Exhibit 5: SFEFC responsibilities<br />

Strategic<br />

" To work with the further education <strong>colleges</strong> in ensuring the sector plays a full<br />

part in taking forward the Scottish Ministers’ policy objectives for further education.<br />

" To improve access to further education for a wider range <strong>of</strong> students, particularly<br />

from groups who are presently under-represented among further educations<br />

students, encouraging and supporting <strong>colleges</strong> in addressing this policy priority.<br />

" To facilitate strategic developments that improve the sector’s capacity to meet<br />

<strong>Scotland</strong>’s education and training needs.<br />

" To promote sound governance and the highest standards <strong>of</strong> management.<br />

Funding and investment<br />

" To adopt and apply arrangements for the distribution <strong>of</strong> funds made available by<br />

the Scottish Parliament for further education, and keep arrangements under<br />

review to ensure they continue to meet SFEFC’s statutory responsibilities and policy<br />

objectives.<br />

" To identify and assess capital investment needs across the sector.<br />

" To support learning innovations that improve the learning experience for students.<br />

Quality and performance assessment<br />

" To secure a system for assessing quality <strong>of</strong> learning and teaching within the further<br />

education <strong>colleges</strong>, and to promote a process <strong>of</strong> continuous quality improvement<br />

in learning and teaching in the sector.<br />

" To maintain and publish in an accessible form appropriate statistical, performance<br />

and financial information on the further education <strong>colleges</strong>, covering the range<br />

<strong>of</strong> the sector’s activities.<br />

Financial appraisal and monitoring<br />

" To operate internal administrative and monitoring systems in relation to the<br />

application <strong>of</strong> programme and running cost resources, in line with the financial<br />

memorandum between the Department and SFEFC.<br />

" To monitor the administration by <strong>colleges</strong> <strong>of</strong> funds provided by SFEFC and the<br />

<strong>colleges</strong>’ general financial performance and health, in line with the financial<br />

memorandum between the Department and SFEFC.<br />

Advice<br />

" To provide Scottish Ministers with such information and advice as they may require<br />

as regards the provision <strong>of</strong> further education, and as SFEFC think fit to provide.<br />

Working relations<br />

" To establish and maintain close working relations with the further education<br />

<strong>colleges</strong> in <strong>Scotland</strong>, the Scottish Higher <strong>Education</strong> Funding Council and the<br />

Scottish <strong>Further</strong> <strong>Education</strong> Unit, the other national funding councils, the Scottish<br />

Qualification Authority, Scottish Enterprise and Highlands and Islands Enterprise,<br />

government departments and other external bodies with an interest in further<br />

education.<br />
