<strong>TOWN</strong> ELECTION MARCH 24, <strong>2008</strong><br />
A total of 4176 (31% of 13,308 registered voters) ballots were cast. Precinct 1-644, Precinct 2-568, Precinct 3-896,<br />
Precinct 4-770, Precinct 5-394, Precinct 6-904.<br />
PROCEEDINGS SPRING <strong>ANNUAL</strong> <strong>TOWN</strong> MEETING MAY 12, <strong>2008</strong><br />
ARTICLE 1: Voted that the Town accept the reports of the Town Officers as printed in the Annual Town Report<br />
for the Calendar Year 2007.<br />
ARTICLE 2: Voted that the Town accept the reports of outstanding committees and to continue said committees<br />
further unless discharged by vote of this body. Committee’s that report progress and wish to continue: Agricultural<br />
Commission, Open Space Planning Committee, Celebrate Ludlow Committee, Capital Planning Improvement<br />
Committee, Fair Housing Committee, Haviland Beach Study Committee, Pond Management Committee, Insurance<br />
Advisory Committee, Historic District Study Committee, Industrial Finance Authority and Westover Metropolitan<br />
Development Corporation.<br />
ARTICLE 3: Voted to raise and appropriate the sum of $6,000.00 for the printing of the Annual Town Report for<br />
the Calendar Year <strong>2008</strong> and the Printing of the Annual Town Meeting Warrants and recommendations.<br />
ARTICLE 4: Voted to raise and appropriate the sum of $35,000.00 for the purpose of conducting an Annual Audit<br />
for the Fiscal Year ending June 30, <strong>2008</strong>.<br />
ARTICLE 5: Voted to appropriate $53,383,075 for Town Purposes and charges during the Fiscal Year ending June<br />
30, 2009, and that said sum include the following salaries for elected officials:<br />
Moderator (1) $453.00 – Chairman, Bd. of Selectmen (1) $4,276.00 – Members, Bd. of Selectmen (4) $3,354.00 –<br />
Town Treasurer (1) $51,905.00 – Town Collector (1) $60,101.00 – Chairman, Bd. of Assessors (1) $4,276.00 –<br />
Members, Bd. of Assessors (2) $3,354.00 – Town Clerk (1) $60,101.00 – Chairman, Bd. of Health (1) $3,300.00 –<br />
Members, Bd. of Health (2) $3,300.00 – Chairman, Bd. of Public Works (1) $3,546.00 – Members, Bd. of Public<br />
Works (4) $2,801.00 – Chairman, School Committee (1) $3,000.00 Members, School Committee (4) $2,500.00<br />
Chairman, Planning Bd. (1) $3,000.00 – Members, Planning Bd. (4) $2,500.00. I further move that the Total<br />
appropriations be allocated to the various Town Departments in accordance with numbered 1 through 48 of the<br />
attached Budget Listing entitled “Town of Ludlow Departmental Budgets”, and using the column headed “Fiscal<br />
Year 2009 Recommended”. I further move, $722,005 to be applied from “Fiscal Year 2009 Golf Course Revenues”<br />
to fund the Westover Municipal Golf Course Budget item 47, $142,500, to be transferred from Fiscal 2009 Golf<br />
Course Revenues to fund Fiscal 2009 Indirect Golf Course costs appropriated in the General Fund, $1,414,260 to be<br />
applied from “Fiscal Year 2009 Sewer Fund Revenues” to Fund the Sanitary Sewer Budget item 48, $237,800 to be<br />
transferred from Fiscal 2009 Sewer Fund Revenues to fund Fiscal 2009 Indirect Sewer Fund costs appropriated in<br />
the General Fund and the balance of $50,866,510 is to be raised and appropriated. (Amendment) Voted to amend<br />
the May 12, <strong>2008</strong> Annual Town Meeting Article 5, line 01410329-524023 (general expenses item 31) by deleting<br />
the sum of $25,000.00 and by adding the sum of $31,200.00, line 01410343-529400 (general expenses item 37) by<br />
deleting the sum of $1,225,000.00 and by adding the sum of $1,258,400.00, and line 61410144-510201 (sewer<br />
enterprise item 48) by deleting the sum of $7,800.00 and by adding the sum of $18,200.00. This will restore funds<br />
that were deducted from the DPW Department Budget and replenish it to the permitted guideline for Fiscal Year<br />
2009.<br />
ARTICLE 6: Voted to raise and appropriate the sum of $3,000.00 to be deposited in a previously established<br />
Special Revenue Fund, to be expended by the Celebrate Ludlow Committee, with the approval of the Board of<br />
Selectmen, for Fire Works and General Expenses related to the event. I further move that all gifts and donations be<br />
deposited in this Special Revenue Fund to cover expenses related to this celebration.<br />
ARTICLE 7: Voted to postpone action on Article 7 of the May 12, <strong>2008</strong> Annual Town Meeting Warrant.<br />
ARTICLE 8: Voted to raise and appropriate the sum of $10,000 to be used for the design and/or construction of a<br />
New Veteran’s Memorial.<br />
ARTICLE 9: Voted to raise and appropriate a sum of money not to exceed $125,000 for the purpose of creating a<br />
Master Plan for the Town of Ludlow.<br />
