Property tax. This revenue source, the General Fund’s 2 nd largest,<br />

is projected to decline through 2010/11. As documented<br />

previously, property tax receipts are projected to finish 2010/11<br />

down $1.2 million from 3 years ago. Fortunately, it looks like the<br />

pace <strong>of</strong> the decline is slowing. For the current 2009/10 Fiscal<br />

Year, receipts are down 12.3%. However, the latest projections<br />

from the Santa Cruz County Assessor indicates that 2010/11 total<br />

receipts may face only a 3.5% overall decline.<br />

The current housing market appears to be approaching a bottom<br />

as the rapid decline in home values has slowed such that, through<br />

the first quarter <strong>of</strong> 2010, values look to have stabilized. Chart 2<br />

shows that, for the first quarter <strong>of</strong> 2010, single family home values<br />

have slightly increased over the value for calendar year 2009.<br />
