospace/defense make a focus on aerospace/aviation &
defense-related manufacturing a good opportunity to pursue. This segment could help Clay County
focus its small and fragmented manufacturing industry by building a more defined area of expertise in
manufacturing and by leveraging key competitive assets that support both A&D and manufacturing
activities. This segment may also offer an opportunity to attract more R&D-intensive activities to the
area.
A&D-related manufacturing includes a wide variety of activities related to the development, production,
assembly, and testing of aircrafts, guided missiles, and space vehicles – including their materials; parts
and engines; and measuring, testing, and navigational instruments. These activities are expected to
generate combined revenue of over $270 billion in the United States in 2011, and to grow at an average
annual rate of 2.4% between 2011 and 2016. 4
Based on analysis of Hoover’s database and other sources, there are at least 20-25 companies in the
Northeast Florida region that manufacture aircraft, engines, and parts, and another 12+ companies that
manufacture measuring/controlling instruments and other A&D-related products. Major companies in
the region include Unison Industries (gas turbine engine ignition systems, speed sensors, and other
electronic components), Carlisle Interconnect Technologies (headquarters and high-tech wire mfg.),
Goodrich (engineered polymer products), Kaman Aerospace (aerostructures), Lockheed Martin
(aeronautics), and Parker Hannifin/Stratoflex (aerospace hose and tube mfg.), while the remaining
companies in this segment are significantly smaller (ranging from 5-25 employees, with a wide variety of
products/activities). Firearms/ammunitions-related manufacturing is an additional small niche in the
region, with around 8 or so very small companies. Clay County specifically is home to around 4 A&Drelated
manufacturing companies: Aero-Hose (~11 employees, hose assemblies and related products
for aerospace/aviation), TCC Aviation (~4 employees, aircraft equipment parts/supplies), Raytheon (size
and activities at this location unknown), and Tactical Arms Manufacturer (
Clay County Company Prospects: Aerospace/Aviation & Defense
– and some of the companies mentioned above under MRO may also do some manufacturing-related
activities.
According to SRI analysis of Federal spending data, Federal contract spending in and around Jacksonville
and Clay County on Aerospace/Aviation & Defense-related manufactured products, components, and
parts represented about $4.5 billion in spending from 2004-2011. This includes around $2.5 billion on
guided missiles/launchers; around $985 million on aircraft/parts/components; around $711 million on
measuring/testing/navigational/communications instruments/devices/components; and around $275
million on weaponry/ammunition.
Based on regional assets and existing niches/segments, a wide variety of A&D-related manufacturing
activities could potentially make sense in Clay County. Two broad focus areas for selecting company
prospects include the following (note that some companies in these segments may overlap with MROsupport
activities described above):
Aircraft, engine, & parts manufacturing
Measuring, testing, & navigational instrument manufacturing
Engineering, Training, Systems, and Other Technical Support Activities
A third A&D niche in the Northeast Florida region includes a wide variety of engineering, training,
systems design, IT, and technical support activities for Federal/aerospace/defense clients. This segment
is more amorphous and difficult to classify (and it is also difficult or impossible to identify firms in this
segment using standardized NAICS-based data, because they are often categorized under more
“generic” codes such as “contractors” or “engineering services”). Based on analysis of Hoover’s database
and other sources, SRI has counted 10-15 companies in Northeast Florida providing these kinds of
services. Some of the leading companies in the region include: LSI Inc. (aviation/aerospace training and
technical support), CDI Government Services (aviation engineering, logistics, and technical support), and
Mil Con (military/government construction and electrical contractor).
Clay County itself has at least 6-7 companies in this niche. Most are small/local branches of
large/multinational companies, such as: Stanley Associates (~5-9 employees, services for NAVAIR Central
Kitting at this location), Wyle Laboratories (~80 employees, aeronautical testing and sustainment), Man
Tech International (~1-4 employees, technology/IT solutions for government), Mil Con (size at this
location unknown, military construction/contractor), and L-3 Communications (size and activities at this
location unknown).
According to SRI analysis of Federal spending data, there was approximately $1.8 billion in Federal
contract spending on Aviation/Aerospace/Defense-related services in and around Jacksonville and Clay
County from 2004-2011. This includes around $647 million of contract spending on R&D-related
activities, as well as around $1.1 billion of spending on a wide variety of engineering, IT, training,
inspection, and other supporting services for Aviation/Aerospace/Defense.
SRI International 6
Clay County Company Prospects: Aerospace/Aviation & Defense
According to local stakeholders, many of these firms/branches in Clay County (and throughout the
region) initially set up a location in the area because of a specific contract or relationship with regional
military installations, but their business is not necessarily only regionally focused. Firms such as Wyle
Labs and LSI now value their location in Clay County or Northeast Florida because of the workforce
assets and relatively low costs of doing business (and do not even necessarily do direct business with the
local military facilities, although their core business is defense contracting). These same assets could be
capitalized on to attract other firms of this nature. Some specific areas of focus would include:
Systems/sustainment engineering and testing
Training services for aerospace/defense/government
IT/technology solutions for aerospace/defense/government
Clay County Company Prospects: Aerospace/Aviation & Defense
III.
Identification of Company Prospect Selection Criteria
The SRI team selected company prospects based on a series of inter-related criteria. These include the
following:
1. Target Sector Focus and Linkages with Regional Capabilities – SRI focused on identifying firms with
a significant business interest in the three Aerospace/Aviation & Defense segments described above:
MRO, A&D-Related Manufacturing, and Engineering/Training/Systems/Technical Support Activities.
To the extent possible, SRI also attempted to identify firms that are operating in key niches/subsegments
that have linkages with existing Aerospace/Aviation & Defense-related assets in the
Northeast Florida region and/or Clay County (e.g., in fields/technologies that are related to
significant activities/assets at the region’s military bases or are related to existing company
strengths in the region). For example, within the MRO segment, SRI focused on identifying firms that
conduct small-scale/private jet MRO and are suppliers to MRO (rather than large corporate jet
MRO), as these activities are a better fit with Clay County’s assets and capabilities.
2. Firm Size – SRI focused primarily on mid-to-large-sized companies (usually with at least 200-250+
employees), as well as large, diversified, global corporations with divisions that focus on one or
more of the segments identified above – as these firms are more likely to have the corporate and
financial capabilities to consider an expansion or relocation to a place such as Clay County. In
addition, to the extent possible SRI also considered potential for expansion (based on current
location(s) or growth trends) – although such information tends to be limited except for larger,
publicly-held firms.
3. Firm Locations – SRI considered the location(s) of existing operations for the company prospects,
and we generally focused on identifying firms that do not currently have a significant presence in
Florida or neighboring regions – as these firms may be more likely to consider expansion/relocation
to an area such as Clay County in order to establish an East Coast/Southeastern U.S. presence.
4. SRI Industry Insight – As an additional criterion, SRI drew upon our team’s several decades of
experience in analyzing the Aerospace/Aviation & Defense and Advanced Manufacturing industries,
providing us with insights into which firms may be more likely to consider expanding into a region
such as Clay County.
