This Annual Report highlights the <strong>success</strong>ful year <strong>North</strong> <strong>Carolina</strong> Agricultural and Technical <strong>State</strong> <strong>University</strong> enjoyed in 2000-2001. The<br />

accomplishments we realized reflect our efforts to raise the bar in the areas of teaching, research, performance, and growth. These accomplishments<br />

include several “firsts” that will help us to continue to move the <strong>University</strong> forward.<br />

<strong>North</strong> <strong>Carolina</strong> A&T was the first campus of the <strong>University</strong> of <strong>North</strong> <strong>Carolina</strong>’s 16 campuses to take advantage of new legislation that allows<br />

foundations to work with financial authorities to secure tax exempt bonds to fund capital building projects. On August 18, 2000, the <strong>North</strong><br />

<strong>Carolina</strong> A&T <strong>University</strong> Foundation joined university officials as we announced plans for Aggie Suites, a $26 million state-of-the-art residence<br />

halls project, and Aggie Terrace, a renovation project of an existing complex in order to provide apartments for our graduate students.<br />

On February 1, 2001, we presented the first <strong>North</strong> <strong>Carolina</strong> Agricultural and Technical <strong>State</strong> <strong>University</strong> Medal for Human Rights to alumnus<br />

and social activist, Lewis A. Brandon, III. The international award recognizes individuals whose achievements are a reflection of the extraordinary<br />

action against social injustice that was demonstrated by four A&T students who initiated America’s lunch counter Sit-In Movement on February<br />

1, 1960 at the F.W. Woolworth store in downtown Greensboro. The student-designed medal will reflect the profiles of these courageous men,<br />

Jibreel Khazan (Ezell Blair Jr.), Franklin Eugene McCain, Joseph Alfred McNeil and the late David Richmond, Jr.<br />

On June 26, 2001, officials from the <strong>University</strong> and Sit-In Movement, Inc. signed a collaborative agreement in order to accelerate the work to<br />

develop an International Civil Rights Center & Museum. The agreement will compliment the early work of the Sit-In Movement, Inc., a nonprofit,<br />

501(c)(3) organization, whose Board had raised funds to purchase, renovate, and convert the Woolworth building into a museum. N.C. A&T’s<br />

commitment to the Civil Rights Museum ensures its educational programming.<br />

For the second consecutive year, we set another institutional record of $26,247,082 for annual funding of sponsored research with projects<br />

ranging from community outreach to technology transfer. In addition to increasing research dollars, we also experienced a 100 percent increase in<br />

university fundraising over the previous year with nearly $20 million in cash and pledges for scholarships and educational needs.<br />

We intend to use each <strong>success</strong> as a springboard for further opportunities to enhance the campus and better serve the needs of our students<br />

and our community. We formalized our intent through a strategic planning process called FUTURES and invited members of our community and<br />

campus to join together to provide institution-wide thinking about the future direction of <strong>North</strong> <strong>Carolina</strong> A&T. As we meet together in teams and<br />

campus-wide retreats, we are defining our own future, a future that builds upon our 110-year-old history and makes the best use of our comparative<br />

advantages through our status as an 1890 land-grant institution, our legacy of civil rights, and our programs in engineering, technology, and<br />

business.<br />

Together, our students, faculty, staff, administrators, alumni and friends have worked hard so that we fulfill our <strong>expect</strong>ations for <strong>success</strong>. I am<br />

delighted to share our accomplishments in this report.<br />

IN SEPTEMBER 2000, after leading the Board of Trustees for three<br />

terms, Howard Chubbs, senior pastor of Providence Baptist Church in<br />

Greensboro, passed the chairmanship of the Board to Alexander W. Spears<br />

III, CEO of Lorillard Tobacco Company. Ralph K. Shelton, CEO and president<br />

of Southeast Fuels, Inc., was reelected vice chairman, and Gerald<br />

Truesdale, M.D., was reelected secretary. Following Spears’ death in January,<br />

Shelton became chairman.<br />

Carl Ashby III, R. Steve Bowden, Carole Bruce, Henry H. Isaacson,<br />

Charles McQueary, Velma Speight, Michael Suggs and John Wooten<br />

retained membership on the Board. Nikkita Mitchell, a senior economics<br />

major and president of the Student Government Association, served<br />

ex officio.<br />

Four administrative appointments were made at the Executive Cabinet<br />

level. Dr. Carolyn W. Meyers, vice chancellor for academic affairs, was<br />

named the first provost in the <strong>University</strong>’s 110-year history. Another new<br />

position was created when Rodney E. Harrigan, chief information officer,<br />

was named vice chancellor for information technology.<br />

The interim status of Dr. Colleen P. Grotsky and Lesley Renwrick changed<br />

when they were named executive assistant to the chancellor and special assistant to the chancellor for legal counsel, respectively. Dr. Roselle L.<br />

Wilson was named interim vice chancellor for student affairs following the retirement of Dr. Sullivan Welborne.<br />

Six new deans were appointed: Dr. Alton Thompson, School of Agriculture and Environmental and Allied Sciences; Dr. Phillip Carey, College<br />

January 29, 2001,<br />

at age 68.<br />

Elected chairman in September 2000 and a board<br />

member since 1990, Spears once served as secretary<br />

and vice chairman. He also participated in other<br />

activities on campus including the N.C. A&T<br />

<strong>University</strong> Foundation Inc. Board of Directors. He was<br />

well known in Greensboro for his community service<br />

and commitment to social justice. In 1999, Spears<br />

and his wife Shirley were recipients of one of<br />

Greensboro’s top civic honors, the NCCJ Brotherhood<br />

Citation Award.<br />

Spears worked his way up the ranks at Lorillard<br />

Tobacco Co. from research assistant to chairman and<br />

CEO. He retired as CEO in 1999 after 40 years with<br />

the Fortune 500 company. In 2000, he retired as<br />

chairman.<br />

A family man, Spears also enjoyed golfing and<br />

snow skiing. He is survived by his wife, Shirley Pierce<br />

Spears, a son, a stepdaughter, a stepson, four grandchildren,<br />

a sister and a brother.<br />

Provost<br />

■ Dr. Carolyn W. Meyers, vice chancellor for academic<br />

affairs, was named the first provost in the university’s<br />

after serving as<br />

interim vice chancellor for eight months. She has<br />

been a mechanical engineering pioneer for several<br />

decades, receiving commendations never before<br />

awarded to black women by the National Science<br />

Foundation, the Society of Automotive Engineers<br />

and the Foundry Educational Foundation.<br />

Meyers received her B.S.M.E. degree from<br />

Howard <strong>University</strong>, and her M.S.M.E. and Ph.D.<br />

from the Georgia Institute of Technology. Prior to<br />

her most recent appointments at A&T, she was a<br />

program officer for the National Science<br />

Foundation, dean of A&T’s College of Engineering<br />

and a professor of mechanical engineering.<br />

At Georgia Institute of Technology, Meyers was<br />

an associate professor of mechanical engineering<br />

and director of the SUCCEED Coalition Center for<br />

Professional Success. Meyers has been an engineering<br />

instructor at Atlanta <strong>University</strong> Center<br />

Corporation, a systems faculty research fellow in<br />

the Air Force Materials Laboratory at Wright-<br />

Patterson AFB, and an analyst with General Electric<br />

Company. She also has done engineering consulting<br />

with the U.S. Army Materials Laboratory,<br />

Georgia Dome, New Jersey Institute of Technology<br />

and Neodyne Corporation.<br />

The provost has an impressive list of awards,<br />

honors, presentations, technical journals and publications<br />

to her credit. Her papers have been presented<br />

in over half the United <strong>State</strong>s as well as<br />

Canada, England and Sweden. She has been instrumental<br />

in securing millions of dollars in research<br />

grants from the National Science Foundation, TRW<br />

Corporation, General Motors, General Electric<br />

Foundation, United Technologies, and EXXON<br />

Corporation.<br />

FUTURES<br />

announced FUTURES, the university’s<br />

new planning initiative,<br />

and how it will be implemented.<br />

Over the next three to five<br />

years, students, faculty, staff,<br />

administrators, alumni and the<br />

external community would play<br />

an integral and active role in<br />

planning the future of <strong>North</strong><br />

<strong>Carolina</strong> Agricultural and<br />

Technical <strong>State</strong> <strong>University</strong>.<br />

“The future belongs to those<br />

institutions that have foresight, energy, creativity, wisdom and the<br />

courage to understand that destiny is not a matter of chance, but a<br />

matter of choice and the will to achieve,” Renick said. “… Now is the<br />

time to capture the opportunities to build on our rich tradition and<br />

current momentum.”<br />

By the end of January, the first phase of the initiative was completed<br />

with the organization of a FUTURES Planning and Resource Council,<br />

which would advise the Chancellor and provide institution-wide thinking<br />

that will drive the strategic visioning process. Teams then were<br />

appointed to assist in considering future challenges and opportunities<br />

through the development of three scenarios for the “new” university.<br />

Town hall meetings held in March and April served to test and refine<br />

those scenarios, and the results were presented at a two-day retreat.<br />

More than 200 participants from the campus and community made<br />

final revisions, identified possible barriers to achievement and designed<br />

specific operational goals with timelines, rationales and actions needed<br />

to minimize or eliminate barriers to <strong>success</strong>.<br />

The group chose an interdisciplinary-centered university. The next<br />

phase of the process is to develop a vision with <strong>North</strong> <strong>Carolina</strong><br />

Agricultural and Technical <strong>State</strong> <strong>University</strong> as a learner-centered community<br />

that develops and preserves intellectual capital through interdisciplinary<br />

learning, discovery, engagement, and operational excellence.<br />

ACADEMIC UNITS at <strong>North</strong> <strong>Carolina</strong> A&T <strong>State</strong> <strong>University</strong> experienced <strong>success</strong>, particularly<br />

in enrollment, curricula development and organization. The <strong>University</strong> continued to attract talented<br />

individuals, including 362 faculty members and 7,748 students.<br />

Growth and service characterized the year for the School of Agriculture and Environmental and<br />

Allied Sciences (SAEAS). Enrollment climbed from 282 in 1990 to 488 in 2000, a 73% increase,<br />

while faculty generated approximately $4.8 million in competitive funds to complement the School’s<br />

base funding of $5 million. Over 90% of its graduates received offers for employment in their areas<br />

of concentration or will attend graduate/professional schools.<br />

SAEAS renewed its commitment to the basic principle of the land-grant system through participation<br />

in community outreach programs:<br />

■ SAEAS established a new farmers market for produce grown in southeast <strong>North</strong> <strong>Carolina</strong> with gross sales exceeding $30,000<br />

the first year;<br />

■ A “Safety Conscious” program for school children in farming communities saved families more than $236,500 in medical<br />

expenses, and safety training for farm workers using pesticide applicators saved farms $484,000 in losses due to respiratory illnesses;<br />

and<br />

■ As a charter member of Agricultural Distance Education Consortium, SAEAS participated in a National Science Foundation<br />

grant to help develop and deploy advanced satellite technology that delivers Internet services to remote rural areas that previously<br />

could not access these technologies.<br />

The College of Arts and Sciences revitalized its vision and mission by expanding or combining several academic programs. The<br />

theatre, visual arts, music and dance departments were combined to form the new Visual and Performing Arts Department.<br />

Three new Smart Classrooms enhanced the School of Business and Economics’ emphasis on effective teaching and learning. In<br />

the fall, the Board of Governors approved a request from the<br />

School to offer the Master of Science in Management (M.S.M.)<br />

degree program with concentrations in transportation/logistics<br />

and management information systems.<br />

One of the most salient highlights of the School of<br />

Education was accreditation of the Master of Science degree<br />

programs in Community Counseling and School Counseling in<br />

the Department of Human Development and Services by the<br />

Council of Accreditation for Counseling Programs (CACREP) in<br />

Related Education Programs. This distinction made <strong>North</strong><br />

<strong>Carolina</strong> A&T <strong>State</strong> <strong>University</strong> the only Historically Black<br />

College/<strong>University</strong> (HBCU) in the nation to achieve CACREP<br />

accreditation.<br />

The School also experienced a 33% increase in the passing<br />

rate on undergraduate licensure examinations over the previous<br />

year. Notably, the Counseling Program continued a 100% pass<br />

rate on the graduate exam, the Physical Education Department<br />

achieved a 100% pass rate on Praxis II, and the technology<br />

portfolio requirements were <strong>success</strong>fully completed by 100% of<br />

teacher education graduates.<br />

The School of Education increased collaboration with public<br />

schools and teachers across the state, including Coach-to-<br />

Coach activities, N.C. Teach and technology enhancement programs<br />

in six school systems, and implementation of the GEAR-<br />

UP Project in two K-12 school systems. Successful recruiting<br />

strategies resulted in a 38% increase in the number of students<br />

participating in the Teaching Fellows Program.<br />

The College of Engineering better utilized its resources by<br />

merging the civil, architectural and agricultural and bio-systems<br />

engineering programs to create the new Department of Civil,<br />

Architectural, Agricultural and Environmental Engineering.<br />

Steps also were taken to begin an interdisciplinary doctoral program<br />

with the College of Arts and Sciences and the School of<br />

Business and Economics.<br />

Entering scores of engineering students rose with approximately<br />

12% of admitted students ranked in the top five percentile<br />

of their high school class, 22% in the top 10%, 40% in<br />

the top 15% and 67% in the top 25%.<br />

Engineering faculty were awarded over $30 million for 105<br />

proposals.<br />

Successful completion of the <strong>North</strong> <strong>Carolina</strong> Board of<br />

Nursing survey by the School of Nursing resulted in continuing<br />

approval for the maximum five years. The School also<br />

received eight-year accreditation from the National League for<br />

Nursing Accreditation Commission. Partnerships with community<br />

based agencies continued to expand, and academic support<br />

services were enhanced through a new total-testing program for<br />

all students.<br />

Employee of the Year/Governor’s Award<br />

for Excellence<br />

■ The word “foster” is synonymous with Shirley Ballard Foster, an<br />

accountant in the department of contracts and grants and the<br />

2000 Employee of the Year at <strong>North</strong> <strong>Carolina</strong> Agricultural and<br />

Technical <strong>State</strong> <strong>University</strong>.<br />

providing prevention, intervention and enrichment opportunities.<br />

Over 100 children are served in a year’s time.<br />

“Having an extended family and role models in the community<br />

made a difference in my life, and that is our mission at Greensboro<br />

Lifeskills Center,” said Foster, who grew up impoverished in<br />

Greensboro. “We have built a little village that provides peer and<br />

other tutoring programs, weekend academies and summer and<br />

after school enrichment.”<br />

GLC has made such a positive impact in the community that a<br />

group from Pakistan has sought assistance in modeling the program<br />

to educate poverty stricken children in that country.<br />

In addition to being named Employee of the Year at A&T, Foster is<br />

a recipient of the state’s prestigious Governor’s Award of Excellence<br />

for public service. The Governor’s Awards for Excellence – which is<br />

presented in five categories (outstanding state government, innovations,<br />

public service, safety and heroism, and human relations) – is<br />

the highest honor for state employees in <strong>North</strong> <strong>Carolina</strong>.<br />

Opportunities for excellence in programs and delivery<br />

were prevalent in the School of Technology. With<br />

the appointment of an individual to assist administrators<br />

and faculty with recruiting and retaining students,<br />

the School saw a 10% increase in enrollment for the<br />

third consecutive year.<br />

Options and offerings in distance learning also<br />

increased. The School of Technology received approval<br />

for the online B.S. degree in Occupational Safety, making<br />

it the first online undergraduate degree in<br />

Occupational Safety in the UNC System and one of<br />

the first online degree programs offered by N.C. A&T.<br />

Distance learning options increased from nine to 25<br />

courses, yielding more students enrolled in programs<br />

from remote locations. Plans were completed for the<br />

first group of students to enroll in an online consortium<br />

Ph.D. program in Technology Management starting<br />

fall 2001.<br />

The School of Graduate Studies identified and<br />

addressed eight multi-faceted priority issues for 2000-<br />

2001: (1) establish a Graduate Operations Council;<br />

(2) clarify membership requirements to the graduate<br />

faculty; (3) develop a Graduate Administration<br />

Handbook; (4) develop better relationships with graduate<br />

alumni; (5) establish a Graduate School Board of<br />

Advisors; (6) develop procedures for graduate program<br />

reviews; (7) develop strategies for securing external<br />

School of Ed Receives $3 Million<br />

to Boost High School<br />

Graduation Rates<br />

A new initiative coordinated by the <strong>North</strong> <strong>Carolina</strong><br />

Agricultural and Technical <strong>State</strong> <strong>University</strong> School of<br />

Education will help nearly 600 High Point and<br />

Thomasville students finish high school and encourage<br />

them to consider college as a post-graduation<br />

option. Over the next four years, the Department of<br />

Human Development and Services will receive over $3<br />

million in funding from the U.S. Department of<br />

Education’s Gaining Early Awareness and Readiness<br />

for Undergraduate Programs (GEAR UP) and matching<br />

funds to implement “Mothers at the Helm/Poppas<br />

at the Helm College Initiative” (MAH/PAH).<br />

Through MAH/PAH, A&T will place student teachers<br />

and graduate counseling students in cooperating<br />

schools to improve the student-teacher ratio, to<br />

provide reading skills tutors and learning opportunities<br />

for teachers and parents and to coordinate<br />

industry visits designed to expose students to professional<br />

careers. In addition, the program includes<br />

scholarships for students at the targeted schools,<br />

100 new computers for these students to use and<br />

take home, preparation for the SAT test, course<br />

registration and summer enrichment. Dr. Miriam<br />

Wagner, associate professor of counseling at<br />

N.C. A&T, coordinates the program.<br />

support for student assistantships and fellowships; and (8) re-establish the Graduate Students Association.<br />

In the fall, The Center for Student Success (TCSS) launched a Retention Alert Program that targets at-risk students with grade<br />

point averages of 1.80 and below. By spring semester, the unit had formed the <strong>University</strong> Academic Advising and Retention Team to<br />

monitor academic advising and retention practices within each School and College.<br />

F.D. Bluford Library continued its focus on technology to enhance information services, support new instructional methodologies<br />

and improve access to all forms of information. The Library expanded its electronic holdings accessible to patrons to include<br />

over 22,000 online serials and 211 online databases, and databases accessible via the proxy server increased by 45%, providing<br />

users with 24-hour access to resources. In addition, library hours were increased to extend services, and electronic reserves were<br />

instituted to allow patrons to retrieve faculty reserve materials from any remote location as well as have access to over 15,000<br />

N.C. A&T, was one of 10 individuals<br />

and 10 institutions to receive<br />

the 2000 Presidential Award for<br />

Excellence in Science,<br />

Mathematics and Engineering ■ Dr. Vallie W. Guthrie<br />

Mentoring. Administered by the<br />

National Science Foundation, the<br />

award includes a commemorative presidential certificate and a<br />

$10,000 grant to the individuals and institutions to continue<br />

their outstanding mentoring activities. President Bill Clinton<br />

established the awards program in 1996 to recognize the efforts<br />

of individuals and organizations that inspire and mentor young<br />

people to succeed in the fields of science, math and engineering.<br />

Guthrie has directed the GAMSEC program at A&T since 1984.<br />

The program’s pre-college component serves 450 students in<br />

grades 7-12, and it offers workshops and institutes for K-12<br />

math, science and technology teachers to receive renewal credits<br />

toward state certification and update their backgrounds. She also<br />

directs the NASA Summer High School Apprenticeship Research<br />

Program at A&T for rising juniors and seniors interested in exploring<br />

mathematics, science and engineering research while living on<br />

a college campus. Students come from across the U.S. and its territories,<br />

representing a variety of cultures, races and ethnicities. In<br />

addition, Guthrie serves as project director for several other mentoring<br />

programs including the statewide Pre-College Research<br />

Apprenticeship Program and Talent 21: Gateway to Careers in<br />

Science, Mathematics and Engineering.<br />

Historically Black Colleges and Universities Archives<br />

Institute sponsored by the National Endowment for the<br />

Humanities.<br />

The Office of Continuing Studies, Distance Learning,<br />

Evening/Weekend Programs and Summer Sessions made<br />

significant progress toward meeting its goals in 2000-2001.<br />

The Center for Distance Learning (CDL) experienced rapid<br />

growth and enhanced student services by establishing clearly<br />

defined policies and procedures for registration, advisement<br />

and other services. CDL cites its partnership with<br />

Solid Computer Decisions, Inc. as its best example of<br />

progress toward increasing revenues to provide certification<br />

programs in computer networking and webmaster.<br />

Evening/Weekend Programs staff provided administrative<br />

services to the adult student population, including prospective<br />

students. Continuing Studies provided program development,<br />

delivery and budget management services to faculty<br />

desiring to teach short courses, seminars and workshops<br />

outside the academic curriculum and to nontraditional students.<br />

Summer Sessions gave 3,000 students the opportunity<br />

for remediation, to make current or to advance their academic<br />

program.<br />

In its second year of operation, the Office of<br />

International Programs (OIP) served over 75 students. Of<br />

these, 17 were placed or have completed overseas study<br />

opportunities. In July 2000, OIP hosted the International<br />

Partnership Activity Proposal Writing Workshop, which<br />

resulted in one team receiving a $200,000 award. OIP also<br />

planned professional appointments for more than 35 international<br />

visiting teams to the <strong>University</strong> during the year.<br />

The Interdisciplinary Waste Management Institute<br />

(WMI) awarded 106 Waste Management Certificates to<br />

graduates of the program in December 2000 and May<br />

2001. Certificates awarded increased by 23% over last year,<br />

and enrollment in the certificate program grew by 38%.<br />

Excellence<br />

in Teaching<br />

says Dr. Musibau A. Shofoluwe,<br />

associate professor of construction management<br />

and safety in the School of<br />

Technology. Shofoluwe is a recipient of<br />

the <strong>University</strong> of <strong>North</strong> <strong>Carolina</strong>’s Awards<br />

for Excellence in Teaching for 2001.<br />

Shofoluwe was one of 16 teachers from<br />

across the state honored by the <strong>University</strong><br />

of <strong>North</strong> <strong>Carolina</strong> Board of Governors. A<br />

faculty member from each UNC campus<br />

received a commemorative bronze medallion<br />

and a $7,500 cash prize.<br />

The recipients, representing an array of<br />

academic disciplines, were nominated by<br />

special committees on their home campuses<br />

and selected by the Board of Governors Committee<br />

on Teaching Awards. The awards were presented by UNC<br />

President Molly Corbett Broad and Board of Governors<br />

Chairman Benjamin S. Ruffin on April 12, 2001.<br />

Shofoluwe has been a member of the N.C. A&T construction<br />

management faculty since 1992. He is admired<br />

for his efforts to help his students find internships while<br />

at A&T and jobs after they graduate, many of them with<br />

Fortune 500 companies. He structures his courses to<br />

encourage collaborative learning and solicits feedback<br />

throughout the semester to monitor students’ learning<br />

Shofoluwe directs an innovative project in southeastern<br />

Greensboro to provide basic education and job training<br />

to low-income citizens, and the City of Winston-<br />

Salem has honored him for his service to the community.<br />

His project not only aids participants, but also provides<br />

opportunities for service and learning for A&T students.<br />

“Education is the centerpiece of our civilization,” he<br />

says. “To this end, the education of young college students<br />

must be well structured to prepare them for their<br />

lifelong professional careers.”<br />

Highlights include financial support from the National Science Foundation Science and<br />

Technology Center for four faculty members and 14 students; enhanced videoconferencing<br />

capabilities and collaboration workshops; 10 internships from the U.S. Environmental and<br />

Protection Agency; and enrollment in the National Council for Science and the<br />

Environment <strong>University</strong> Affiliate Program.<br />

The Enrollment Management and Retention team continued to unite the campus to<br />

achieve enrollment goals. An intense, individualized process of interpersonal communication<br />

between the Office of Admissions, a proactive telecounseling initiative and prospective<br />

students, resulted in new student enrollment of 2,039, which included a record 1,669<br />

freshmen. The Office of the Registrar used technology – such as the AGGIE ACCESS voice<br />

response system and SIS-PLUS on-site registration – to ease registration and grade reporting<br />

processes. And, the Student Financial Aid Office worked with the Administrative<br />

Information Systems Office to give students more autonomy by implementing Web for<br />

Students, a service that allows students to review financial aid data such as documents that<br />

have been received or missing and awards.<br />

The Office of Computing and Information Technology (CIT) underwent several<br />

changes in leadership and structure. Rodney Harrigan was named associate vice chancellor/chief<br />

information officer (CIO) was appointed in September, and by February, three centers<br />

were combined to form the Academy for Teaching and Learning – the cornerstone of<br />

effective teaching and continuous learning for faculty and administrators. Following an<br />

aggressive university-wide strategic planning process, the new Division of Technology was<br />

formed, and the CIO was named vice chancellor. The new position is responsible for campus-wide<br />

information technology and telecommunications with all technology staff reporting<br />

to the Division. CIT now includes Academy<br />

for Teaching and Learning, Administrative<br />

Information Systems, Center for Distance<br />

Learning, Client Services, Computer Systems &<br />

Software, and Networking & Telecommunications<br />

Service.<br />

Sebastian Health Center continued to provide<br />

quality service to its clientele. Sebastian Health<br />

Center Laboratory Services met all criteria for laboratory<br />

accreditation by the Commission on<br />

Office Laboratory Accreditation, a national nonprofit,<br />

physician directed organization that promotes<br />

quality and excellence in medicine and<br />

patient care through programs of voluntary education,<br />

achievement and accreditation.<br />

N.C. A&T Human Rights Medal<br />

■ Every year on February 1, <strong>North</strong> <strong>Carolina</strong> Agricultural<br />

and Technical <strong>State</strong> <strong>University</strong> and the local community<br />

celebrate the anniversary of the day four N.C. A&T freshmen<br />

requested service at the segregated lunch counter of<br />

downtown Greensboro’s F.W. Woolworth Store in 1960.<br />

The actions of Jibreel Khazan (Ezell Blair Jr.), Franklin<br />

Eugene McCain, Joseph Alfred McNeil and David<br />

Richmond Jr. – the Greensboro Four – contributed to a<br />

chain of events that changed the civil rights of blacks in<br />

America.<br />

As the story of the Greensboro Four is recounted annually,<br />

the name Lewis A. Brandon III always emerges. He is<br />

credited with being a behind-the-scenes organizer of similar<br />

movements in Greensboro sit-in and ensuing activities.<br />

On February 1, 2001, Brandon was presented the first<br />

<strong>North</strong> <strong>Carolina</strong> Agricultural and Technical <strong>State</strong> <strong>University</strong><br />

Medal for Human Rights for his lifelong endeavors to ■ Lewis A. Brandon III<br />

correct social injustices.<br />

Chancellor James C. Renick created the award to honor those individuals whose courageous<br />

actions are a reflection of the extraordinary action against social injustice that was demonstrated<br />

by the Greensboro Four. The Class of 1962 – whose members were sophomores at the time of<br />

the sit in – sponsored the first award.<br />

Brandon became aware of social injustices while growing up in segregated Asheville, N.C., in<br />

the 1940s and 50s. He experienced racial prejudice in education and sports and while conducting<br />

community service.<br />

By the time Brandon arrived at A&T in the late 1950s, he was considered an agent for justice<br />

among his peers, including Rev. Jesse Jackson Sr., who credits Brandon with encouraging him to<br />

get involved in the struggle for civil rights. Through the years, Brandon has remained the quiet<br />

but forceful influence behind many causes.<br />

Brandon received his B.S. in biology and M.S. education/biology from A&T in 1963 and 1965,<br />

respectively. He has worked as a research scientist, manager, biologist, university instructor and<br />

field representative, and he recently retired as a science teacher in the Guilford County (N.C.)<br />

School System.<br />

Brandon holds memberships with the Greensboro NAACP, Black Child Development Institute<br />

of Greensboro, Piedmont Land Conservancy (founding member), <strong>North</strong> <strong>Carolina</strong> Association of<br />

Educators-Guilford County, National Education Association, N.C. A&T Alumni Association and the<br />

Aggie Club. He serves on the board of directors of Uplift Inc., <strong>North</strong> <strong>Carolina</strong> Board for Licensing<br />

of Geologists and Beloved Community Center, and he serves as chairman of the Guilford Soil and<br />

Water Conservation District Board of Supervisors.<br />

R E S E A R C H<br />

DURING 2000-2001, the <strong>University</strong> received $26,247,082 in sponsored programs<br />

funding compared to $23,550,004 for the prior period. This represented a 9%<br />

increase and the second record setting report for N.C. A&T. (Note: This amount<br />

excludes the $5,283,035 Federal appropriation for Agricultural Research and<br />

Cooperative Extension Programs.) The cumulative funding received for all programs<br />

for the period ending June 30, 2001, was $31,530,117.<br />

The <strong>University</strong> of <strong>North</strong> <strong>Carolina</strong> General Administration authorized the planning<br />

of the Human-Machine Systems Institute to advance the science and engineering<br />

of human-machine system interface technology, and the Center for Autonomous<br />

Control and Information Technology. The latter will be a focal point for education,<br />

research and technology transfer in intelligent information technology and supporting<br />

disciplines.<br />

Enhancements to curricula were made through three programs:<br />

■ An award from the National Science Foundation (NSF) was used to adapt Justin-Time<br />

Teaching techniques originally developed for physics education for use<br />

in introductory economics courses.<br />

■ Another NSF award supported the design, implementation and evaluation of<br />

an engineering curriculum integrated through a virtual enterprise consisting of<br />

a full-scale manufacturing supply chain, using information technology and<br />

producing an actual product.<br />

■ An award from the U.S. Department of Energy allowed the Center for Energy Research and Technology to develop<br />

and offer three graduate-level courses in energy efficiency and renewable energy and to develop an outreach program<br />

for junior and senior high school students.<br />

BY THE END of 2000-2001, student<br />

involvement in extra-curricular activities had<br />

increased along with the addition of six new<br />

organizations, bringing the number of recognized<br />

student organizations to 167.<br />

A number of new initiatives were introduced<br />

through the Division of Student Affairs,<br />

including the Buckle Up Campaign, which<br />

supports the National Highway and Traffic<br />

Safety Administration’s safety efforts to get drivers<br />

to wear seatbelts, and the Campus Safety<br />

Audit and Walk for Safety, walks around campus<br />

to assess safety issues.<br />

The first citywide observance of the United<br />

Nation’s International Day for the Elimination<br />

of Racism was facilitated through the Minority<br />

Student Affairs Office, and the Career Services<br />

Office provided services online to students<br />

and employers 24 hours – more than doubling<br />

the number of hits to its Web page.<br />

DEVELOPMENT AND UNIVERSITY RELATIONS<br />

THE DIVISION OF DEVELOPMENT and <strong>University</strong> Relations kicked off a number<br />

of <strong>success</strong>ful projects, beginning with the financing, groundbreaking and construction of<br />

Aggie Suites student housing.<br />

A&T became the first of the 16-member <strong>University</strong> of <strong>North</strong> <strong>Carolina</strong> (UNC) System to take<br />

advantage of new legislation that allows foundations to work with financial authorities to secure<br />

tax exempt bonds to fund capital building projects on state campuses. The $26 million project<br />

was backed by <strong>North</strong> <strong>Carolina</strong> A&T <strong>University</strong> Foundation, Inc., which is aligned with the<br />

Division. The Foundation also funded the purchase and refurbishment of an apartment facility<br />

(Aggie Terrace) for married and graduate students, and it secured 44 real estate properties<br />

through its Land Acquisition Program.<br />

The Division spearheaded the first Piedmont Jazz Festival, one of the most exciting events to<br />

hit the Greensboro/High Point/Winston-Salem Triad area in recent years that featured local,<br />

national and internationally acclaimed performing artists. Headliners included Kenny Garrett,<br />

Nneena Freelon, Ravi Coltrane, Eve Cornelius and Rachel Ferrell.<br />

The Development Office raised nearly $20 million (100% more than the previous year) in<br />

cash pledges and planned giving – a direct result of an increased staff, the creation of a Call<br />

Center, and the implementation of a Financed Philanthropy Program.<br />

In an effort to build relationships on and off campus, the Office of Alumni Affairs founded<br />

the <strong>University</strong>’s first Student Alumni Association, co-hosted Family Weekend and coordinated<br />

the first Aggie Cruise to Key West and Cozumel.<br />

The <strong>University</strong> Relations Office coordinated a marketing program that <strong>success</strong>fully aided in<br />

recruiting more students during the school year. Through the Office, the <strong>University</strong> continued<br />

to gain local, national and international media coverage. In January, the <strong>University</strong> Relations<br />

Office was moved to the Garrett House, which had been vacant since the 1990s. The new setting<br />

provides better accessibility to the campus and community.<br />

THE DEPARTMENT OF ATHLETICS implemented safeguards<br />

to track and maintain eligibility for every student athlete, and to ensure<br />

that all student athletes continue to make satisfactory progress toward an<br />

academic degree. For example, an Institutional Compliance Committee<br />

was formed to provide a better system for following and reporting National<br />

Collegiate Athletic Association and <strong>University</strong> violations. Other new programs<br />

include the availability of laptop computers on extended road trips<br />

and academic support for those students who need assistance with their<br />

study and testing skills. Enhanced services were provided in the areas of<br />

life skills, such as drug and alcohol prevention and nutrition.<br />

The Department was reorganized in March, and the Director of Athletics<br />

now reports to the Vice Chancellor for Student Affairs.<br />

AFFAIRS<br />

CHANGE, EXCITEMENT AND ACCOMPLISHMENTS also<br />

contributed to <strong>success</strong>es in the Division of Business and Finance. During fiscal<br />

year 2000, no major audit findings regarding accounting practices or notice of violations<br />

from state or federal auditing agencies for student, employee or environmental<br />

programs of the <strong>University</strong> were found.<br />

The most exciting development for this Division and the <strong>University</strong> was the<br />

passage of the UNC Bond referendum in November. The <strong>University</strong> is now at the<br />

beginning of an intensive capital improvement plan that will net the campus<br />

approximately $154 million in building projects.<br />

The Facilities Office made significant progress with construction projects,<br />

including the opening of the Student Union Annex and Obermeyer Parking<br />

Facility. It is an exciting time for the long awaited funding for new classroom<br />

buildings, residence halls, land, farm facilities, recreation center, and steam and<br />

electrical upgrades.<br />

Higher Education Bonds<br />

On November 7, 2000, voters across the state approved a $2.5 billion bonds package for construction,<br />

repair and renovation of classrooms, science and technology labs, and dormitories at every state university<br />

and UNC-TV. About $600 million included upgrading capacity for every community college. <strong>North</strong><br />

<strong>Carolina</strong> A&T <strong>State</strong> <strong>University</strong>’s share is $153.8 million.<br />

The<br />

NORTH CAROLINA AGRICULTURAL AND TECHNICAL STATE UNIVERSITY is a public, comprehensive,<br />

land-grant university committed to fulfilling its fundamental purposes through exemplary undergraduate and<br />

graduate instruction, scholarly and creative research, and effective public service. Since its inception as a land-grant university<br />

in 1891, N.C. A&T has had a rich tradition of leadership and achievement.<br />

The <strong>University</strong>’s purpose is to provide an intellectual setting where students in higher education may find a sense of identification,<br />

belonging, responsibility, and achievement that will prepare<br />

them for roles of leadership and service in the communities<br />

where they will live and work. In this sense, A&T serves as a laboratory<br />

for the development of excellence in teaching, research and<br />

public service. A&T’s educational program focuses on the broad<br />

fields of agriculture, engineering, technology, business, education,<br />

nursing, the liberal arts and science.<br />

The <strong>University</strong> is comprised of the School of Agriculture and<br />

Environmental and Allied Sciences, College of Arts and Sciences,<br />

School of Business and Economics, School of Education, School of<br />

Technology, College of Engineering, School of Nursing, and the<br />

School of Graduate Studies. A&T has one of only three colleges of<br />

engineering in <strong>North</strong> <strong>Carolina</strong>.<br />

<strong>North</strong> <strong>Carolina</strong> Agricultural and Technical <strong>State</strong> <strong>University</strong> is<br />

accredited by the Commission on Colleges of the Southern<br />

Association of Colleges and Schools to award bachelor’s, master’s<br />
