The system created draws a lot from the European Union institutional mechanism<br />
(for instance, its institutions include the Meeting of Presidents, a Council of Ministers,<br />
an Executive Committee, a General Secretariat as well as a Court of Justice and the<br />
Parliament). It also sets a wider goal for integration. The SICA no longer has exclusive<br />
economic objectives; rather, it intends to represent the link between the traditional<br />
system of intergovernmental co-operation and a more advanced “Community” legal<br />
order, recognising the indivisible character of development, peace, democracy and<br />
integration and the use of regional means to achieve them. Among its founding<br />
principles are, in fact, the recognition of the <strong>Central</strong> <strong>American</strong> identity and the gradual<br />
completion of the regional economic integration. As such it offers more opportunities<br />
for a legislative intervention in the field of integration. Furthermore, the creation of<br />
other integrated instruments (in particular, the SICA General Secretariat and, later, the<br />
<strong>Central</strong> <strong>American</strong> Court of Justice) gave to the Parlacen some objective allies in the<br />
