Offices is a key strength of these watchdog <strong>in</strong>stitutions. Non-state <strong>in</strong>stitutions, especially<br />
media and civil society, are key anti-corruption actors because for corrupt <strong>in</strong>terest<br />
groups it is much harder to <strong>in</strong>fluence and control them than state <strong>in</strong>stitutions.<br />
Best Practices<br />
Assess<strong>in</strong>g the best practices the authors of this report conclude that an adequate formal<br />
framework is not always enough for an <strong>in</strong>stitution’s success. Personal qualities such as<br />
leadership, honesty or courage may also be key factors. Cooperation between the media<br />
and the civil society, especially non-governmental organisations (NGO) and nonprofit<br />
foundations proved to be one of the best practices <strong>in</strong> the V4 region. Technology also<br />
plays a crucial role <strong>in</strong> the fight aga<strong>in</strong>st corruption. New Internet related <strong>in</strong>novations,<br />
websites and data analys<strong>in</strong>g techniques significantly improve the effectiveness of several<br />
different NIS <strong>in</strong>stitutions. Not surpris<strong>in</strong>gly while too much political <strong>in</strong>fluence is a<br />
contribut<strong>in</strong>g factor to alarm<strong>in</strong>g practices, <strong>in</strong>stitutional <strong>in</strong>dependence is a crucial factor<br />
<strong>in</strong> best practice cases.<br />
After a short <strong>in</strong>troduction and outl<strong>in</strong>e of methodology the follow<strong>in</strong>g chapters of this<br />
report provide a more detailed assessment of the weaknesses, strengths, and alarm<strong>in</strong>g<br />
and best practices <strong>in</strong> each country.<br />

• Reduce the political <strong>in</strong>fluence over <strong>in</strong>dependent <strong>in</strong>stitutions such as the public sector,<br />
prosecution, and judiciary<br />
• Create a new, effective, transparent party and campaign f<strong>in</strong>anc<strong>in</strong>g regulation<br />
• Strengthen the transparency <strong>in</strong> public procurement<br />
• Provide more impartial <strong>in</strong>ternet based procedures and reduce the corruption risks<br />
derived from permit and licence requests<br />
• Reduce the civil sector’s dependence on public fund<strong>in</strong>g and EU resources<br />
• Give more authority to the Supreme Audit Institutions to conduct deeper <strong>in</strong>vestigations<br />
<strong>in</strong> party f<strong>in</strong>anc<strong>in</strong>g and ability to sanction parties violat<strong>in</strong>g the law<br />
