Offers technical assistance, recognition, <strong>and</strong> benefits to<br />

communities seeking to go above <strong>and</strong> beyond with developing <strong>and</strong><br />

implementing their comprehensive plan. Types <strong>of</strong> assistance<br />

include: updating the Community Vision portion <strong>of</strong> the Local Plan,<br />

developing strategies for addressing selected Quality Community<br />

Objectives (QCO), strategic planning for target areas identified in<br />

the Local Plan, evaluating <strong>and</strong> suggesting improvements for local<br />

development regulations.<br />

Provides guidance <strong>and</strong> assistance for managing water resources at<br />

the local level <strong>and</strong> implementing best practices recommended<br />

through the state’s regional water planning process. The<br />

categories <strong>of</strong> water resource management assistance <strong>of</strong>fered<br />

include watershed assessment, water conservation, storm water<br />

management, wastewater management, water supply protection<br />

<strong>and</strong> planning, <strong>and</strong> water recycling/reuse.<br />

Recycling Assistance<br />

Provides guidance <strong>and</strong> resources for managing solid waste at the<br />

local level, including support to communities <strong>and</strong> organizations in<br />

setting up, exp<strong>and</strong>ing, or adjusting their local or regional recycling<br />

programs.<br />

Four positions from this program are part <strong>of</strong> the reduction in force to meet DCA's overall three percent reduction.<br />

The agency will need to eliminate four positions <strong>and</strong> reduce additional services delivered to local government clients in recycling assistance activities <strong>and</strong><br />

reduce solid waste management to only those activities required in state law.<br />
