Consultation Report on Draft Terms of Reference (CEC 3407/2012)<br />

Please refer to your letter of April 19, 2012 on the captioned subject. On behalf of our<br />

Client, Voyager Energy (Trinidad) Ltd., we are pleased to submit this report on the<br />

consultations which have been undertaken with regard to the Draft Terms of Reference<br />

(TOR) for the captioned <strong>Environmental</strong> Impact Assessment (EIA). Based on the results<br />

of those consultations and Voyager and Ecoengineering’s review of the Draft TOR, we<br />

are requesting amendments for the Final TOR.<br />

By letter dated May 21, 2012, Voyager Energy (Trinidad) Ltd requested an extension of<br />

the submittal date for this report (see Attachment 1). The reason for that request was<br />

that circumstances which were outside of their control prevented the collection of the<br />

Draft TOR and stakeholders would not have had sufficient time to review and respond.<br />

By letter dated May 29, 2012 the EMA approved the extension (see Attachment 1).<br />

CONSULTATION PROCEDURE<br />

The Draft TOR for the EIA for this project was issued on April 19, 2012 by the EMA. The<br />

cover letter to the Draft TOR also dated April 19, 2012, stipulated that consultation<br />

should be undertaken with key stakeholders, and that amendments to the Draft TOR<br />

could be requested within 28 days of the date of the letter.<br />

Letters and copies of the Draft TOR were sent to stakeholders requesting their<br />

comments. The following sub-sections document the recipients of letters to:<br />

“In the context of the Project, the Drainage Division’s responsibility is limited to surface<br />

runoff in natural watercourses. In this regard, the relevant parts of the document are<br />

adequate.”<br />

B.2 PETROTRIN<br />

PETROTRIN advised that they had reviewed the TOR and had no additional comments.<br />

B.3 bpTT<br />

bpTT expressed intention of sending comments but these were not received at the time<br />

that this report was being prepared. Once these are received they will be forwarded<br />

under separate cover to the EMA.<br />

RECOMMENDED CHANGES<br />

Based on the comments received as well as a review of the document, the following<br />

amendments are requested in preparing the Final TOR. For convenience, the<br />

numbering used is the same as in the draft TOR. Please note that additional requests<br />

for amendments may be made based on additional responses which may be received.<br />

1.1 BACKGROUND INFORMATION<br />

The first sentence in the second paragraph reads:<br />

“The MG Block is drained by several major systems, including the Pilote and<br />

Moruga Rivers to the south, the Poole and Ortoire Rivers in the central areas and<br />

the Navet River to the north.”<br />

The Moruga River does not drain into the MG Block so we are requesting that reference<br />

to this river be removed from the sentence. Please also replace “Navet” with “Navette”<br />

2.3.1 PHYSICAL ENVIRONMENT<br />

Climate, Air Quality and Noise<br />

The first bullet reads:<br />

“A description (representative of meteorological data for the area)…”<br />

We are unaware of any wind speed and direction data that is available for the study<br />

area and so any description of wind speed and direction data will have to be from what<br />

is readily available. We therefore propose the following alternative wording:<br />

“A description of the wind regime of the areas (from available sources), including<br />

wind speed and direction, prevailing wind conditions, seasonal variations and<br />

storm conditions;”<br />

Draft Terms of Reference<br />

Our client, Voyager Energy (Trinidad) Ltd proposes to conduct the exploratory drilling of three<br />

onshore wells along the east coast to identify hydrocarbon potential in the Mayaro-<br />

Guayaguayare Block, South East Trinidad (see attached Location Map). To this end, they have<br />

applied to the <strong>Environmental</strong> <strong>Management</strong> <strong>Authority</strong> (EMA) for a Certificate of <strong>Environmental</strong><br />

Clearance (CEC 3407/2012). In response to this application for a CEC, the EMA has indicated<br />

that a full <strong>Environmental</strong> Impact Assessment (EIA) is required and has thus issued Draft Terms<br />

of Reference (attached). Voyager Energy (Trinidad) Ltd is committed to public consultation and<br />

are therefore seeking your comments on the Draft TOR, in accordance with the requirements of<br />

the CEC Rules.<br />

The EIA process now in force in Trinidad and Tobago requires us to seek the comments from<br />

key stakeholders on the draft TOR before they are finalised. Your organisation has been<br />

identified as a key stakeholder, and we would be very grateful for your comments on this<br />

document. Specifically, you are invited to indicate any modifications that you think appropriate.<br />

We believe that this can be done by exchange of letter, but if you wish to meet with us to<br />

discuss this further we would be willing to do so at a mutually convenient date.<br />

The results of this consultation will be summarised and submitted to the EMA as a short report,<br />

following which the final TOR will be issued. We wish to submit this report to the EMA on June<br />

12, 2012, so we would appreciate receiving your response not later than noon on June 11,<br />

2012. We thank you for your anticipated cooperation and look forward to receiving any<br />

comments you may have.<br />

Draft Terms of Reference<br />

Our client, Voyager Energy (Trinidad) Ltd proposes to conduct the exploratory drilling of three<br />

onshore wells along the east coast to identify hydrocarbon potential in the Mayaro-<br />

Guayaguayare Block, South East Trinidad (see attached Location Map). To this end, they have<br />

applied to the <strong>Environmental</strong> <strong>Management</strong> <strong>Authority</strong> (EMA) for a Certificate of <strong>Environmental</strong><br />

Clearance (CEC 3407/2012). In response to this application for a CEC, the EMA has indicated<br />

that a full <strong>Environmental</strong> Impact Assessment (EIA) is required and has thus issued Draft Terms<br />

of Reference (attached). Voyager Energy (Trinidad) Ltd is committed to public consultation and<br />

are therefore seeking your comments on the Draft TOR, in accordance with the requirements of<br />

the CEC Rules.<br />

The EIA process now in force in Trinidad and Tobago requires us to seek the comments from<br />

key stakeholders on the draft TOR before they are finalised. Your organisation has been<br />

identified as a key stakeholder, and we would be very grateful for your comments on this<br />

document. Specifically, you are invited to indicate any modifications that you think appropriate.<br />

We believe that this can be done by exchange of letter, but if you wish to meet with us to<br />

discuss this further we would be willing to do so at a mutually convenient date.<br />

The results of this consultation will be summarised and submitted to the EMA as a short report,<br />

following which the final TOR will be issued. We wish to submit this report to the EMA on June<br />

12, 2012, so we would appreciate receiving your response not later than noon on June 11,<br />
