Fees and Charges
In terms of the Resource Management Act, the fees are effective from
1 July 2013
All figures are GST inclusive.
Planning Services charges listed below are imposed under the Resource Management Act 1991 to
recover the cost to Palmerston North City Council for processing applications, monitoring consents and
for Notice of Requirements Designations and Private District Plan Changes.
Section 36 of the Resource Management Act enables the Council to charge additional fees to recover
actual and reasonable costs when the fixed fee is inadequate. This means that applications that exceed
standard processing times or which involve a hearing may incur additional charges. Consultants and
solicitors fees associated with all work types are also included. See Schedule of Additional Charges
below. We may also refund part of the fee if the work required to process the application is minimal.
The deposits specified in the tables below are required up front and no action will be taken in
accordance with section 36(7) until paid. That does not mean that the Council is required to complete
the activity upon payment of the deposit. The costs incurred will be monitored and additional amounts
up to the total of the fixed charge may be required. Then additional charges may also be required
before completion of the task if the fixed charges are inadequate to cover the Council’s actual and
reasonable costs.
All fees and charges shown are GST inclusive unless indicated.
The Council will finally fix its fees including:
(i) Charging the fixed charge or part thereof;
(ii) Charging the fixed charge and additional charges under section 36(3) having regard to the
following criteria in section 36(4) as set out below;
When fixing charges referred to in this section, a local authority shall have regard to the following
criteria:
(1) The sole purpose of the charge is to recover the reasonable costs incurred by the local authority in
respect of the activity to which the charge relates;
(2) A particular person or persons should only be required to pay a charge:
(a) to the extent that the benefit of the local authority’s actions to which the charge relates is
obtained by those persons as distinct from the community of the local authority as a whole; or
(b) Where the need for the local authority’s actions to which the charge relates is occasioned by
the actions of the local authority as a whole; or
(c) In a case where the charge is in respect of the local authority’s monitoring functions under
section 35(2)(a) (which relates to monitoring the state of the whole or part of the environment) to
the extent that the monitoring relates to the likely effects on the environment of those persons
activities, or to the extent that the likely benefit to those persons of the monitoring exceeds the
likely benefit of the monitoring to the community of the local authority as a whole:-
And the local authority may fix different charges for different costs it incurs in the performance of
its various functions, powers, and duties under this Act-
(3) In relation to different areas or different classes of applicant, consent holder, requiring authority or
heritage protection authority; or
and access in the residential and rural zones.
resource consents the inspection fee of $290 is for 2 hours of inspections by the Monitoring Officer.
