A Publication of the Central Bank of Trinidad and Tobago Retirees’ Club

“We retirees are no longer fashioned by the urban traffic and skyscrapers of the metropolis. Our conditioning now
comes from swaying palm trees on long white sandy beaches caressed by warm, clear, bluish-green waters. This is
how we roll.”
From a speech delivered by the President of the Retirees’ Club on July 10, 2012,
on the occasion of a farewell function for Governor Ewart Williams.

WELCOME
Readers, welcome to the second edition of our re-established Vintage Magazine. This should have been our third edition but
because of an unusual pressure on our scarce resources at the time, the last September issue could not happen as scheduled.
However, the good news is that “We’re back!”, and with all systems in place, Vintage will be published twice a year - April and
September.
Our last publication attracted rave reviews from all over the globe . . . well at least from one person in Canada, a couple in New
York, someone in Tobago, and many right here in Trinidad. The overwhelming positive feedback has been very encouraging
and we appreciate the sentiments expressed.
A ‘pdf ’ version of Vintage was placed on the Central Bank’s
intranet thereby allowing, for the first time, full access to
our magazine by management and staff of the Central Bank.
We are grateful for this step forward and hope that this can
continue.
A special thank you goes out to the Corporate
Communications department where the final stage of our
publication is managed. The folks assigned to the Vintage
project formatted the text, pictures, and graphics into
the magazine we read. They also handled printing. Great job!
We hope you enjoy this issue of Vintage and we look forward
to your comments. Please let us know if you are interested
in submitting an article for our next issue. All contact
information is shown on the inner back cover. Read on.
MeSSAGE FROM THE PRESIDENT
CHANGES IN THE WAY
THE BOARD ADMINISTERS
THE AFFAIRS OF THE CLUB
i everyone. I am grateful for this opportunity
to share with members of the Retirees Club.
I hope that this message meets you in good
health and that you continue to be safe and Hsecure in these troubling times. A lot has been happening
behind the scenes since the last publication of Vintage. The
list of accomplishments has much more than I can possibly
include in this short article, so I’ll just mention what I
consider to be the most significant developments.
On the 28th June 2012 we signed a Relationship
Agreement with the Bank. We took this step in order to
ensure that the Club can continue to function normally and
with a minimum of disruption whenever there are changes
to the board of directors or when reassignments within
the Bank result in changes in the personnel with whom we
interface.
We have changed our Financial/Accounting Year
(previously January to December) in order to align it with
that of the Bank (October to September). The process of
making this transition to the new financial year resulted in
the need to hold two AGMs in 2012. At the second AGM
we passed a resolution making the appropriate change to
our constitution.
The switch to a new Financial/Accounting Year paved the
way for the Club’s first ever Budget Allocation which was
approved by the Bank on 7th November 2012.
The process of developing the budget
has highlighted the real costs
of operating the Retirees
Club and while the Retirees Board is thankful to the Bank for
its generous allocation, we are now also acutely mindful of the
need to supplement this assistance through self-help projects.
Stay tuned for our upcoming grand fundraiser.
The developments just mentioned have changed the way the
Board administers the affairs of our Club. The structures
developed will greatly improve the administration process
and hopefully make life easier for future Boards. At this point
I want to thank my fellow Directors for their continuing high
level of sustained performance. I am very lucky to be at the
helm of a team whose collective resources allows us to take all
challenges in stride. Good going guys.
I must also mention that the transition to working with a new
Central Bank Governor has been a very smooth and pleasant
one. Our Board met with newly appointed Governor Jwala
Rambarran on 11th September 2012 in the Bank’s board
room. Because the Governor was familiar with most of us,
the meeting seemed more like a renewal of old acquaintances.
The Governor endorsed the Bank’s strong ongoing support for
the Club and, coming out of the meeting, was able to expedite
progress on a number of outstanding matters.
In closing I encourage members to remain financial and
non-members to become members, The Board is now making
efforts to raise the profile of the Club through its advocacy and
its programme of activities and for this we need your active
involvement. Be prepared to answer
the call. Take care.
My time spent in the Corporate Communications
Department as the liaison between the Central
Bank’s Management Team and the Retirees Club
(2010 - 2012) has been a pleasurable and rewarding
one. In 2011, a new Board Of Directors comprising
nine persons was elected to administer the Central
Bank’s Retirees Club. Each member of the Board
brings to the Club a unique blend of talent and
experience contributing to the success of the Club
thus far. The Publication of Vintage Magazine is one
such success of which all the Club’s members should
be proud.
During its nine years of existence, many others
have worked tirelessly towards achieving the
benefits that the Club enjoys today. There have been
several accomplishments over the years which have
contributed to enriching the lives of our Retirees.
The enthusiasm and camaraderie of the Board
and the Members of the Retirees Club was a truly
gratifying experience. It is a clear indication that the
warm embrace of our Central Bank Family certainly
does not end with retirement! I wish the current
Board every success in all its future endeavours. For
me, it is not “goodbye” but only “hasta la vista”.
On behalf of all retirees, the Board of Directors of
the Retirees Club of the Central Bank of Trinidad
and Tobago extends warmest thanks to Ms. Hilary
Wilkins for her top-notch service to the Club during
her time as Liaison Officer. We wish her well as she
continues her career at the Bank. We also give the
assurance that the Club will be here to welcome her
when she retires.
Hilary has since passed the baton to Claudette John,
our current Liaison Officer.
APRIL 2013 3

On Thursday January 31 2013 the Bank bid a fond
farewell to Dr. Shelton Nicholls at a ceremony held
in his honour. Many of us who are now retirees have
had the privilege of working closely with Dr. Nicholls
during his ten years as Deputy Governor and can
testify to his dedication and professionalism. We
remember as well the passion and intensity with
which he approached even such lighter pursuits as
performing in the choir or participating in sporting
events. Dr. Nicholls was indeed a man of many parts
and Vintage would like to take this opportunity
to salute his sterling contribution to the Central
Bank. We can find no better way of doing so than
through the words of Deputy Governor Joan John
whose reminiscences and sentiments expressed at Dr.
Nicholls’ farewell function so eloquently echoed our
own thoughts and feelings:
Firstly, Shelton, we want to
acknowledge your tremendous
contribution to the Bank and
to each of us. While your direct
responsibilities have spanned
Research, Library, Records and
Archives, ITS, Risk and Security,
your broader participation on
bank-wide committees and
involvement in so many of the
Bank’s publications have led to a far broader span of your
influence. Those of us who work in these other areas of
the Bank - whether it be in the Reserve Management
Department where we had your regular input at the
ROC Meeting, or in FISD, where we had the benefit of
your understanding of macro-prudential issues in the
regular publication of the Financial Stability Report, or
whether it was with regard to more ad-hoc exercises such
as the upgrade of the Bank’s website - we all have gained
a tremendous amount from your willingness to share the
breadth of your knowledge and your excellent command of
the English language.
However, your contribution in the area of the Bank’s
Research and Policy is particularly outstanding as you would
have been at the centre of many of the new developments
over the past years - whether it was with regard to the
building of a macro-econometric model of Trinidad and
Tobago, formulation of monetary policy, the development
of new data sets, the preparation of research papers,
establishing new indicators, preparing speeches on a variety
of subjects, and more recently on the development of the
new mortgage market guideline for Trinidad and Tobago.
We all know that Shelton loves economics and cares
deeply about the Bank’s Research Department. I thought
therefore that I would garner some views from the Research
Department about what would be their lasting memories.
Here are some:
1. The high regard in which you hold the Bank and the
important role that you saw the Bank playing in the
country’s development. You were often heard to say:
If the Bank fails the country fails.
2. The personal responsibility you felt for ensuring that
the quality of work emanating from the Research
Department met the highest professional standards.
4 VINTAGE

3. Your commitment to getting the job done, whatever it
took, even if that involved working into the wee hours
of the morning and on weekends. (I suspect that there
are some among us who would have found this to be
a most annoying trait).
4. Your encouragement and mentoring of young
economists. You were never too busy to elucidate
on the fine points of an econometric model or
mathematical problem. (I can testify to the fact that
many an evening I would leave him huddled together
with one or more economists helping them to raise
the standard of their work).
5. What is described as your diplomatic skills.
Others have described your manner as courteous,
encouraging and supportive.
6. Shelton’s facility with the Queen’s English is also
legendary. Lester describes this as your knack for
elegant and suitably nuanced writing. Indeed, I would
often use him as the person to cast a last eye on a
document before it entered the public space.
I know that our Research Department will continue to feel
your presence long after you have demitted office as Deputy
Governor, Research and Policy.
Shelton played an important part in ensuring the acquisition
of relevant research documents and indeed was one of, if not
the most avid user of the Bank’s library. I suspect that this
record will be maintained for some time to come.
He was also integral to the development of several aspects
of the Bank’s information technology and you would not be
surprised to know that up to yesterday we were at a meeting
in which the ITS work plan was being presented. He was
working up to the end. He was involved in the development
of a number of the Bank’s core data systems, including the
FAME data base, and the debt monitoring system. He deeply
cared about all these aspects of his discipline.
I also sought the opinion of managers in other areas of
the Bank, especially in the ITS Department and Library,
Records and Archives which were also areas of the Bank
that Shelton was passionate about. Not surprisingly, the
feedback was quite similar – perfectionist, very professional,
high standards, excellent teacher, his use of drawings and
mathematical formulae to clarify a point, dedication, hard
working, courteous, encouraging and supportive.
Shelton chaired or was a member of many of the key
committees in the Bank. In all of these he would be one
hundred per cent committed and bring to bear the highest
standards. He also represented the Bank at various local,
regional and international meetings. He was particularly
keen on regional matters and developed a strong professional
relationship with all the regional central banks.
Even with this workload Shelton found time for his other
passions - music and sport. We know that Shelton loves
classical music. When Tracy recently got him a book and
CD on the life and work of Beethoven, not only did he love
them and was immediately consumed by their contents, but
went about trying to get himself a similar collection on other
great composers. I believe that he has already sourced works
of Mozart. Not surprisingly he joined the Bank’s choir and
was only constrained in his participation by his very tight
schedule. We made good-natured fun of him sometimes
in our small birthday gatherings when many of us would
render a bathroom style version of the “Happy Birthday”
song only to hear him chiming in with his very correct
classical version. He took our heckling in very good spirits.
Shelton also loved sports and would get involved both at the
Bank’s sports day activities and in the intra-regional central
bank games where he would be a regular part of the table
tennis team. I had the good fortune to have the office next to
his for the past several years and we would often have lunch
at the same time. I got to know all these aspects of Shelton,
but I also got to know his less formal side - his highs and his
lows, and he was generous enough to share them with me. I
truly treasure your friendship and that you trusted me with
many of your more private feelings.
Shelton, we love you and wish you a very successful future.
Vintage joins Ms. John and the rest of the Central Bank
in wishing Dr. Nicholls the very best as he begins the
next chapter of his life. We will always be grateful for his
indelible contribution to the Central Bank and for having
had the opportunity to work with, and be inspired by such a
distinguished professional.
Thank you, Dr. Nicholls.
The following is an excerpt from seniorjournal.com -
People are living longer and are in better physical condition
than their predecessors because today’s senior citizens are
more aware of the need to remain physically active into their
“Golden Years”.
Whether you are a senior yourself or you are looking for ways
to help the seniors in your life live longer, healthier lives, it
is important to remember that physical fitness can benefit
people of all ages and physical conditions.
Successful exercise programs for seniors generally fall into
four main categories:
• Endurance
• Strength
• Balance
• Flexibility
By finding activities that incorporate attention to each of these
areas, seniors will see benefits in every area of their lives,
even if they have had an inactive lifestyle previously.
Exercise benefits everyone, but in some ways, older adults
have even more to gain when they make a decision to get fit
and create their routines to stay fit.
Lowered risk for heart disease, arthritis, high blood pressure,
and high cholesterol levels have been linked to physical
fitness. Managing and treating or preventing other diseases
like breast and colon cancer and osteoporosis also have
been connected to one’s overall fitness.
Everyone is different, but your doctor will know your medical
condition and history as well as any limitations you may
have. By discussing the degree and intensity of the exercise
program, together you can agree on what has the potential to
work best.
Seniors should start slowly to discover a comfort threshold
and then increase from there. Finding a buddy to work out
with makes things even more fun. This workout partner could
be a friend or family member or you can join an organized
fitness program to keep motivated and to establish a routine
that will not only make you feel better overall, but will give
you something to look forward to each day or week.
------ End of excerpt ------
Vintage encourages our readers to develop the habit of regular
exercise. Walking is by far the easiest, and cheapest activity to
engage in. Make use of the free exercise equipment erected on
many recreational grounds throughout our country. The gym at
the Central Bank is an option which comes with the benefit of
supervision and assistance in developing an exercise routine.
Keep in mind that along with exercise, proper nutrition and
sufficient rest should be included in the habit. Include your
doctor in the decision making process. We need you around to
celebrate retirement for many years to come.
KNOW YOUR NUMBERS
Blood pressure (BP) is the force exerted on the walls
of blood vessels by circulating blood. The heart
pumps blood through the circulatory system by
contracting and relaxing its muscles over and over.
This pulsing action results in alternating high and low
pressures in the blood vessels.
When the heart muscles contract, blood is suddenly
pushed through the arteries causing a peak in the
pressure within. This heightened force is called the
systolic pressure. The heart then relaxes for a brief
moment resulting in a greatly reduced pressure in
the artery walls, This lowered force is known as the
diastolic pressure. The units of measurement for
these forces are ‘millimeters of mercury’, written as
‘mmHg’. You don’t need to remember that last part.
According to the American Heart Association, the
desired blood pressure range for adults is one where
the systolic (first number) is within a range of 90 to
119, and the diastolic (second number) is within a
range of 60 to 79.
Because we are all different, a normal reading for
one person may be a bit high for another. With your
doctor’s help you should get to know your numbers.
Most blood pressure readings are taken from the
upper arm where the brachial artery (a major one)
can be easily accessed. A blood pressure reading
is stated as the systolic number over the diastolic
number or the systolic in front of the diastolic. In
other words, the higher number is always on top or
in front. A written blood pressure of 120/80mmHg is
simply spoken as, “120 over 80”.
IN HONOUR OF THE
LONGEST SERVING
GOVERNOR
The Victor E. Bruce Financial Complex
is a fine structure situated in Tobago. At a
special ceremony held on June 18, 2012,
the building was named in honour of the
first local Governor of the Central Bank of
Trinidad and Tobago - Victor Edward Bruce.
Vintage stumbled on this building while on
assignment in Tobago, and captured its image
for the benefit of our readers. This complex
is a fitting memorial to Governor Bruce who
was first and foremost a Tobagonian.
Vintage remembers Governor Bruce mainly
for his commanding physical presence.
There were times when ordinary staff would
enjoy a chuckle on seeing a cool slowwalking
manager suddenly break into a jog
when summoned by Governor Bruce. Yes,
he demanded high standards. He insisted
that even outside of working hours, Central
Bank employees were expected to maintain
standards of decorum and to engage in a
code of conduct befitting a ‘Central Banker’.
Having served for a period of fifteen years,
Victor Bruce remains the longest serving
Governor of the Central Bank of Trinidad
and Tobago. The Victor E. Bruce Financial
complex preserves the memory of a highachieving
son of the soil and hopefully
will encourage upcoming Central Bankers
to strive for the highest standards in
performance, public service and integrity.
Vintage thinks its cool to have a building
named after you. Yep!
DON’T HOPE . . . DECIDE!
While waiting to pick up a friend at the airport,
I had one of those life-changing experiences that
you hear other people talking about - the kind
that sneaks up on you unexpectedly. This one
occurred a mere two feet away from me.
Straining to locate my friend among the
deplaning passengers, I noticed a man coming
toward me carrying two light bags. He stopped
right next to me to greet his family.
First he motioned to his younger son (maybe six
years old) as he laid down his bags. They gave
each other a long, loving hug. As they separated
enough to look into each other’s face, I heard the
father say, “It’s so good to see you, son. I missed
you so much!” His son smiled somewhat shyly,
averted his eyes and replied softly, “Me too, Dad”.
Then the man stood up, gazed into the eyes of his
older son (maybe 10) and while cupping his son’s
face in his hands, said, “You’re already quite the
young man. I love you very much Zach!”. They
too hugged a most tender, loving hug.
While this was happening, a baby girl (perhaps
one-and-a-half) was squirming excitedly in her
mother’s arms, never once taking her little eyes
off the wonderful sight of her returning father.
The man said, “Hi, baby girl”, as he gently took
the child from her mother. He quickly kissed her
face all over and then held her close to his chest
while rocking her from side to side. The little girl
instantly relaxed and simply laid her head on his
shoulder, motionless in pure contentment.
After several moments, he handed his daughter to
his older son and declared, “I’ve saved the best for
last”, and proceeded to give his wife the longest,
most passionate kiss I ever remember seeing. He
gazed into her eyes for several seconds and then
silently mouthed, “I love you so much!”.
They stared at each other’s eyes, beaming big
smiles at one another, while holding both hands.
For an instant they reminded me of newlyweds,
but I knew by the age of their kids that they
couldn’t possibly be. I puzzled about this for a
moment then realized how totally engrossed I was
in the wonderful display of unconditional love
not more than an arm’s length away from me. I
suddenly felt uncomfortable, as if I was invading
something sacred, but was amazed to hear my
own voice nervously ask, “Wow! How long have
you been married?”.
“Been together fourteen years total, married
twelve of those”, he replied without breaking his
gaze from his lovely wife’s face. “Well then, how
long have you been away?”, I asked. “Two whole
days”.
Two days? I was stunned. By the intensity of the
greeting, I had assumed he’d been gone for at
least several weeks - if not, months. I know my
expression betrayed me.
I said, almost offhandedly, hoping to end my
intrusion with some semblance of grace (and
to get back to searching for my friend), “I hope
my marriage is still that passionate after twelve
years”.
The man suddenly stopped smiling.
He looked straight in the eye, and with
forcefulness that burned right into my soul, he
told me something that left me a different person.
He said, “Don’t hope, friend . . . decide!”. Then he
flashed me his wonderful smile again, shook my
hand and said, “God bless!”.
Try The Queen’s Park Savannah
As a retiree, you may only venture out
your house to drop or pickup someone, to
visit the doctor/pharmacy, or to make a
quick grocery. This kind of routine, if left
unchecked, can quickly lead to a dullness
which can sap your energies. The result? . .
. a dull retiree. You have to make an effort
to occasionally embrace the outdoors and
re-energize yourself.
Vintage encourages you to give the
Queen’s Park Savannah a try. Come out
with company on a Sunday afternoon and
relax on a bench around the savannah. A
good dose of ‘sit and chat’ in the outdoors
may be all you need to regain some
balance. Around the savannah, there is a
good mix of the natural flora with vintage
and modern architecture.
The images on this page are a reminder
of the open-air ambiance that’s waiting
to welcome you. Come out and re-align
After examining a female
patient, the doctor took the
husband aside and said, “I
don’t like the looks of your
wife at all”. “Me neither doc”,
said the husband, “but she’s
a great cook and a really
great mom to the kids”.
An older gentleman was
on the operating table
awaiting surgery. He had
insisted that his son,
a renowned surgeon,
perform the operation. As
he was about to get the
anesthesia, he asked to
speak to his son. “Yes,
dad, what is it?”, the son
asked. The father replied,
“Don’t be nervous, son.
Do your best and just
remember that if it doesn’t
go well, if something
happens to me, your
mother is going to come
and live with you and your
wife”.
A woman walked up to a little
old man rocking in a chair on his
porch.
“I couldn’t help noticing how
happy you look”, she said.
“What’s your secret for a long
happy life?”
“I smoke three packs of
cigarettes a day”, he said. “I
also drink a case of whiskey a
week, eat fatty foods, and never
exercise”.
“That’s amazing”, the woman
said. “How old are you?”
“Twenty-six”, he replied.
A couple goes out to dinner to celebrate
their 50th wedding anniversary. On the
way home, she notices a tear in his
eye and asks if he’s getting sentimental
because they’re celebrating 50
wonderful years together.
He replies, “No, I was thinking about the
time before we got married.
Your father threatened me with a
shotgun and said he’d have me thrown
in jail for 50 years if I didn’t marry you.
Tomorrow I would have been a free
man!”
Statistics play an
important role in
genetics. For instance,
statistics prove
numbers of offspring
If your parents didn’t
have any kids, odds
are that you won’t
either.
Two aerials meet on a
roof, fall in love, and get
married. The ceremony
wasn’t all that good,
but the reception was
brilliant.
I went to the doctor
the other day and
asked, “Have you got
anything for wind?”.
He gave me a kite.
I asked my gym instructor,
“Can you teach me to do
the splits?”, He said, “How
flexible are you?”. I said, “I
can’t make Tuesdays”.
“Doc, I can’t stop singing the
Green Green Grass of Home”.
He said, “That sounds like
Tom Jones syndrome”. Is it
common?”, I asked. “It’s not
unusual”, he replied.
