Identification<br />

I. Introduction & Process for <strong>Company</strong> <strong>Prospect</strong> Selection<br />

The heavy concentration of military facilities and assets, including a highly-skilled retired military<br />

workforce, in <strong>Clay</strong> <strong>County</strong> and the surrounding Jacksonville region uniquely positions the county for<br />

activities in the <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong> industry. The long history of military presence in the<br />

region is one of the county’s defining features and has a significant impact on the local and regional<br />

economy. <strong>Clay</strong> <strong>County</strong> is the site of Camp Blanding Joint Training Center, while Naval Air Station<br />

Jacksonville (NAS JAX), Naval Station Mayport, and Blount Island Command are located in nearby Duval<br />

<strong>County</strong>. In addition, there are a number of former military installations that have now become<br />

development sites for private industry, and because of their origins contain assets (e.g., runways and<br />

hangar space) well-suited to <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong>-related businesses. Perhaps the most<br />

significant economic legacy of this military presence is the concentration of highly skilled retired and<br />

former military personnel (often in their 40s/50s or even younger) who reside in <strong>Clay</strong> <strong>County</strong> and the<br />

surrounding region. These ex-military workers, often with skills, experience, and knowledge relevant to<br />

the <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong> industry, have been a valuable source of talent for the sector, and in<br />

some cases the entrepreneurial force behind new enterprises.<br />

<strong>Clay</strong> <strong>County</strong> is already home to a number of <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong>-related firms, and possesses<br />

assets favorable toward growing its presence within the industry – yet expansion in this industry may<br />

also be challenging. The <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong> sector is dominated by a handful of large players,<br />

and these players are competing for a finite defense budget, while government is demanding increased<br />

efficiency. The benefit of geographic proximity to military installations may be limited (in terms of<br />

winning contracts) – in fact a number of local <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong> businesses do not have<br />

direct ties with nearby military operations. In order to grow the <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong> sector,<br />

<strong>Clay</strong> <strong>County</strong> must strategically leverage its existing infrastructure and workforce strengths.<br />

In addition to its assets for <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong>, <strong>Clay</strong> <strong>County</strong> also offers many competitive<br />

advantages for cultivating the Advanced Manufacturing cluster. It is geographically positioned near<br />

major transportation infrastructure (e.g., Jacksonville Port, two airports, three rail lines), offers the cost<br />

advantage of being on a “back-haul” shipping route, and has good potential to develop combined<br />

manufacturing and distribution/logistics operations. The abundance and high skill level of <strong>Clay</strong> <strong>County</strong>’s<br />

workforce can supply manufacturers with the skilled, motivated, and trainable workers needed in the<br />

industry today. As an additional incentive for manufacturers, <strong>Clay</strong> <strong>County</strong> can offer lower business costs<br />

than many of its competitors in larger metropolitan areas around the southeastern United States.<br />

In spite of these advantages, <strong>Clay</strong> <strong>County</strong>’s existing Advanced Manufacturing industry remains small and<br />

fragmented, without dominant sectors or areas of expertise. It is represented by mostly small firms (13<br />

employees per firm on average) during a time when the industry is moving increasingly toward<br />

consolidation, and it lacks a strong industry association to coordinate and represent the area’s<br />

manufacturing firms. Furthermore, the southeastern United States is a very competitive region in terms<br />

of investment attraction and industry development, and many other regions that share similar<br />

advantages to <strong>Clay</strong> <strong>County</strong> are also vying to grow their Advanced Manufacturing clusters.<br />

Given the assets and advantages outlined above, <strong>Clay</strong> <strong>County</strong> has opportunities for attracting a wide<br />

range of <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong> companies on both the services and manufacturing sides of the<br />

industry. SRI’s approach for identifying high-opportunity prospect companies for <strong>Clay</strong> <strong>County</strong> in this<br />

industry involves several stages of analysis:<br />

1. Identification of High-Opportunity Niches/Segments: <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong> is a large<br />

and broad industry. To make the company selection process more strategic and targeted, SRI<br />

has further refined the industry focus by honing in on a set of specific niches and segments<br />

within <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong> that seem to have the best prospects for <strong>Clay</strong> <strong>County</strong><br />

given regional assets. See Section II below.<br />

2. Identification of <strong>Company</strong> <strong>Prospect</strong> Selection Criteria: SRI has identified a series of inter-related<br />

criteria upon which company prospects in the target niches/segments will be selected. See<br />

Section III below.<br />

3. Identification of <strong>Company</strong> <strong>Prospect</strong>s: SRI has identified 45 targeted company prospects for <strong>Clay</strong><br />

<strong>County</strong> in the <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong> industry by gathering information from Hoover’s<br />

Database and other online resources the provide information about companies in the selected<br />

niches/segments. See Section IV below.<br />

The company prospects are identified by SRI are, of course, not the only prospects for <strong>Clay</strong> <strong>County</strong>’s<br />

efforts at marketing and investment attraction. They are merely intended to serve initial targets for <strong>Clay</strong><br />

<strong>County</strong>’s external marketing efforts for attracting company expansions or relocations into the county,<br />

focusing strategically on one target cluster. The company prospect list may be used for marketing efforts<br />

such as marketing missions, trade shows, networking, and other investment attraction activities.<br />

II.<br />

Identification of High-Opportunity Niches/Segments<br />

SRI’s in-depth research into existing regional assets and activities in <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong><br />

points to a number of key niches/segments that appear to offer the best strategic “fit” and<br />

opportunities, based on what <strong>Clay</strong> <strong>County</strong> and the broader Northeast Florida region have to offer.<br />

Identification of high-opportunity niches/segments in <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong> was based on the<br />

following information-gathering exercises:<br />

Local insights: SRI conducted personal interviews/conversations with <strong>Clay</strong> <strong>County</strong> and regional<br />

industry stakeholders about regional assets/advantages and potential niches (conducted by SRI<br />

in March 2011).<br />

Existing company concentrations: SRI reviewed the types of <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong><br />

companies currently operating in <strong>Clay</strong> <strong>County</strong> and the broader Northeast Florida region in order<br />

to understand the niches/segments that are currently strong and the types of companies that<br />

have been attracted to the region in the past.<br />

o <strong>Clay</strong> <strong>County</strong> company analysis was based on databases provided by the <strong>Clay</strong> <strong>County</strong><br />

Chamber and supplemented with additional research by SRI.<br />

o Regional company analysis focused on the 7-county Northeast Florida region (Bradford,<br />

<strong>Clay</strong>, Duval, Flagler, Nassau, Putnam, St. Johns Counties) and was based on SRI analysis<br />

of company listings from Hoover’s Database.<br />

Federal contracting activities: SRI reviewed Federal contracting activities in three Congressional<br />

Districts in the Northeast Florida region (3 rd , 4 th , and 6 th districts, using the 2002-2011 district<br />

definitions), from FY2004-2011 (using the FedSpending.org Federal Contract Spending<br />

database), including companies awarded contracts and products/services contracted for, and<br />

changes over time – in order to hone in on the types of defense/government contracting most<br />

prevalent in the region. Although Federal contracts are awarded to companies anywhere in the<br />

country (and are not usually directed toward regional companies), this analysis provides some<br />

additional information about the activities prevalent at the region’s defense/military<br />

installations that could potentially be of interest to companies considering the region for<br />

investment/relocation.<br />

Based upon the above research, SRI has identified the following three high-opportunity niches/segments<br />

for <strong>Clay</strong> <strong>County</strong>:<br />

<strong>Clay</strong> <strong>County</strong> <strong>Company</strong> <strong>Prospect</strong>s: <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong><br />

Maintenance, Repair, & Overhaul (MRO)<br />

MRO includes a wide spectrum of support services and activities related to the aerospace industry, such<br />

as maintenance and repair, the overhaul of aircraft and aircraft parts, inspection and testing, the sale of<br />

parts and supplies, and activities such as the ferrying of aircraft between gates and runways. 1<br />

MRO is quite possibly the largest segment within the Northeast Florida region’s <strong>Aerospace</strong>/<strong>Aviation</strong> &<br />

<strong>Defense</strong> industry, the largest player being the Fleet Readiness Center Southeast (FRCSE) at NAS Jax.<br />

FRCSE is the largest tenant command at NAS Jax (with several additional offsite locations) and is<br />

apparently the largest industrial employer in the region, with 1,000 military personnel, 1,000<br />

contractors, and 3,000 civilian employees. 2 This in turn supports a huge range of supplier and related<br />

activities in the region, as well as highly trained technical workforce adept at MRO-related activities and<br />

services. In addition to workforce advantages, the region has infrastructure assets conducive for MRO<br />

activities, including a number of industrial/development sites with airstrips – most notably Cecil<br />

Commerce Center/Cecil Airport in Duval <strong>County</strong> (the largest industrial airport in the southeast, and<br />

home to a range of military and civilian MRO activities), in addition to Reynolds Industrial Park and<br />

Keystone Airpark in <strong>Clay</strong> <strong>County</strong> (both of which have runways, but are much smaller, less developed,<br />

and more remotely located).<br />

Based on analysis of Hoover’s database and other sources, SRI has counted at least 45-50 companies in<br />

Northeast Florida that provide MRO services. These companies serve a variety of markets, including<br />

Federal/defense clients, major airlines, and private/small aviation clients. Major private players in the<br />

region include Northrup Grumman Field Support Services (in St. Augustine), FlightStar Aircraft Services,<br />

and Boeing (both at Cecil Airport). Most of the remaining companies in the region tend to be very small<br />

(fewer than 5-10 employees) and provide various services for private/commercial clients. <strong>Clay</strong> <strong>County</strong><br />

itself is home to at least three firms doing MRO-related activities: American Valley <strong>Aviation</strong> (~60<br />

employees), Pegasus Technologies (~50-100 employees), and Wind Dancer (~1-4 employees).<br />

According to SRI analysis of Federal spending data, there was at least $460 million in Federal contract<br />

spending on <strong>Aviation</strong>/<strong>Aerospace</strong> MRO in and around Jacksonville and <strong>Clay</strong> <strong>County</strong> from 2004-2011.<br />

Around 85% of this spending was on MRO related to aircraft/airframe structural components, aircraft<br />

components/accessories, and related aircraft maintenance and repair specialized equipment.<br />

Regional stakeholders have indicated that attracting large-scale MRO operations to <strong>Clay</strong> <strong>County</strong> would<br />

be difficult since the available sites in <strong>Clay</strong> are small, underdeveloped, and less well connected<br />

compared to facilities such as Cecil (which has much larger runways and more built industrial space).<br />

Therefore, good prospects for <strong>Clay</strong> <strong>County</strong> in the MRO segment would include the following:<br />

Smaller-scale MRO activity: The shorter runways at Reynolds and Keystone may be ideal for<br />

MRO for small/private/business jets (rather than commercial jet or military-related MRO).<br />

Support activities for MRO: <strong>Clay</strong> has the workforce and sites needed for companies that are<br />

seeking to supply or tap into proximity to the region’s larger-scale MRO activities (at Cecil and at<br />

NAS Jax) but do not need long runways. These types of companies might include:<br />

o Kitting and assembly services. 3<br />

o Aircraft parts (manufacturing/reverse engineering).<br />

o Other supporting activities/services for base facilities/operations, maintenance,<br />

warehousing, distribution, etc.<br />

<strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong> Manufacturing:<br />

As discussed previously, <strong>Clay</strong> <strong>County</strong> has some solid assets for attracting manufacturing operations, and<br />

the overlapping assets/advantages for aerospace/defense make a focus on aerospace/aviation &<br />

defense-related manufacturing a good opportunity to pursue. This segment could help <strong>Clay</strong> <strong>County</strong><br />

focus its small and fragmented manufacturing industry by building a more defined area of expertise in<br />

manufacturing and by leveraging key competitive assets that support both A&D and manufacturing<br />

activities. This segment may also offer an opportunity to attract more R&D-intensive activities to the<br />

area.<br />

A&D-related manufacturing includes a wide variety of activities related to the development, production,<br />

assembly, and testing of aircrafts, guided missiles, and space vehicles – including their materials; parts<br />

and engines; and measuring, testing, and navigational instruments. These activities are expected to<br />

generate combined revenue of over $270 billion in the United States in 2011, and to grow at an average<br />

annual rate of 2.4% between 2011 and 2016. 4<br />

Based on analysis of Hoover’s database and other sources, there are at least 20-25 companies in the<br />

Northeast Florida region that manufacture aircraft, engines, and parts, and another 12+ companies that<br />

manufacture measuring/controlling instruments and other A&D-related products. Major companies in<br />

the region include Unison Industries (gas turbine engine ignition systems, speed sensors, and other<br />

electronic components), Carlisle Interconnect Technologies (headquarters and high-tech wire mfg.),<br />

Goodrich (engineered polymer products), Kaman <strong>Aerospace</strong> (aerostructures), Lockheed Martin<br />

(aeronautics), and Parker Hannifin/Stratoflex (aerospace hose and tube mfg.), while the remaining<br />

companies in this segment are significantly smaller (ranging from 5-25 employees, with a wide variety of<br />

products/activities). Firearms/ammunitions-related manufacturing is an additional small niche in the<br />

region, with around 8 or so very small companies. <strong>Clay</strong> <strong>County</strong> specifically is home to around 4 A&Drelated<br />

manufacturing companies: Aero-Hose (~11 employees, hose assemblies and related products<br />

for aerospace/aviation), TCC <strong>Aviation</strong> (~4 employees, aircraft equipment parts/supplies), Raytheon (size<br />

and activities at this location unknown), and Tactical Arms Manufacturer (


<strong>Clay</strong> <strong>County</strong> <strong>Company</strong> <strong>Prospect</strong>s: <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong><br />

– and some of the companies mentioned above under MRO may also do some manufacturing-related<br />

activities.<br />

According to SRI analysis of Federal spending data, Federal contract spending in and around Jacksonville<br />

and <strong>Clay</strong> <strong>County</strong> on <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong>-related manufactured products, components, and<br />

parts represented about $4.5 billion in spending from 2004-2011. This includes around $2.5 billion on<br />

guided missiles/launchers; around $985 million on aircraft/parts/components; around $711 million on<br />

measuring/testing/navigational/communications instruments/devices/components; and around $275<br />

million on weaponry/ammunition.<br />

Based on regional assets and existing niches/segments, a wide variety of A&D-related manufacturing<br />

activities could potentially make sense in <strong>Clay</strong> <strong>County</strong>. Two broad focus areas for selecting company<br />

prospects include the following (note that some companies in these segments may overlap with MROsupport<br />

activities described above):<br />

Aircraft, engine, & parts manufacturing<br />

Measuring, testing, & navigational instrument manufacturing<br />

Engineering, Training, Systems, and Other Technical Support Activities<br />

A third A&D niche in the Northeast Florida region includes a wide variety of engineering, training,<br />

systems design, IT, and technical support activities for Federal/aerospace/defense clients. This segment<br />

is more amorphous and difficult to classify (and it is also difficult or impossible to identify firms in this<br />

segment using standardized NAICS-based data, because they are often categorized under more<br />

“generic” codes such as “contractors” or “engineering services”). Based on analysis of Hoover’s database<br />

and other sources, SRI has counted 10-15 companies in Northeast Florida providing these kinds of<br />

services. Some of the leading companies in the region include: LSI Inc. (aviation/aerospace training and<br />

technical support), CDI Government Services (aviation engineering, logistics, and technical support), and<br />

Mil Con (military/government construction and electrical contractor).<br />

<strong>Clay</strong> <strong>County</strong> itself has at least 6-7 companies in this niche. Most are small/local branches of<br />

large/multinational companies, such as: Stanley Associates (~5-9 employees, services for NAVAIR Central<br />

Kitting at this location), Wyle Laboratories (~80 employees, aeronautical testing and sustainment), Man<br />

Tech International (~1-4 employees, technology/IT solutions for government), Mil Con (size at this<br />

location unknown, military construction/contractor), and L-3 Communications (size and activities at this<br />

location unknown).<br />

According to SRI analysis of Federal spending data, there was approximately $1.8 billion in Federal<br />

contract spending on <strong>Aviation</strong>/<strong>Aerospace</strong>/<strong>Defense</strong>-related services in and around Jacksonville and <strong>Clay</strong><br />

<strong>County</strong> from 2004-2011. This includes around $647 million of contract spending on R&D-related<br />

activities, as well as around $1.1 billion of spending on a wide variety of engineering, IT, training,<br />

inspection, and other supporting services for <strong>Aviation</strong>/<strong>Aerospace</strong>/<strong>Defense</strong>.<br />

According to local stakeholders, many of these firms/branches in <strong>Clay</strong> <strong>County</strong> (and throughout the<br />

region) initially set up a location in the area because of a specific contract or relationship with regional<br />

military installations, but their business is not necessarily only regionally focused. Firms such as Wyle<br />

Labs and LSI now value their location in <strong>Clay</strong> <strong>County</strong> or Northeast Florida because of the workforce<br />

assets and relatively low costs of doing business (and do not even necessarily do direct business with the<br />

local military facilities, although their core business is defense contracting). These same assets could be<br />

capitalized on to attract other firms of this nature. Some specific areas of focus would include:<br />

Systems/sustainment engineering and testing<br />

Training services for aerospace/defense/government<br />

IT/technology solutions for aerospace/defense/government<br />

III.<br />

Identification of <strong>Company</strong> <strong>Prospect</strong> Selection Criteria<br />

The SRI team selected company prospects based on a series of inter-related criteria. These include the<br />

following:<br />

1. Target Sector Focus and Linkages with Regional Capabilities – SRI focused on identifying firms with<br />

a significant business interest in the three <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong> segments described above:<br />

MRO, A&D-Related Manufacturing, and Engineering/Training/Systems/Technical Support Activities.<br />

To the extent possible, SRI also attempted to identify firms that are operating in key niches/subsegments<br />

that have linkages with existing <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong>-related assets in the<br />

Northeast Florida region and/or <strong>Clay</strong> <strong>County</strong> (e.g., in fields/technologies that are related to<br />

significant activities/assets at the region’s military bases or are related to existing company<br />

strengths in the region). For example, within the MRO segment, SRI focused on identifying firms that<br />

conduct small-scale/private jet MRO and are suppliers to MRO (rather than large corporate jet<br />

MRO), as these activities are a better fit with <strong>Clay</strong> <strong>County</strong>’s assets and capabilities.<br />

2. Firm Size – SRI focused primarily on mid-to-large-sized companies (usually with at least 200-250+<br />

employees), as well as large, diversified, global corporations with divisions that focus on one or<br />

more of the segments identified above – as these firms are more likely to have the corporate and<br />

financial capabilities to consider an expansion or relocation to a place such as <strong>Clay</strong> <strong>County</strong>. In<br />

addition, to the extent possible SRI also considered potential for expansion (based on current<br />

location(s) or growth trends) – although such information tends to be limited except for larger,<br />

publicly-held firms.<br />

3. Firm Locations – SRI considered the location(s) of existing operations for the company prospects,<br />

and we generally focused on identifying firms that do not currently have a significant presence in<br />

Florida or neighboring regions – as these firms may be more likely to consider expansion/relocation<br />

to an area such as <strong>Clay</strong> <strong>County</strong> in order to establish an East Coast/Southeastern U.S. presence.<br />

4. SRI Industry Insight – As an additional criterion, SRI drew upon our team’s several decades of<br />

experience in analyzing the <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong> and Advanced Manufacturing industries,<br />

providing us with insights into which firms may be more likely to consider expanding into a region<br />

such as <strong>Clay</strong> <strong>County</strong>.<br />

IV.<br />

<strong>Company</strong> <strong>Prospect</strong>s – <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong><br />

Based on the SRI analysis, the following companies represent significant, targeted opportunities for <strong>Clay</strong><br />

<strong>County</strong> in the <strong>Aerospace</strong>/<strong>Aviation</strong> & <strong>Defense</strong> sector.<br />
