Mission Statement: The mission of the Boy Scouts of America is to
prepare young people to make ethical and moral choices over their
lifetimes by instilling in them the values of the Scout Oath and Law.

Leadership
from the key three
2010 was an exciting year for Scouting for both
the Northern Lights Council and the entire Boy
Scouts of America organization! It was great to
be part of the 100th Anniversary of the BSA!
The Council continues its proud heritage of
serving community organizations across the
State of North Dakota, 18 counties in northwest
Minnesota, and 2 counties each in South Dakota
and Montana that comprise our service area. In
2010, Scouting played an important role in the
lives of more than 14,880 youth who experienced
the positive program of character development,
citizenship training, values education, and
physical fitness with the support of hundreds of
chartered organizations and community groups.
The mission of Scouting was passed along to
these young people thanks to the tireless efforts
of 3,896 registered adult role models.
2010 was outstanding and the Council’s
accomplishments reinforce our volunteer’s
investment of time and talents to help Scouting
succeed. A few selected highlights in 2010
include:
H June 4-6, more than 3,000 Scouts and leaders
gathered on the ND Capitol grounds for a
Centennial Celebration that will be a lifelong
memory for all that attended. Wow, what an
event!
H Camp Wilderness served 1,625 Boy Scouts (an
8% increase over the previous year), and 601 Cubs
and Webelos attended the Butler Cub Resident
Camp.
H 120 Scouts and leaders from across the
Northern Lights Council attended the National
Scout Jamboree at Fort A.P. Hill, Virginia, July
26-August 4.
On November 19, 2010, we publicly announced a
$4.0 million Center for Scouting Capital Campaign
at the new building site on 42nd Street and 19th
Avenue South in Fargo, ND. At $2.8 million or 70%
of the campaign goal, we had a positive message
to share on this historic day in the Council. A new
headquarters and regional hub for all of Scouting
in the Northern Lights Council will soon be a reality.
We plan to break ground for the new Center for
Scouting during the summer of 2011.
We are proud to share with you this 2010 Annual
Report for the Northern Lights Council, Boy
Scouts of America. As you review the highlights
of Scouting, we hope this report demonstrates
Scouting’s mission and the difference Scouting
makes in a young person’s life.
On behalf of the youth and families who have
participated in Scouting and possess a moral
compass grounded in the principles of the Scout
Oath and Law, thank you for your support of
Scouting in the Northern Lights Council.
We look forward to the next hundred years!
Sincerely,
Scout Oath: On my honor I will do my best to do my duty to God and
my country and to obey the Scout Law; To help other people at all times;
To keep myself physically strong, mentally awake, and morally straight.

The Building Blocks
words to live by
For 100 years, the program of
the Boy Scouts of America has
been an educational program.
Scouting is based on life
skills, education, leadership
development, citizenship and
values training. Scouting has its
own code of conduct, the Scout
Oath and Law, which helps instill
the values of good conduct,
respect for others, and honesty.
Scouts learn skills that will last a
lifetime, including basic outdoor
skills, first aid, citizenship skills,
leadership skills, and how to get
along with others. Scouting has
instilled in young men the values
and knowledge they will need to
become tomorrow’s leaders.
Building Character
with community partners
Good Turn for America
Since 1910, Scouting has provided
community service to our local
communities. From leading the
recycling effort through World War II to
national good turns through Scouting
for Food, we have been there to help
when America needs us. Scouting is
about giving of yourself and helping
others. The Scout Slogan “Do a
Good Turn Daily” comes to life as
Scouts participate in service projects
throughout the Council, including
flood relief efforts. In 2010, Scouts
from the Northern Lights Council
contributed more than 88,429 hours
of community service.
Scouting for Food
Service with a Smile!
Scouting for Food is Scouting’s community stewardship
project aimed at addressing the problem of hunger in
the communities in which we live and work. Scouting
for Food is a project rooted in the foundation of the
Scouting movement. Through initiative and hard work,
the Boy Scouts have developed a framework to help
our local food pantries feed hungry residents. In 2010,
more than 90,000 pounds of food was collected by the
council’s registered units.
Service to the Community
Community Partners
Do a Good Turn Daily!
Collaboration is important to the Boy Scouts of America
as we deliver our program to young people. The Scouting
program is delivered through hundreds of community
organizations in the Northern Lights Council that are
chartered by the Boy Scouts of America to serve our local
youth through our 229 Cub Scout Packs, 140 Boy Scout
Troops/Teams, 54 Venturing Crews, 48 Explorer Posts
and Learning for Life Groups. Local schools, churches,
religious organizations, service organizations, community
organizations and parent groups are the chartered partners
through which the Scouting program serves youth in the
Northern Lights Council.

Advancement & Achievement
the merits of scouting
A young person joins Scouting to have fun.
The Scouting program provides them an
opportunity for personal growth through the
use of the advancement program. This program
teaches a young person how to set goals and
work to achieve those goals. Scouts gain selfesteem
and self-confidence as they set goals,
achieve them, and are recognized through the
rank advancement program. Advancement is
one tool by which Scouting achieves its aims, to
develop young people of good character who
are physically strong, mentally fit and trained for
good citizenship. In 2010, Cub Scouts earned
4,859 Rank Advancements and Boy Scouts
earned 1,653 Rank Advancements including 184
Eagle Scouts. 8,970 Merit Badges were earned
by Boy Scouts.
Endowment Fund
The Northern Lights Council’s Endowment Fund
was founded to provide a source of permanent
financial support for future generations. The
Council’s Endowment Fund totaled $3.8 million in
assets as of December 31, 2010. Scouting’s future
financial needs must be addressed due to the
changing dynamics in the funding of our valuesbased
program. Managed by Wells Fargo Trust,
the Council ensures good stewardship through a
volunteer investment committee that monitors fund
performance with a sound investment strategy.
The thirteenth annual Heritage Society reception
on February 20 th , 2010, was held in conjunction with
the Council’s Annual Meeting and Recognition
Dinner. Heritage Society Members, James E.
West Fellows, 1910 Society and Founders Circle
members gathered to recognize those who have
made contributions to the Endowment Fund. The
Council’s Heritage Society now totals 75 members
who have made an outright gift to the Endowment
Fund or notified us of including the Northern Lights
Council in their estate plans. The Council has 148
James E. West Fellows, 4 Ernest Thompson Seton
Building for the Future
an investment in lasting values
The Northern Lights Council leadership, with a strong desire to inspire Scouts and better serve the
registered volunteer leaders, crafted a vision for ‘2010 and Beyond”. The Scouts and leaders of the
Northern Lights Council should have a new regional headquarters. Not an office, a new Center
for Scouting, that is equipped to serve Scouts and volunteer leaders of today and tomorrow. On
November 19, 2010, the Council publicly announced its Center for Scouting Capital Campaign. To
date, $3.2 million has been raised towards its $4 million goal.
The Jon L. Wanzek Center For Scouting
The Regional Headquarters and hub for the Northern Lights Council
H Will be a centralized, environmentally family friendly facility.
H House a full-service National BSA Scout supply store.
H Be easily accessible, a family-friendly setting that serves as a one-stop shop for Scouts, families and
volunteers, a magnet destination for Scouting.
H Provide increased training and educational opportunities for our volunteers and community
members.
H Incorporate a community/volunteer leader training center with additional meeting rooms.
H And much more!
page 20
“Scouting helps build character in youth and teaches leadership, achievement,
service to others and appreciation for the outdoors. These youth are the future
leaders of our Country.” ~Douglas K. Restemayer, Council President

Camping and the Outdoors
experiences that change lives
Scouting’s outdoor classroom, camping, is the foundation
of the Scouting experience and the place where the
Scouting program truly comes alive. The outdoors is
an educational facility that Scouting believes should be
a vital part of every Scout’s life. The Northern Lights
Council’s camp facilities and programs continue to
provide support to the activities of the Packs, Troops and
Crews. In 2010, more than 11,500 youth and adult leaders
enjoyed one of our year-round camping programs.
Camp Wilderness
Nestled in the pines of the northwoods of
Minnesota, near Park Rapids, this beautiful 2,400
acre property on Bad Axe Lake is the perfect
setting for many exciting and challenging
programs for all Scouts and their families. In
2010, 1,625 Boy Scouts attended long-term
summer camp. Throughout the year more than
8,000 youth and adults utilized the Camp’s
year-round program and facilities, including
Cub Scouts who participated in an overnight
camping experience at the Butler Wilderness
Outpost Cub Scout Camp.
Heart Butte Scout Reservation
Southwest of Bismarck, North Dakota on Lake
Tschida, Heart Butte Scout Reservation is a
great place to spend a weekend or an overnight
camping spot on your way west to a high
adventure experience. Capital improvements
continue to be made to meet the needs of
our Scouts and Adult Leaders. Heart Butte has
fishing, hiking, canoeing and a nearby public
beach to make this a great location for a Pack
or Troop outing.
Big Four Camp
What a Catch!
Located just west of Minot, North Dakota, Big
Four, which borders the river, is an excellent
facility for Webelos or Boy Scout Campouts and
is used for Day Camp programs each summer.
Tom Brantner Memorial Camp
20 miles east of Fargo, North Dakota, in Clay
County, Minnesota; Packs, Troops and Crews
can use the 48-acre property for short term and
overnight camping and experience a true ‘leave
no trace’ camping experience.
