The purpose of this document is to provide you with information about the Kiwi<strong>Sport</strong> Regional Partnership<br />

Fund (RPF) and to explain the criteria and the application process for applying for investment. A full<br />

background document on Kiwi<strong>Sport</strong> in <strong>Taranaki</strong> can be found at <strong>Sport</strong> <strong>Taranaki</strong>’s website on<br />

www.sporttaranaki.org.nz<br />

<strong>Sport</strong> <strong>Taranaki</strong> will invest in organisations and schools that demonstrate they are co-operating and forging<br />

partnerships with a focus on sport for school-aged children aged 5-18 years of age. Priority will be given to<br />

initiatives that align with the key priorities and operating principles of the Regional Partnership Fund that<br />

were identified through our community consultation as approved by SPARC.<br />

What is Kiwi<strong>Sport</strong><br />

Kiwi<strong>Sport</strong> is a fund that is intended to assist parties to provide organized sports to school aged<br />

children.<br />

Because it is not a national programme, Kiwi<strong>Sport</strong> is expected to respond to regional<br />

opportunities and therefore it may differ from one region to another.<br />

Kiwi<strong>Sport</strong> has very specific purposes:<br />

To increase the number of school-aged children participating in organised sport – during school,<br />

after school and by strengthening links with sports clubs;<br />

To increase the availability and accessibility of sport opportunities for all school-aged children<br />

to participate in organised sport; and<br />

To support children in developing skills that will enable them to participate effectively in<br />

organised sport.<br />

Operating Principles<br />

Strengthening partnerships between Schools and Community <strong>Sport</strong><br />

The Kiwi<strong>Sport</strong> Regional Partnership Fund (RPF), as its name suggests, is intended to encourage close cooperation<br />

between schools and community providers. Projects that can demonstrate collaboration and<br />

reduce duplication of services, especially competition for athletes and coaches, will be given priority<br />

Strategic Alignment<br />

Priority will be given to projects that are aligned with their Regional associations’ strategic outcomes.<br />

Impact<br />

Outcomes from all projects must be measurable and recipients of Kiwi<strong>Sport</strong> investment must accept<br />

responsibility for achieving “promised” outcomes. A baseline of information will be a requirement in order to<br />

set measures to gauge if investment has been successful.<br />

Key Messages<br />

All Kiwi<strong>Sport</strong> initiatives will be expected to promote and communicate to parents, children and the wider<br />

public, the importance of sport and recreation for young people.<br />

<strong>Information</strong><br />

Projects that address issues surrounding the flow of information (e.g. concerns that families and schools are<br />

unaware of opportunities) would be considered in a positive manner.<br />

Opportunities for All<br />

Projects should consider issues such as disability, social and economic inequalities.<br />

Financial Contribution<br />

An expectation of the RPF is that partners will contribute financially or in-kind to their proposal. Consultation<br />

with the community has indicated that 30% is an amount that provides the best balance model that will not<br />

create disengagement with potential partner and still provides significant additional investment into the<br />

sector.<br />

Outcomes from all projects must be measurable and recipients of Kiwi<strong>Sport</strong> investment must accept<br />

responsibility for achieving “promised” outcomes. A baseline of information will be a requirement in<br />

order to set measures to gauge if investment has been successful.<br />

The specific outcomes of the projects will be determined by the applicants themselves. <strong>Sport</strong> <strong>Taranaki</strong><br />

will be responsible for managing the Kiwi<strong>Sport</strong> investment, providing leadership and ensuring all<br />

accountability and compliance requirements are adhered to.<br />

It is proposed that summary reports will be prepared and evaluations against objectives conducted<br />

quarterly in partnership with the applicant to comply with <strong>Sport</strong> <strong>Taranaki</strong> reporting requirements of<br />

Kiwi<strong>Sport</strong>. Each applicant will be asked to sign a Kiwi<strong>Sport</strong> agreement, specifying the responsibilities<br />

and requirements of each project.<br />

Application <strong>Information</strong><br />

The following three types of <strong>Contestable</strong> Funds are available for organisations to apply for investment<br />

through the Regional Partnership Fund. Please remember that priority will be given to initiatives that<br />

align with the key priorities and operating principles of the Regional Partnership Fund.<br />

Fundamental Skills Programme<br />

This programme will focus on developing and enhancing key aquatics, movement and manipulative<br />

fundamental skills for students.<br />

Identified priorities addressed by project includes:<br />

Poor basic movement skills<br />

Lack of expertise in schools to address development of skill levels<br />

Skill levels of students entering secondary schools and clubs<br />

Kiwisport Objectives Met:<br />

‣ Increased availability and accessibility of sport opportunities<br />

‣ Better developed skills to enable effective participation<br />

Project and Purpose - This programme will focus on developing and enhancing key aquatics, movement<br />

and Manipulative fundamental skills for students.<br />

who meet project criteria. (RSO’s, clubs, commercial orgs, community orgs)<br />

‣ Schools with a desire to develop their students fundamental movement skills.<br />

Teacher / Volunteer Development Programme<br />

The purpose of this is to offer a wide range of sport related professional development opportunities for<br />

teachers, parents and other volunteers.<br />

Identified priorities addressed by project includes:<br />

Lack of trained and knowledgeable personnel in the school environment<br />

Lack of needs based and suitable opportunities to gain skills<br />

Low confidence in offering peer support<br />

Kiwisport Objectives Met:<br />

‣ Increased number participating in organised sport<br />

‣ Increased availability and accessibility of sport opportunities<br />

‣ Better developed skills to enable effective participation<br />

Project / purpose: The purpose of this is to offer a wide range of sport related professional<br />

development opportunities for teachers, parents and other volunteers.<br />

Contribution to RPF outcomes:<br />

‣ Ensure that at minimum the current participation opportunities continue to exist and a wider<br />

range and quality can be provided in the future<br />

‣ Improve skills that are being taught to students<br />

‣ Develop opportunities for participation in an increased variety of sports through up skilling the<br />

school community<br />

Partnership Opportunities:<br />

‣ Organisations with the capability to deliver professional development programmes and meet<br />

project criteria. (RSO’s, clubs, commercial orgs, community orgs)<br />

‣ Schools with a desire to increase the quantity and quality of sport delivery within their school<br />

environment.<br />

<strong>Sport</strong> Programme<br />

This programme will offer, outside the curriculum sport participation opportunities based on seasonal<br />

sport.<br />

Identified priorities addressed by project includes:<br />

Lack of resources in schools to deliver coordinated activities<br />

Lack of structured “fun” sporting participation opportunities<br />

Opportunity to offer to a “captive” audience<br />

Kiwisport Objectives Met:<br />

‣ Increased children participating in organised sport<br />

‣ Increased availability and accessibility of sport opportunities<br />

Project / purpose: This programme will offer, schools sport participation opportunities.<br />

Contribution to RPF outcomes:<br />

‣ Provide new organised and accessible opportunities in a period that reduces the barrier of<br />

competition for student time<br />

‣ Increased variety of sport opportunities<br />

‣ <strong>Sport</strong> being delivered by those with strong knowledge and ability to develop student skills in a<br />

fun and informal manner<br />

Partnership Opportunities:<br />

‣ Organisations with the capability to deliver sport programmes and meet project criteria. (RSO’s,<br />

clubs, commercial orgs, community orgs)<br />

‣ Schools with a desire to create a participation opportunity within their school environment.<br />

Strengthening School and <strong>Sport</strong> Organisation Partnerships<br />

This programme will strengthen partnerships between schools, regional sport organisations and sports clubs<br />

through providing resources to develop efficient and effective coordination and communication systems.<br />

Identified priorities addressed by this project include;<br />

Lack of coordinated approach providing pathways between students and clubs<br />

Level of support provided by sport organisations in delivering sport in school environment<br />

Unstructured pathways between school sectors<br />

Reduce school leavers fallout rates from sport<br />

Kiwisport Objective Met;<br />

‣ Increased availability & accessibility of sport opportunities<br />

‣ Better developed skills to enable effective participation<br />

and clubs through providing resources to develop efficient and effective coordination and communication<br />

The funds available in round one (2010) are a pro-rata amount of a full year’s allocation from SPARC.<br />

The 2 nd round in February 2011 will have the full year’s funds available for initiatives for the 2011 as<br />

listed in the following table.<br />

Investment Decision Process<br />

A receipt of all applications will be acknowledged in writing, and further information may be requested.<br />

<strong>Sport</strong> <strong>Taranaki</strong> Kiwisport Management Board<br />

Is made up of <strong>Sport</strong> <strong>Taranaki</strong> personnel plus; Jenny Gellen, Michael Carr, Garry Carnachan and Roger<br />

Wells. The Board will have the power to add and replace as and when required. A Board member must<br />

remove themselves from the process if their school / club is applying.<br />

Final Decisions<br />

The final decision for all Kiwi<strong>Sport</strong> Project Investment will rest with the <strong>Sport</strong> <strong>Taranaki</strong> Kiwisport<br />

Management Board.<br />

Questions and Answer’s for those applying for investment through the RPF<br />

How many applications from organisations will be accepted per year?<br />

There are no limits to the amount of applications an organisation can make as long as they meet the objectives of<br />

Kiwi<strong>Sport</strong> however there is of course a limited amount of funds available. That means not everyone can be<br />

supported in the first year, nor can the support to the first recipients be permanent and ongoing.<br />

If successful what will be the process to receive the funds?<br />

An agreement will have to be signed with <strong>Sport</strong> <strong>Taranaki</strong> that will outline the project, monitoring process to<br />

measure the outcomes. Once this is signed off the funds will be paid to the organization directly into their bank<br />

account<br />

Is GST included in the amount paid to organisations?<br />

All figures quoted in this document are GST exclusive, but when the payment is made to the successful applicant<br />

they will include GST.<br />

What do we do with any surplus funds?<br />

All money received must be used as per the project purposes only. You must return any unused funds to <strong>Sport</strong><br />

<strong>Taranaki</strong>.<br />

Will we be able to apply in retrospect for projects?<br />

No all projects must commence after the receipt of the funds.<br />

When will the 2011 funding round be?<br />

Applications will close 14 April 2011 to allow for planning for 2011.<br />

Will late applications be accepted?<br />

No they will be placed in the next round.<br />

Are there activities that won’t be funded via the Regional Partnership Fund?<br />

The following are examples of the types of projects that would not be appropriate for Kiwisport:<br />

programmes that undermine existing club/volunteer infrastructure;<br />

programmes that are considered to be “business as usual” for stakeholders or where new investment<br />

would displace existing funding;<br />

sport facilities and other capital works;<br />

projects/programmes that do not have a focus on organised sport;<br />

event sponsorship;<br />

retrospective projects;<br />

social marketing campaigns; and<br />

What about existing programmes and activities?<br />

The Regional Partnership Fund won’t be used to subsidise existing programmes to maintain current levels of<br />

participation. However, investment in existing programmes will be only considered where the purpose is<br />

expansion and will result in more school-aged children playing sport.<br />

Will <strong>Sport</strong> <strong>Taranaki</strong> use the fund recover its costs?<br />

At the direction of the Minister of <strong>Sport</strong> and Recreation, the RPF cannot be used by <strong>Sport</strong> <strong>Taranaki</strong> to cover any<br />

overhead and administration costs incurred in managing the Kiwisport investment pool. As such <strong>Sport</strong> <strong>Taranaki</strong><br />

will treat the management of the RPF as “a service to our sports community” and guarantee to provide this<br />

service at no cost to the fund.<br />

What is organised sport?<br />

Organised sport means sporting activities delivered primarily through organised structures – that is, organised<br />

competitions and activities delivered by clubs, schools and other organisations. It includes sporting activities with<br />

elements of competition, coaching and skill development. More generally, organised sport is an activity which is<br />

regular, repeatable and involves an element of supervision.<br />

Who are school-aged young people?<br />

The focus of Kiwisport is school-aged young people, 5-18 years of age.<br />

What sort of partnerships are there?<br />

There is no definitive list but the Kiwisport initiative places a premium on the value of collaboration.<br />

Partnerships could be between clusters of schools, between individual schools and clubs (or other community<br />

sport organizations), or between a school, a sponsor or commercial enterprise.<br />

What are the reporting and evaluation guidelines?<br />

Applications that are granted less than $5,000 excluding gst will only report and evaluate the outcomes on<br />

completion of the contract. Applications over $5,000 excluding gst will have a schedule of times where reports<br />

and evaluation updates will be required, schedule will be set out in Investment Schedule.<br />
