IMPACTS OF REDUCTION MEASURES TO DATE<br />

New York City has already begun implementing measures that contribute to reducing<br />

the City government’s greenhouse gas emissions. <strong>The</strong>se measures include, among<br />

others, energy reduction programs, street tree-planting programs, conversion of<br />

streetlights to more efficient technologies, landfill methane recovery, use of alternative<br />

fuel vehicles, and solid waste recycling. Figure 27 illustrates each measure’s<br />

contribution to the total annual avoidance of 446,000 metric tons of CO 2 e emissions.<br />

<strong>The</strong>se measures demonstrate the progressive policies of the past ten years and point<br />

toward the fact that with more concentrated effort New York will be able to achieve even<br />

more substantial reductions in the future.<br />

1. ENCORE<br />

<strong>The</strong> Energy Cost Reduction program (ENCORE) 19 provides for energy conservation and<br />

clean technology projects in City facilities. <strong>The</strong> ENCORE program, started in 1995, is<br />

based on a contract between the New York Power Authority (NYPA), the New York City<br />

Department of Citywide Administrative Services (DCAS), the City University of New<br />

York (CUNY), and the New York City Health and Hospitals Corporation (HHC). <strong>The</strong><br />

DCAS Office of Energy Conservation coordinates the ENCORE program on behalf of<br />

City agencies.<br />

19 ENCORE (ENergy COst REduction) is contractual agreement between the New York Power Authority<br />

(NYPA) and the New York City Department of Citywide Administrative Services (DCAS) providing for<br />

turnkey implementation of energy efficiency and clean energy projects.<br />
