THE OFFICE OF THE CHIEF COMMISSIONER MEMORANDUM COMMERCIAL ACTIVITIES POLICY The purpose of these guidelines is to provide assistance to Leaders in deciding whether or not to parcipate in any parcular commercially run acvity. Leaders must be aware that commercially run acvies are not controlled by the Associaon, and that the responsibility for the choice of acvity, and the care of the youth members, ulmately lies with the secon Leader. 1. APPLICATION These guidelines apply to all acvies: a. run by persons or organisaons outside the Associaon, and; b. where the acvity or event is provided for a fee, and; c. where there is a measurable risk to the parcipant. Only the Chief Commissioner (or nominee) may determine whether any parcular acvity is not subject to these guidelines. 2. YOUTH ISSUES The acvity should be appropriate to the physical and emoonal ability of the parcipant, should be of benefit to the parcipant, and represent quality of experience equal to acvies provided within the Scoung program. 3. LEADER ISSUES a. The acvity should reflect the Aim, Principles and Methods of the Associaon, and should not present pracces contrary to the Associaon’s Code of Conduct. b. The acvity should be conducted in a manner similar to, and with standards comparable to, any similar Scoung acvity. c. Parents should be made aware of the nature, and risk, of the acvity, as required by the acvity noficaon procedures. d. A nominated Leader or qualified acvity Leader must be present at the acvity. e. If at any me the nominated Leader considers that the acvity is unsafe or inappropriate for youth members, it must be disconnued. f. The nominated Leader must ensure that the acvity does not conflict with the voluntary nature of the Associaon. 4. LEGAL ISSUES a. The safe management of commercially run acvies is to be the responsibility of the acvity provider. b. Leaders should be sasfied that the provider of the acvity carries appropriate insurance. Copies of the acvity provider’s current insurance policies should be aached to the C5 form. c. If the Leader has any doubts as to the suitability or validity of the provider’s insurances, copies should be sent to the General Manager at the Queensland Scout Centre for inspecon and approval. This procedure is mandatory if an acvity is to be parcipated in on a regular basis. d. Nothing in these guidelines infers endorsement of any acvity provider by the Associaon. e. Failure to consider any relevant Branch Policy or Guideline may affect the Associaon’s insurance cover in the event of a claim. f. Any Leader in doubt about any aspect of these guidelines should contact the Branch Commissioner (Adventurous Acvies) or the General Manager for further advice. Please note that the above policy will also be included in the forthcoming update of the Queensland Branch Scoung Instrucons (QBSI). 28
THE OFFICE OF THE CHIEF COMMISSIONER MEMORANDUM PROJECT TO SUPPORT PAPUA NEW GUINEA ASSOCIATION Last November I accompanied the Chief Commissioner of Australia and the Internaonal Commissioner to Papua New Guinea to discuss the feasibility of Scouts Australia developing a new partnership to assist PNG Scoung survive. As many of you would remember before independence PNG was part of Queensland Branch and for many years aer independence we had strong es with the country. Scoung in PNG is in dire straits, they have a magnificent camp site near the beginning/end of the Kokoda trail, a training centre and naonal office that are falling down, lots of scouts in villages, no equipment and an out-dated youth program and a basically nonexistent training program. Scouts Australia are applying for a grant to rebuild the training facility in Port Moresby beside the Naonal Headquarters, details as yet are to be developed but the Queensland Branch will be asked to support this project by sending a team to Port Moresby to rebuild the shed! We would need some skilled people and those who are handymen/women that would camp on site for a week to do this. This would be at each person's cost. I am currently negoang to appoint a project Leader but thought there may be a District that would like to take on this project once we receive the funding for the materials. I will be having discussions with Paul Rollason, our Internaonal Commissioner, regarding some other support that is required in PNG e.g. ropes, balls, books etc. Please let me know if there is any interest in being involved in this project from your District, Commiee, Unit or Crew etc. REMINDER: New Authorised Badge Secretary Forms All forms due 31st May 2013 Please be advised that forms for New Badge Secretary appointments are due by 31st May 2013.
