GOVERNANCE<br />
• Governance is broadly defined as:<br />
• The traditions <strong>and</strong> institutions by which authority in a country<br />
is exercised for the common good, which includes:<br />
– The process by which authority is selected, monitored <strong>and</strong><br />
replaced<br />
– The capacity of the government to <strong>effective</strong>ly manage its<br />
resources <strong>and</strong> implement sound policies<br />
– The respect of citizens <strong>and</strong> the state for the institutions that<br />
govern economic <strong>and</strong> social interaction among them<br />
• Governance is built on the pillars of:<br />
– Transparency, accountability, participation, leadership, general<br />
organisational management, respect for the rule of law, rights<br />
based, sustainable, gender sensitive <strong>and</strong> <strong>effective</strong>ness.
LEGISTATIVE FRAMEWORK<br />
• Constitution of the Republic of South thAfrica<br />
• Municipal Structures Act 117 of 1998 provides for , amongst others,<br />
the:<br />
– establishment of municipalities, the structures to be established to<br />
govern the municipality, outlines the functions <strong>and</strong> powers of the<br />
municipality, mechanisms for participation (ward committees)<br />
• Municipal i lSystems Act At32 of 2000 provides for, amongst others, the:<br />
– Duties of municipalities, community participation, integrated<br />
development planning, performance <strong>and</strong> human resource management, a<br />
framework relating to municipal services, code of conduct for municipal<br />
staff <strong>and</strong> councillors.<br />
• Municipal Finance Management Act 56 of 2003 provides for sound <strong>and</strong><br />
sustainable management of financial resources.<br />
• Intergovernmental Relations Framework Act 13 of 2005
GDS: GOVERNANCE<br />
• The City’s Growth <strong>and</strong> Development Strategy (GDS)<br />
GDS 2040‐ Draft for consultation on governance<br />
focuses on the following areas :‐<br />
– Strengthening good governance<br />
– Sustain the city’s financial position<br />
– Support <strong>and</strong> improve oversight structures<br />
– Enhance participatory planning <strong>and</strong> budgeting<br />
– <strong>Building</strong> a new cadre of local government activists<br />
– Entrench Batho Pele principles p in the workforce<br />
– Intergovernmental alignment, innovation <strong>and</strong> partnerships<br />
– Promote social cohesion <strong>and</strong> moral regeneration

GAUTENG PP FRAMEWORK<br />
• The framework developed in 2009, is based on legislative<br />
prerequisites <strong>and</strong> the current practice in municipalities.<br />
• Effective ward committees are a key component in driving<br />
community based planning<br />
• Community based planning is a ward based approach, which breaks<br />
down the IDP <strong>and</strong> Budget process to a ward level.<br />
– Social diversity in the community <strong>and</strong> the envisaged outcomes of the<br />
different groups must be understood<br />
– Analysis of the services available to the community<br />
– Underst<strong>and</strong>ing the vulnerabilities of the community<br />
– Consensus must be reached on priority outcomes identified by the<br />
community<br />
– Collective development of plans<br />
– Priorities linked to the IDP

• Generally governance would refer to areas<br />
inclusive of Public Participation, Effective <strong>and</strong><br />
Functional ward committees, implementation bylaws,<br />
policies <strong>and</strong> compliance with relevant local<br />
government legislation<br />
• Effective <strong>and</strong> Functional Oversight Committees<br />
• The City of Johannesburg has been a pilot for the<br />
implementation i of the oversight ihmodel dlh that is<br />
meant to hold the executive to account.
CONCLUSION<br />
• The Growth <strong>and</strong> Development Strategy (GDS)<br />
GDS 2040 – draft for consultation of the City<br />
satisfies the envisaged outcome based<br />
planning approach from a governance<br />
perspective.
