1.0 DESCRIPTION OF SERVICES:<br />
<strong>Unit</strong>ed States <strong>Air</strong> Forces Europe (USAFE)<br />
<strong>Unit</strong> <strong>Command</strong> & <strong>Control</strong> (UC2)<br />
Support<br />
1.1 OBJECTIVE: The objective of this statement of work (SOW) is to obtain contractor<br />
services to maintain and provide USAFE theater and wing-level technical support to the<br />
<strong>Unit</strong> <strong>Command</strong> and <strong>Control</strong> (UC2) program (formerly known as Theater Battle<br />
Management Core System – <strong>Unit</strong> Level Operations (TBMCS-UL Ops) This critical<br />
Information Technology (IT) requirement shall be a service dedicated to providing worldclass<br />
IT capabilities to theater users. The contractor shall maintain the highest quality<br />
technical proficiency and customer support capability in order to maximize current<br />
<strong>Command</strong>, <strong>Control</strong> Communications, Computers, and Intelligence (C4I) capabilities.<br />
The Contractor shall implement, support and provide input for the design and<br />
management of an efficient and reliable UC2 infrastructure with a high degree of<br />
interoperability and system performance. In addition, the contractor shall ensure rapid<br />
response and solutions to support both day to day operations and contingency<br />
situations. This program requires on-site support at all major USAFE <strong>Base</strong>s and<br />
Geographically Separated <strong>Unit</strong>s to include: (1) Aviano <strong>Air</strong> <strong>Base</strong> in Italy, (2) Incirlik <strong>Air</strong><br />
<strong>Base</strong> in Turkey (3) Royal <strong>Air</strong> Force (<strong>Base</strong>) Lakenheath in the <strong>Unit</strong>ed Kingdom, (4) Royal<br />
<strong>Air</strong> Force (<strong>Base</strong>) Mildenhall in the <strong>Unit</strong>ed Kingdom, (5) <strong>Ramstein</strong> <strong>Air</strong> <strong>Base</strong> in Germany<br />
and (6) Spangdahlem <strong>Air</strong> <strong>Base</strong> in Germany. Future expansion and customer support to<br />
other locations, such as Lajes Field in the Azores (Portugal), will be addressed on a<br />
case-by-case basis.<br />
1.2 SCOPE: The contractor shall provide all personnel, transportation, and services to<br />
accomplish the terms and conditions of this task order (TO). This requirement includes,<br />
but, due to continuous system improvements, is not limited to the following programs or<br />
systems: Core UC2, legacy TBMCS-UL, C2 Information Processing System (C2IPS),<br />
Global Decision Support System (GDSS), and GDSS II. Related systems include:<br />
Global <strong>Command</strong> and <strong>Control</strong> System (GCCS), Global <strong>Command</strong> Support System<br />
(GCSS), Global Broadcast System (GBS), USAFE Personal Computer-Integrated,<br />
Imagery, and Intelligence (PC-I3) system, <strong>Air</strong> Force Mission Support Systems (AFMSS),<br />
Joint Mission Planning System (JMPS), NATO Integrated <strong>Command</strong> and <strong>Control</strong> (ICC),<br />
Enhanced Maintenance Operations Center (EMOC) tool, the Standard MOC tool and<br />
NATO <strong>Air</strong> <strong>Command</strong> and <strong>Control</strong> System (ACCS). Additionally, knowledge of<br />
emerging/innovative systems and technologies (e.g. Advanced Concept Technology<br />
Demonstrations [ACTD], and MAF initiatives) is required. Training and education needs<br />
on above stated systems will be addressed by the customer, as required.<br />

1.4. DESCRIPTION OF SERVICES AND OUTCOMES<br />
1.4.1. Interoperability and Integration Support – The Contractor shall:<br />
1.4.1.1. Provide functional expertise in support of the development of C4I interoperability<br />
requirements and solutions, as required by customer requirements.<br />
1.4.1.2. Develop solutions in efforts to field and use UC2 systems capable of receiving<br />
NATO <strong>Air</strong> Tasking Orders from the NATO Combined <strong>Air</strong> Operations Center (CAOC) and<br />
provide reports up-channel.<br />
1.4.1.3. Review and comment on joint, allied and <strong>Air</strong> Force C2 and ISR documents;<br />
prepare briefings and presentations; respond to e-mail data requests; provide analysis<br />
support and assist the Government in formulating operational concepts and<br />
architectures.<br />
1.4.1.4. Provide recommendations, identify and document the interface and<br />
interoperability requirements between Combat <strong>Air</strong> Forces and Mobility <strong>Air</strong> Forces C2<br />
systems and with USAF and NATO C2 systems, to include those listed within the scope<br />
of this TO.<br />
1.4.1.5. Provide assistance with supported organizations in coordination of C2<br />
interoperability requirements with other agencies on issues relating to in-garrison and<br />
deployed operations.<br />
1.4.1.6. Provide assistance in the development, update and coordination of the draft<br />
Concept of Operations for the Interoperability of <strong>Unit</strong>ed States (US) C2 Systems in a<br />
NATO <strong>Air</strong> Environment through the USAFE staff and other organizations.<br />
1.4.1.7. Coordinate with organizations external to USAFE (to include NATO) in the<br />
development, testing, and evaluation of interoperability requirements and solutions.<br />
1.4.1.8. Maintain logs of all projects and support actions.<br />
1.4.1.9. Represent USAFE at various US, NATO, and/or coalition forces meetings in<br />
support of system interoperability and air C2 data exchange requirements. Close<br />
coordination with the aforementioned entities or organizations could include, but is not<br />
limited to: NATEX office, NATO ACCS Management Agency (NACMA), and the NATO<br />
Consultation, <strong>Command</strong> and <strong>Control</strong> Agency (NC3A).<br />
1.4.2. Outcomes<br />
1.4.2.1. C4I interoperability customers are supported with a suite of applications that<br />
provide the most effective support of the standard processes used to accomplish their<br />
mission.<br />
1.4.2.2. New hardware and software technology solutions acquired are compatible with<br />
existing systems, readily supported and readily maintained.<br />
1.4.2.3. Services provided by technical and application experts allow C4I interoperability<br />
customers to utilize systems and applications that best fit their mission requirements.<br />
The advice provided includes an optimal combination of subject matter and technology<br />
expertise that enables users to maximize use of available technologies.<br />
1.4.2.4. Applications, including web management and multimedia user tools, are<br />
integrated to make the most cost-effective use of shared data.<br />
1.4.2.5. Data can be transferred between C4I information systems and externally located<br />

<strong>Air</strong> Force, DOD and NATO systems, as required. Classified and sensitive information<br />
must be transferred securely IAW <strong>Air</strong> Force Information Assurance policies and<br />
instructions.<br />
1.4.2.6. Interoperability systems enhance operating efficiency, management and<br />
planning.<br />
1.4.2.7. C4I interoperability documentation is readily available and up to date<br />
1.4.3. <strong>Unit</strong> Level Application Training and Support – The Contractor shall:<br />
1.4.3.1. Provide UC2 application support training to wing and squadron personnel. The<br />
Contractor shall assist in the formulation, review and submission of UC2 wing<br />
requirements.<br />
1.4.3.2. Training shall be conducted in both formal and informal settings. Tailor UC2<br />
training materials as necessary, to incorporate local operating procedures and<br />
requirements. Provide one-on-one training to senior officers in the position of Squadron<br />
<strong>Command</strong>er and above, or to other personnel as requested by the customer. Allow for<br />
flexibility in scheduling/training in the event of competing mission requirements.<br />
1.4.3.3. Develop and/or customize UC2 applications to achieve local requirements.<br />
Enhancements, refinements and system requirements shall be documented and<br />
forwarded to MAJCOM-level for review and potential submission to higher headquarters.<br />
1.4.3.4. Maintain class rosters for all training events and maintain detailed logs for all<br />
application enhancements.<br />
1.4.3.5. Coordinate efforts between UC2 functional and technical personnel to provide<br />
cohesiveness and singularity of focus at each operating location.<br />
1.4.3.6. Coordinate with other wing-level trainers and MAJCOM staff to develop a<br />
standardized training program.<br />
1.4.3.7. Be available to support local exercises, to include extended duty days as<br />
required to ensure timely support is provided to the wing. Be immediately available for<br />
support during higher headquarters’ (HHQ) inspections or evaluations.<br />
1.4.3.8. Be familiar with NATO C2 systems in order to assist the wings in NATO<br />
operations and to help highlight NATO interoperability concerns.<br />
1.4.3.9. Assist MAJCOM staff and other wing-level trainers in the development and<br />
distribution of new training processes and methods in order to gain efficiencies in the<br />
training arena and thereby maximizing UC2 operations. Training enhancements and/or<br />
improvements could include, but not limited to: computer-based training,<br />
collaboration/communication tools, and video teleconferences.<br />
1.4.3.10. Provide a UC2 technical operations trainer to HQ USAFE/A3YC. Be<br />
responsible for: Training oversight at all USAFE UC2 locations and for overall USAFE<br />
functional training recommendations, Consolidating and coordinating wing UC2 Ops<br />
requirements with the wing UC2 Ops trainers, Participating in the multi-MAJCOM UC2<br />
forums to help explain emerging USAFE UC2 requirements, and Augmenting, or<br />
replacing UC2 Ops trainers at the wings for short periods of time (e.g. two-three<br />
weeks).Minimum security clearance is Secret. However, Top Secret clearance is<br />
desired.<br />

1.4.4. Outcomes<br />
1.4.4.1. UC2 customers are supported with a suite of applications that provide the most<br />
effective support of the standard processes used to accomplish their mission.<br />
1.4.4.2. Users receive basic information and are trained in the use of UC2 software<br />
application.<br />
1.4.4.3. Users receive advanced information and are provided both standardized and<br />
customized training in the use of the UC2 software application.<br />
1.4.4.4. Application customization enhances operating efficiency, management and<br />
planning of UC2 operations.<br />
1.4.4.5. <strong>Unit</strong>-level application training documentation is current and readily available<br />
1.4.4.6. Contractor assigned to HQ USAFE/A3YC to manage overall USAFE UC2<br />
requirements.<br />
1.4.5. Program Management Support<br />
1.4.5.1. The contractor shall identify a task order lead/task order manager.<br />
1.4.5.2. The contractor shall be responsible for successful execution of all TO<br />
requirements.<br />
1.4.5.3. Task Order Lead shall serve as the primary point of contact for all new projects,<br />
requirements and deliverables; to include monthly metrics, customer service statistics,<br />
project status and activity reports.<br />
1.4.5.4. Task Order Lead shall coordinate and track leaves, travel authorization requests<br />
and other absences of TO contractor personnel 15 calendar days in advance of action,<br />
unless circumstances dictate otherwise.<br />
1.4.5.5. The contractor shall ensure that a plan of action is in place to support all<br />
locations with a minimum of one (1) on-site technician throughout the period of<br />
performance. In the event an emergency arises, the contractor shall coordinate with<br />
MAJCOM staff and/or customer to ensure another technician is readily available at a<br />
sister base that can provide on-site technical expertise (e.g., Lakenheath vice<br />
Mildenhall)<br />
1.4.5.6. As required, the contractor shall assist government staff by providing UC2<br />
project tracking and support..<br />
1.4.5.7. As required, the contractor shall assist in preparing bullet background papers,<br />
staff summary sheets, and staffing packages; reviewing and coordinating on staff<br />
packages; responding to e-mail data requests; providing planning support; and preparing<br />
detailed implementation schedules and documentation. The contractor shall post<br />
updates for the USAFE UC2 Community of Practice (CoP), to provide dissemination of<br />
information deemed necessary by the QAP. The contractor shall maintain this web site<br />
in compliance with USAFE policies and security regulations.<br />
1.4.5.8. The contractor shall represent USAFE by attending program and project<br />
management related meetings, working groups, conferences, and seminars in support of<br />
the UC2 Program; provide trip reports to reflect issues and actions discussed, unless<br />
directed otherwise by customer.<br />
1.5. Applicable to All Areas<br />

1.5.1.1. A separate section of the Monthly Status Report (MSR) shall address metrics<br />
used to track critical success factors. A sample format will be agreed upon between the<br />
QAP and the contractor. A copy of each metric shall be included in the MSR; additional<br />
metrics may be added as the task order progresses. The contractor shall provide a<br />
briefing at each Performance Management Review, as required by the QAP, concerning<br />
the metrics, results, and proposed corrective actions.<br />
1.5.2. Miscellaneous<br />
1.5.2.1. Contingency Support: Contractor shall support <strong>Air</strong> Force theater/wing<br />
exercises, live events and/or emergency responses as required to support UC2<br />
operations.<br />
1.5.2.2. Project Monitoring and Reporting: The contractor shall provide support to<br />
include, Project Implementation Plans, Customer Service Surveys, Trip Reports and<br />
Monthly Status Reports as requested by the TO Performance Manager (Quality<br />
Assurance Evaluator – QAE/QAP).<br />
1.5.2.3. Presentations and Briefings: The contractor shall prepare presentations,<br />
briefings, trip reports and technical analysis, as required.<br />
1.5.2.4. Materials/Supplies: Reserved. All materials and supplies necessary for<br />
the contractor to fulfill TO requirements will be provided by the customer.<br />
1.5.2.5. Travel: All required travel costs in support of this SOW are reimbursable to the<br />
contractor by the Government. The Government will approve contractor-provided Letters<br />
of Identification (LOI) for all travel prior to the contractor traveling. No single contractor<br />
employee will be required to spend more than 35 calendar days in the Continental<br />
<strong>Unit</strong>ed States (CONUS) during the Period of Performance (PoP). Additionally, no single<br />
contractor employee will be required to spend more than 70 consecutive calendar days<br />
in a temporary duty (TDY) status or be requested to support more than 90 total calendar<br />
days TDY during the PoP. All travel requirements will be provided in writing to the TO<br />
Performance Manager (Quality Assurance Evaluator – QAE/QAP) for customer-directed<br />
travel and contractor to TO Performance Manager (Quality Assurance Evaluator –<br />
QAE/QAP) for contractor-requested travel. To the maximum extent possible, travel<br />
requests should meet minimum notification lead-times IAW the following table:<br />

3.0. GOVERNMENT-FURNISHED PROPERTY AND SERVICES:<br />
3.1. Government Furnished Property (GFP): IAW the basic contract, the Government<br />
will provide the facilities and equipment necessary to perform the tasks stipulated in this<br />
SOW. The facilities include office space in both classified and unclassified facilities; the<br />
equipment includes computers (both PCs and workstations), printers, networks, copy<br />
machines, telephones, fax machines, desks, and chairs.<br />
3.2. Government Furnished Services: IAW SOO.<br />
4.0. GENERAL INFORMATION:<br />
4.1. TO procedures: IAW SOO.<br />
4.1.1. Technical Evaluation: Reserved.<br />
4.1.2. Task Order (TO): A firm fixed price (FFP) TO shall be negotiated, using the<br />
appropriate CLINs set forth under the contract pricing schedule.<br />
4.1.3. Performance Period: As outlined in the Task Order and corresponding<br />
modifications thereto.<br />
4.1.4. Hours of Performance: The support requirements identified in this SOW are<br />
based on core hours of 7:30 - 16:30, Monday - Friday, 8-hour day, 40-hour work week<br />
(not including US Federal Holidays specified in the SOO). In some instances, it may be<br />

necessary to shift the time of performance to accommodate operations and work outside<br />
of the normal duty hours. Extended Work Week (EWW) hours may be called out to<br />
meet mission requirements associated with tasks identified in this SOW.<br />
4.1.5. Extended Work Week (EWW): EWW is to be authorized by the QAP in advance<br />
on a case by case basis.<br />
4.1.6. Place of Performance: Tasks identified in this SOW shall be performed at<br />
Aviano <strong>Air</strong> <strong>Base</strong> in Italy, Incirlik <strong>Air</strong> <strong>Base</strong> in Turkey, Royal <strong>Air</strong> Force (<strong>Base</strong>) Lakenheath<br />
in the <strong>Unit</strong>ed Kingdom, Royal <strong>Air</strong> Force (<strong>Base</strong>) Mildenhall in the <strong>Unit</strong>ed Kingdom,<br />
<strong>Ramstein</strong> <strong>Air</strong> <strong>Base</strong> in Germany and Spangdahlem <strong>Air</strong> <strong>Base</strong> in Germany. The SOW<br />
tasks may require travel to other OCONUS and CONUS locations for periods of<br />
temporary duty.<br />

9.0. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE<br />
NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER:<br />
All services required within the scope of this contract may be determined to be essential<br />
for performance during crisis according to DoDI 3020.37. The contractor will be notified<br />
of the specific performance requirement, hours of operation required and the procedures<br />
to notify the contractor at the time of need.<br />
