Moving Forward –
Making
Progress
As we look forward
to the first day of
school on Monday,
August 13, there is
much to be excited
about in the Saint
Dr. Kelvin Adams
Louis Public School
District. Thanks to the hard work of our
students and teachers, the District is
making progress and on the right track.
Last year, SLPS earned six accreditation
points for the first time ever during the
Missouri School Improvement Program IV
Cycle. To top that off, 16 District schools
earned Adequate Yearly Progress as
recognized by the No Child Left Behind
Act. We look forward to even greater
academic improvement this year.
Moving forward, this year all District
3 rd grade students will participate in the
iPad initiative. Our 3 rd grade teachers
are being provided with additional
professional development to help our
students use iPads in the classroom as
additional learning aids. The District is
also piloting the iPad initiative with
selected 4 th grade students this year.
We added 37 additional early
childhood classrooms during the past
school year to open up preschool
opportunities for more than 700 additional
children in St. Louis City. Our commitment
to providing the youngest children in
our community with access to high-quality
preschool classrooms taught by certified
teachers continues this year. We are
proud to offer our full-day preschool
classrooms on a tuition-free basis for
St. Louis City residents.
The St. Louis Public School District is
joining other districts nation-wide in
embracing the Common Core Standards
for mathematics and language arts. These
standards will improve teaching and
learning to ensure that all children will
graduate high school with the skills they
need to be successful. Parent guides to
these standards are being developed for
each grade level and will be available on
the District website at www.slps.org under
the Parents & Students tab.
During the summer months the District
has also continued moving forward with
our Proposition S facility improvements
and upgrades. Thanks to the generosity of
St. Louis City voters, the District is in the
process of making more than $150 Million
in improvements to our school buildings.
Our students will enjoy new state-of-theart
science labs and cafeterias, upgraded
technology and added security features,
as well as improved athletic facilities.
The summer was an exciting time for
more than 5,400 students who attended
the St. Louis Public Schools summer
school program. During the month of
June, children in preschool – 12 th grade
participated in project based learning,
enrichment programs, credit recovery
programs and transition programs,
all offered to help our students become
better prepared for the upcoming
school year. As the final bell rang for
summer school, more than 1,600 students
were recognized for achieving perfect
attendance for the entire summer
school schedule.
District Names the 2012
SLPS Teacher of the Year
Ms. Julie Beede, a Music Specialist at Dewey International Studies Elementary
School, was named the St. Louis Public School District’s 2012 Teacher of the Year.
SLPS Superintendent Dr. Kelvin R. Adams made the announcement during the school’s
morning assembly, which was attended by all Dewey students and staff members.
“It was a wonderful surprise to receive this award in
front of my Dewey family! Teachers work very hard on
behalf of their students and their schools. I am grateful
for the recognition. As SLPS Teacher of the Year, I am
pleased that music, and those who teach it, are valued
by the St. Louis Public Schools,” said Beede.
An educator with the District since 2000, Ms. Beede
believes that music and the arts embody the purest form
of human expression and enhances understanding and
achievement in the other academic areas. After joining
Dewey International Studies Elementary School in 2010,
she promptly began to restore the school’s stage so that her
students could have a venue to display their developing
music skills as well as having the opportunity to
experience live performances by accomplished musicians.
In addition, Ms. Beede renovated the school’s Keyboard
Lab, and taught her students to play recorders, keyboards
and Orff instruments, showcasing her students’ knowledge
and talents at school concerts and mini-musicals.
Dr. Zitta, the principal at Dewey who nominated
Beede for the 2011 SLPS Elementary Music Teacher
of the Year award, which in turn made her an eligible
candidate for the District’s Teacher of the Year award,
stated, “She has created an attractive and print-rich
learning environment. Communication Arts are supported
in her music class with journal and homework
assignments. MAP – formatted question strips are visible
along with student work and the beginnings of a word
wall, and she used technology on a supportive and
transformative level in her classes on a daily basis.”
As the St. Louis Public School District’s 2012
Teacher of the Year, Ms. Beede is now eligible to
compete for the Missouri Teacher of the Year honor,
to be chosen at a later date.
“Ms. Beede believes that music and the arts embody the purest
form of human expression and enhances understanding and
achievement in the other academic areas.”
How are schools accredited by AdvancED:
AdvancED uses the following Standards for Quality
to assess accreditation:
Standard 1 – Purpose and Direction
The school maintains and communicates a purpose
and direction that commits to high expectations for
learning as well as shared values and beliefs about
teaching and learning.
Standard 2 – Governance and Leadership
The school operates under the governance and
leadership that promotes and supports student
performance and school effectiveness.
Standard 3 – Teaching and Assessing for Learning
The school’s curriculum, instructional design,
and assessment practices guide to ensure teacher
effectiveness and student learning.
Standard 4 – Resources and Support Systems
The school has resources and provides services that
support its purpose and direction to ensure success
for all students.
Standard 5 – Using Results for Continuous
Improvement
The school implements a comprehensive assessment
system that generates a range of data about student
learning and school effectiveness and uses the results
to guide continuous improvement.
• Timely notice that their child has been assigned, or
has been taught for four or more consecutive weeks,
by a teacher who is not highly qualified.
• Notification if the District or their child’s school has
been identified for school improvement, and options
available for their child.
• A Complaint Resolution Procedure annually (SLPS
Complaint Resolution Procedure information is listed
in SLPS Student Code of Conduct Handbook).
• Notification to parents of the option to transfer
their student if student is enrolled in an identified
persistently dangerous school, or student has been
the victim of a criminal offense while on school
property to a school not identified.
PETTUS FOUNDATION
“We enthusiastically support this important program that recognizes the outstanding achievements
of St. Louis Public School teachers and principals and provides us with the opportunity
to share their successful philosophies and best practices which help so many students succeed.”
– CHRIS LEE, EXECUTIVE DIRECTOR, ST. LOUIS PUBLIC SCHOOLS FOUNDATION

Pettus Foundation Awards For Excellence
In December 2007, the Pettus Foundation pledged a generous three-year $330,000 grant to the St. Louis Public Schools
Foundation to support a program that honors and recognizes outstanding St. Louis Public School (SLPS) principals
and teachers for their accomplishments in schools and classrooms. The Awards of Excellence program recognizes
teachers who demonstrate excellence in teaching by inspiring all students to achieve and who have the respect and admiration
of their students, parents and colleagues. They must also have an active role in creating a positive culture in their school.
Outstanding SLPS principals who inspire staff and students to achieve and who have the respect and admiration of their
teachers, staff, students, parents and colleagues are also recognized. The goal of the program is to honor and promote the
work and educational strategies that are succeeding and inspire others to replicate that success. Every teacher and principal
in the district is eligible to be nominated for the award.
A panel of 36 judges consisting of retired St. Louis
Public School principals and teachers conducted a
thorough selection process by reviewing the nomination
packets and selecting teachers and principals whom
the judges observed firsthand in their respective
schools. The judges selected finalists for interviews
and used a point system to determine the winners.
One teacher, judged as the most outstanding, is
selected from each SLPS elementary, middle, and
high school and awarded a $1,000 cash prize. Eight
principals judged as the most outstanding are also
awarded $1,000 each. In addition to the cash prize,
the winning teachers and principals receive a plaque
to be prominently displayed in their school and a
desktop award for their office or classroom. Each
non-winning semifinalist is presented with a
Certificate of Excellence.
For the 2011– 2012 school year, seven principals
and 76 teachers received the Awards of Excellence and
the $1,000 cash prize.
Winning principals were honored with their awards
in the presence of their peers at the SLPS year-end
principals’ meeting in May. Teacher awards were
presented during special recognition programs and
award ceremonies at their schools. The Pettus Awards
of Excellence for 2011– 2012 will be announced
publicly in August.
“In the past five years, nearly 400 St. Louis Public
Schools teachers and principals have been honored
with the Pettus Awards of Excellence. Many of these
outstanding educators are still with the District, working
hard every day to help our students succeed. We
are grateful that the Pettus Awards program provides
us with an opportunity to recognize their important
contributions,” said Chris Lee, Executive Director of
the St. Louis Public Schools Foundation.
Philosophies
“
Commitment can mean many different things. It can be an amount of time,
a sacrifice of yourself for others, or even improving one’s own abilities. I believe that an effective
administrator is one that shows true commitment to its staff, students and district. True commitment
attracts and inspires people. My commitment is seen through my vision for our school,
the plans to carry out the vision, and the time I am willing to spend to see the vision through.
I am committed to helping others set and achieve their goals, improving my own abilities and
providing an instructional program conducive to personal and academic success of our students.
James Harris
Principal, Yeatman-Liddell Preparatory
Since the beginning of dawn, educators have been saying, “All children
can learn.” In my quest for excellence, this will become a reality.
One of the many acquired traits from having served as a law
enforcer has been the ability to focus on the goals and missions with
follow-through to successful completions. Being a product of the
St. Louis Public Schools, it has become my strong belief that all
students should be afforded the opportunity of achieving academic
success – from whence forth comes the fulfillment of their ultimate
goals beyond secondary education.
As an educator, I staunchly support the endeavors of this school
system as we forge ahead to make a difference in the lives of our
students. The myriad teaching and administrative experiences, along
with the ongoing participation in numerous and varied support
mechanisms, has allowed me to gain competence; and has given
me leverage to accomplish my objectives.
These objectives are accomplished in several ways. From day
one, it is imperative that your staff know your expectations. Using
ISLIC standards as a guide to achieving student achievement are
tantamount to a “how to fix it” manual.
You have to be able to articulate a vision of high standards within
the school community. The expected behaviors and goals must be
modeled and demonstrated to all stakeholders. The role of leader in
communicating the vision is one of high priest. You have to be able
to define, strengthen, and articulate enduring values, beliefs and
cultural strands that give your school its identity. The climate of the
school should promote constant improvement.
David Marler
Fanning Middle School
Every teacher will say that they care for and nurture mathematics
learning within their classroom. The question becomes, what
makes my classroom stand out amongst those. I would have to say
that it is my dedication to making mathematics real for them.
For the past several years, my students have brushed up on their
math skills and explored algebra skills by my integration of fantasy
football into the curriculum.
Everything from adding and subtracting fractions to the
distributive property, to rounding are tied into the fantasy football
lessons. Every student starts to see how mathematics is tied to
everything we do.
My expectations for their achievement are matched but not
exceeded by my expectations for their character. Each student has a
goal for the class as well as a goal for themselves. Character plays a
major role in my classroom management which then sets the stage
for learning to take place. I like to think of myself as teaching the
“whole” student and not just the part that will allow them to do
well on a test. There are so many things that a kid will learn in my
class that no test will ever be able to measure. They learn things
like kindness, compassion and humility which helps them to be
able to ask questions when they’re stuck or express themselves
when they cannot always find the right words.
Former students will come up to me and tell me that they are
learning things that I’ve already taught them. They will come to me
and tell me that they are in advanced courses because they had
been in my class. I do know that because of me, this world is a little
better place to live because of the students I’ve helped mold in and
outside of the classroom.
Teaching allows me to turn information into a story in which the
children can relate. This is an advantage because storytelling makes
learning more fun. This method allows the students to interact not
only when the story is over, but also while it is being told. Students
tend to become very bored when information is droned out, and
they are expected to absorb it while losing interest. Using story
interaction allows me to help students better understand any
information given, and allows students the ability to create
inferences with a higher level of accuracy.
Students today face many more issues than in the past. They need
to feel as if their ideas matter and they want to know that someone is
listening and cares. Interaction in the classroom awakens the mind
and the students feel a sense of belonging. As teachers, we feel a
sense of accomplishment when our students make the connection
between past and present events. I feel accomplishment when I can
help students look at all sides of an issue before they make decisions.
My goal as a teacher is for students to challenge the many interpretations
of the past and to support their findings with documented
proof. No matter where you are in society, you need to be able to
present your ideas clearly and persuasively. I stress effective writing
by assigning periodic writing assignments and giving positive
feedback to all students. Improvement in writing skills is expected
and necessary for continued growth. I also stress creativity by
assigning oral assignments with hands-on techniques. This includes
assignments ranging from signing the Preamble of the Constitution
to creating advertisements for a mock business. All students should
have the opportunity to learn and be excited about learning.
The classroom environment we create determines our student’s
educational outcomes. Below is a list of 10 common practices that
are a part of my daily routine.
1. Talk to the students. I have hall duty everyday and even
though I only teach a few of the students on my floor, I still speak to
them every period in the halls. Things like how are you doing?
Having a nice day? I like your shoes. How hard is it to compliment a
student? It’s not, so make it common practice in your daily routines
and you will be surprised at the results (especially when you have
to redirect them in the hallway).
2. Set them up for success. Call on students when you know they
know the answer. Don’t call on a student who wasn’t listening
because you know they won’t know the answer. What good does
that do? You will find a direct relationship between the level of success
in class and the number of times a student participates. If you want
your students to participate, set them up for success.
3. Don’t put the students on the spot (especially in front of their
peers). If students are in the back of the room talking, you don’t
have to yell out their names and tell them to be quiet. Get eye contact
with them and in a subtle fashion just shake your head no. Most of
the other students won’t even recognize you doing this and you
have just redirected your students without saying a word.
4. Show praise. Giving verbal praise to your students in the
classroom makes a huge difference. No matter how small the success
let them know that they did an awesome job!
5. Call home. Calling home and writing letters to parents/guardians
when their child has had a GOOD day will go a long way.
6. Laugh and have fun. There is nothing wrong with having fun
while you are teaching. The educational process can be fun and
the more enjoyable it is for the students, the more they will want
to participate.
Dr. Nicole Conaway
Principal, Mann Elementary School
I believe that we must educate the whole child and create a wraparound
with home, school, and community. When we all work
together, we make it happen for all children. At Mann, our motto is
“Make it Happen… No Exceptions, No Excuses.” I have challenged
everyone to define their “it.” What will they make happen this
year? Parents, teachers, students, and I created our “it.”
Additionally, we have three goals at Mann. We incorporate
guided reading, Positive Behavior Systems (PBS), and Response
to Intervention (RTI). Through guided reading, we meet students
at their level. With PBS, we teach appropriate behaviors and
reinforce positive behaviors. Together, we set high expectations
for all. Through RTI, we look at data to determine the needs as a
team and deliver research based interventions for all students.
We have a “power hour” throughout the day where students are
delivered instruction in a small intensive group.
We analyze data and have students keep track of their own
data to set goals for learning. We have set up a system where
no matter where you come from, you can reach the stars. We
partner with the Little Bit Foundation, Urban Futures, Assistance
League, Catholic Charities, and Springboard to provide students
with the essentials in order for them to succeed in school. Once
their basic needs have been met, we then reach and teach all
children. The students really take ownership for their learning.
As you can see, we look at the entire community of learners
to create a wrap around to meet the needs of all children. We
make it happen…no exceptions… no excuses!
interested party may review it.
The Healthy Hunger-Free Kids Act (HHFKA),
implemented by President Obama in 2010, was created in
order to improve child nutrition in response to the rise of
childhood obesity and to provide new guidelines for the
National School Lunch Program (NSLP). Section 205 of
the HHFKA sets forth a federal mandate requiring all
participating schools in the NSLP to raise the price of a
paid lunch in order to generate enough revenue to cover
the costs of implementation of the Healthy Hunger-Free
Kids Act 2010. In order, to be in compliance with this
law, the Special Administration Board has approved a
price increase of $.10 for all paid meals for the upcoming
school year, 2012-2013.
The following meal prices are for the school year 2012-
2013. Breakfast is free of charge to all students; the new lunch
prices are as follows: Elementary $1.10, Middle $1.20 and
Secondary $1.35. Reduced meal price is $.40 for lunch.
“In accordance with Federal Law and U.S. Department of Agriculture policy, this institution is prohibited from discriminating on the basis of race, color, national origin, sex, age, or disability. To file a
complaint of discrimination, write USDA, Director, Office of Adjudication, 1400 Independence Avenue, SW, Washington, D.C. 20250-9410 or call toll free (866) 632-9992 (Voice). Individuals who are
hearing impaired or have speech disabilities may contact USDA through the Federal Relay Service at (800) 877-8339; or (800) 845-6136 (Spanish). USDA is an equal opportunity provider and employer.”
Under the leadership of its Board Chair Valerie Bell,
and with a new business plan and energized and committed
board of directors and staff, the Foundation looks to further
strengthen its partnership with the district. It will
collaborate even more closely with SLPS in the months
ahead to advocate and raise funds for Dr. Adams’ top
priorities of improving Early Childhood Education, College
and Career Readiness, and Student Health and Wellness.
“As student performance continues to advance and
the district makes steady progress towards regaining its
accreditation, we are excited about the prospect of working
together so that the district will be successful in addressing
its most critical priorities,” Ms. Bell explained. “We will
be reaching out to the entire community to help support
this important effort,” she said.
Asbestos Management
Plan Availability
Asbestos containing building materials
(ACBM) are present within various
schools throughout the District. In
accordance with the Federal Asbestos
Hazard Emergency Response Act
(AHERA), an accredited inspector and
management planner have completed
a review of the locations, quantities
and friability of the asbestos containing
materials and have prepared an
assessment and response action plan
to reduce exposure to asbestos fibers.
Copies of the asbestos program for
all schools, which includes current
inspection reports, are located in the
Operations office located at 801 N.
11th Street, St. Louis, Missouri.
Please note that one copy is also
required to be kept at the school itself.
The plan is available to the public for
inspection without cost or restriction
within five working days after receiving
a written request for inspection.
Hours of availability and a
copy of the form,
“Request for
Inspection
of Asbestos
Program,”
will be
provided
upon request.
Should a
request be
made for a copy
of the report or
parts of the report,
SLPS may charge
LEAD-BASED
PAINT HAZARD
REDUCTION PROGRAM
Since 2001, the District has implemented
a Lead-Based Paint Hazard Reduction
Program to reduce potential hazards
associated with lead-based paint within
our school buildings. City lead inspectors
and numerous third party consulting
firms have partnered with the District
to provide testing, analysis and
assessment of potential lead-based
paint hazards inside and outside our
schools. In addition, the District has
performed various lead abatement and
interim control projects over recent
years in response to our testing data.
Copies of all testing information and
abatement records are available upon
request. We are also available to discuss
current lead abatement and interim
control projects being undertaken by
the District. If you have further questions
please contact the Office of Operations
at 345-4669.
