<strong>Child</strong> TraffiCk<strong>in</strong>g 81<br />

In Albania, the coalition All Together aga<strong>in</strong>st <strong>Child</strong><br />

<strong>Traffick<strong>in</strong>g</strong> (Se Bashku Kunder Trafikimit te Femijeve<br />

– BKTF) demonstrates how non-governmental<br />

organizations (NGOs) can, <strong>in</strong> close cooperation<br />

with the government, play a vital role <strong>in</strong> the development<br />

of a systematic and coord<strong>in</strong>ated response<br />

to child traffick<strong>in</strong>g and service delivery. The coalition’s<br />

mandate is to protect children <strong>in</strong> Albania<br />

from traffick<strong>in</strong>g by safeguard<strong>in</strong>g their human rights<br />

<strong>in</strong> accordance with the Convention on the Rights of<br />

the <strong>Child</strong>.<br />

The coalition is comprised of 13 NGO members<br />

that operate throughout Albania concentrat<strong>in</strong>g on<br />

four areas of <strong>in</strong>tervention: prevention, protection,<br />

assisted voluntary return and <strong>in</strong>tegration. BKTF<br />

coord<strong>in</strong>ates activities implemented jo<strong>in</strong>tly by<br />

government <strong>in</strong>stitutions and NGOs to ensure that<br />

a cont<strong>in</strong>uum of services is provided to trafficked<br />

children and children at risk. Formed <strong>in</strong> 2002, the<br />

coalition has an elected Executive Committee and<br />

Advisory Board, which <strong>in</strong>cludes representatives<br />

from the M<strong>in</strong>istries of the Interior, Labour, Social<br />

Affairs and Equal Opportunities, as well as repre-<br />

sentatives from UNICEF, International Organization<br />

for Migration, and the Organization for Security<br />

and Co-operation <strong>in</strong> <strong>Europe</strong> and other organizations.<br />

Informed by its field-based experience, BKTF has<br />

been a critically constructive voice <strong>in</strong> the public<br />

debate and has contributed to shap<strong>in</strong>g relevant<br />

policy and legislative responses to child traffick<strong>in</strong>g.<br />

In the area of policy, the coalition contributed to the<br />

development of the National Strategy to Combat<br />

<strong>Child</strong> <strong>Traffick<strong>in</strong>g</strong>, and supported and lobbied for the<br />

approval of a bilateral agreement between Albania<br />

and Greece.<br />

Coalition members also focus on the root causes of<br />

traffick<strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>g social exclusion and socio-<br />

economic vulnerability, and are <strong>in</strong>creas<strong>in</strong>gly tak<strong>in</strong>g<br />

on child protection issues that are closely related to<br />

the prevention of child traffick<strong>in</strong>g, such as birth regi-<br />

stration and the protection for unaccompanied m<strong>in</strong>ors.<br />
