Mission Statement: The mission of the Boy Scouts of America is to<br />
prepare young people to make ethical and moral choices over their<br />
lifetimes by instilling in them the values of the Scout Oath and Law.
Leadership<br />
from the key three<br />
<strong>2010</strong> was an exciting year for Scouting for both<br />
the <strong>Northern</strong> <strong>Lights</strong> <strong>Council</strong> and the entire Boy<br />
Scouts of America organization! It was great to<br />
be part of the 100th Anniversary of the BSA!<br />
The <strong>Council</strong> continues its proud heritage of<br />
serving community organizations across the<br />
State of North Dakota, 18 counties in northwest<br />
Minnesota, and 2 counties each in South Dakota<br />
and Montana that comprise our service area. In<br />
<strong>2010</strong>, Scouting played an important role in the<br />
lives of more than 14,880 youth who experienced<br />
the positive program of character development,<br />
citizenship training, values education, and<br />
physical fitness with the support of hundreds of<br />
chartered organizations and community groups.<br />
The mission of Scouting was passed along to<br />
these young people thanks to the tireless efforts<br />
of 3,896 registered adult role models.<br />
<strong>2010</strong> was outstanding and the <strong>Council</strong>’s<br />
accomplishments reinforce our volunteer’s<br />
investment of time and talents to help Scouting<br />
succeed. A few selected highlights in <strong>2010</strong><br />
include:<br />
H June 4-6, more than 3,000 Scouts and leaders<br />
gathered on the ND Capitol grounds for a<br />
Centennial Celebration that will be a lifelong<br />
memory for all that attended. Wow, what an<br />
event!<br />
H Camp Wilderness served 1,625 Boy Scouts (an<br />
8% increase over the previous year), and 601 Cubs<br />
and Webelos attended the Butler Cub Resident<br />
Camp.<br />
H 120 Scouts and leaders from across the<br />
<strong>Northern</strong> <strong>Lights</strong> <strong>Council</strong> attended the National<br />
Scout Jamboree at Fort A.P. Hill, Virginia, July<br />
26-August 4.<br />
On November 19, <strong>2010</strong>, we publicly announced a<br />
$4.0 million Center for Scouting Capital Campaign<br />
at the new building site on 42nd Street and 19th<br />
Avenue South in Fargo, ND. At $2.8 million or 70%<br />
of the campaign goal, we had a positive message<br />
to share on this historic day in the <strong>Council</strong>. A new<br />
headquarters and regional hub for all of Scouting<br />
in the <strong>Northern</strong> <strong>Lights</strong> <strong>Council</strong> will soon be a reality.<br />
We plan to break ground for the new Center for<br />
Scouting during the summer of 2011.<br />
We are proud to share with you this <strong>2010</strong> Annual<br />
Report for the <strong>Northern</strong> <strong>Lights</strong> <strong>Council</strong>, Boy<br />
Scouts of America. As you review the highlights<br />
of Scouting, we hope this report demonstrates<br />
Scouting’s mission and the difference Scouting<br />
makes in a young person’s life.<br />
On behalf of the youth and families who have<br />
participated in Scouting and possess a moral<br />
compass grounded in the principles of the Scout<br />
Oath and Law, thank you for your support of<br />

Tiger Cubs and Cub Scouts<br />
For boys in grades 1-5.<br />
Cub Scouting is a family and home<br />
centered program. Cub Scouting encourages<br />
a boy to “Do Your Best.” Cub Scouting is an<br />
active family program that develops character,<br />
teaches citizenship and promotes fitness. It<br />
includes service projects, games, pinewood<br />
derbies, day camps, parent-son overnighters,<br />
projects, ceremonies and outdoor activities.<br />

Boy Scouts<br />
For boys in grades 6-12.<br />
The Boy Scout program is an American<br />
tradition that immediately follows Cub Scouting.<br />
Boy Scouting is an outdoor adventure program<br />
that develops character, leadership, citizenship,<br />
and fitness. Through the advancement<br />
program, a Scout progresses in rank, gaining<br />
additional knowledge and responsibilities. Boy<br />
Scouting includes learning new skills, summer<br />
camp, weekend campouts, leadership training,<br />
community service projects, hiking and much<br />
more.<br />

Venturing<br />
For young adults ages 14-20.<br />
A challenging high-adventure<br />
program for young men and women designed<br />
to prepare them to become responsible<br />
and caring adults. Venturing programs are<br />
developed around six experience areas:<br />
Citizenship, Leadership, Fitness, Social,<br />
Outdoor and Service. The program helps youth<br />
pursue special interests in areas such as sports,<br />
arts, hobbies, youth ministry, sea Scouting and<br />
outdoor adventure.<br />

Learning for Life is a co-ed, in-school character<br />
development curriculum for children in K-12.<br />
This program teaches life skills, social skills and<br />
problem solving, while developing self-worth,<br />
motivation and personal values. Teachers<br />
apply the curriculum in their classroom utilizing<br />
learning modules.<br />

Building Character<br />
with community partners<br />
Good Turn for America<br />
Since 1910, Scouting has provided<br />
community service to our local<br />
communities. From leading the<br />
recycling effort through World War II to<br />
national good turns through Scouting<br />
for Food, we have been there to help<br />
when America needs us. Scouting is<br />
about giving of yourself and helping<br />
others. The Scout Slogan “Do a<br />
Good Turn Daily” comes to life as<br />
Scouts participate in service projects<br />
throughout the <strong>Council</strong>, including<br />
flood relief efforts. In <strong>2010</strong>, Scouts<br />
from the <strong>Northern</strong> <strong>Lights</strong> <strong>Council</strong><br />
contributed more than 88,429 hours<br />
of community service.<br />
Scouting for Food<br />
Service with a Smile!<br />
Scouting for Food is Scouting’s community stewardship<br />
project aimed at addressing the problem of hunger in<br />
the communities in which we live and work. Scouting<br />
for Food is a project rooted in the foundation of the<br />
Scouting movement. Through initiative and hard work,<br />
the Boy Scouts have developed a framework to help<br />
our local food pantries feed hungry residents. In <strong>2010</strong>,<br />
more than 90,000 pounds of food was collected by the<br />
council’s registered units.<br />
Service to the Community<br />
Community Partners<br />
Do a Good Turn Daily!<br />
Collaboration is important to the Boy Scouts of America<br />
as we deliver our program to young people. The Scouting<br />
program is delivered through hundreds of community<br />
organizations in the <strong>Northern</strong> <strong>Lights</strong> <strong>Council</strong> that are<br />
chartered by the Boy Scouts of America to serve our local<br />
youth through our 229 Cub Scout Packs, 140 Boy Scout<br />
Troops/Teams, 54 Venturing Crews, 48 Explorer Posts<br />
and Learning for Life Groups. Local schools, churches,<br />
religious organizations, service organizations, community<br />
organizations and parent groups are the chartered partners<br />
through which the Scouting program serves youth in the<br />
<strong>Northern</strong> <strong>Lights</strong> <strong>Council</strong>.

Advancement & Achievement<br />
the merits of scouting<br />
A young person joins Scouting to have fun.<br />
The Scouting program provides them an<br />
opportunity for personal growth through the<br />
use of the advancement program. This program<br />
teaches a young person how to set goals and<br />
work to achieve those goals. Scouts gain selfesteem<br />
and self-confidence as they set goals,<br />
achieve them, and are recognized through the<br />
rank advancement program. Advancement is<br />
one tool by which Scouting achieves its aims, to<br />
develop young people of good character who<br />
are physically strong, mentally fit and trained for<br />
good citizenship. In <strong>2010</strong>, Cub Scouts earned<br />
4,859 Rank Advancements and Boy Scouts<br />
earned 1,653 Rank Advancements including 184<br />
Eagle Scouts. 8,970 Merit Badges were earned<br />
by Boy Scouts.<br />

Scout, Scouting volunteer or registered leader who has<br />

Dickinson State University Scholarship<br />
Justin Herner, an Eagle Scout from Troop 58 in Mott, ND, has been<br />
named the first recipient of the Character Counts Scholarship at<br />
Dickinson State University. The Dickinson State University Character<br />
Counts Scholarship, established in <strong>2010</strong> with the <strong>Northern</strong> <strong>Lights</strong><br />

Endowment Fund<br />
The <strong>Northern</strong> <strong>Lights</strong> <strong>Council</strong>’s Endowment Fund<br />
was founded to provide a source of permanent<br />
financial support for future generations. The<br />
<strong>Council</strong>’s Endowment Fund totaled $3.8 million in<br />
assets as of December 31, <strong>2010</strong>. Scouting’s future<br />
financial needs must be addressed due to the<br />
changing dynamics in the funding of our valuesbased<br />
program. Managed by Wells Fargo Trust,<br />
the <strong>Council</strong> ensures good stewardship through a<br />
volunteer investment committee that monitors fund<br />
performance with a sound investment strategy.<br />
The thirteenth annual Heritage Society reception<br />
on February 20 th , <strong>2010</strong>, was held in conjunction with<br />
the <strong>Council</strong>’s Annual Meeting and Recognition<br />
Dinner. Heritage Society Members, James E.<br />
West Fellows, 1910 Society and Founders Circle<br />
members gathered to recognize those who have<br />
made contributions to the Endowment Fund. The<br />
<strong>Council</strong>’s Heritage Society now totals 75 members<br />
who have made an outright gift to the Endowment<br />
Fund or notified us of including the <strong>Northern</strong> <strong>Lights</strong><br />
<strong>Council</strong> in their estate plans. The <strong>Council</strong> has 148<br />

an investment in lasting values<br />
The <strong>Northern</strong> <strong>Lights</strong> <strong>Council</strong> leadership, with a strong desire to inspire Scouts and better serve the<br />
registered volunteer leaders, crafted a vision for ‘<strong>2010</strong> and Beyond”. The Scouts and leaders of the<br />
<strong>Northern</strong> <strong>Lights</strong> <strong>Council</strong> should have a new regional headquarters. Not an office, a new Center<br />
for Scouting, that is equipped to serve Scouts and volunteer leaders of today and tomorrow. On<br />
November 19, <strong>2010</strong>, the <strong>Council</strong> publicly announced its Center for Scouting Capital Campaign. To<br />
date, $3.2 million has been raised towards its $4 million goal.<br />

Camping and the Outdoors<br />
experiences that change lives<br />
Scouting’s outdoor classroom, camping, is the foundation<br />
of the Scouting experience and the place where the<br />
Scouting program truly comes alive. The outdoors is<br />
an educational facility that Scouting believes should be<br />
a vital part of every Scout’s life. The <strong>Northern</strong> <strong>Lights</strong><br />
<strong>Council</strong>’s camp facilities and programs continue to<br />
provide support to the activities of the Packs, Troops and<br />
Crews. In <strong>2010</strong>, more than 11,500 youth and adult leaders<br />
enjoyed one of our year-round camping programs.<br />
Camp Wilderness<br />
Nestled in the pines of the northwoods of<br />
Minnesota, near Park Rapids, this beautiful 2,400<br />
acre property on Bad Axe Lake is the perfect<br />
setting for many exciting and challenging<br />
programs for all Scouts and their families. In<br />
<strong>2010</strong>, 1,625 Boy Scouts attended long-term<br />
summer camp. Throughout the year more than<br />
8,000 youth and adults utilized the Camp’s<br />
year-round program and facilities, including<br />
Cub Scouts who participated in an overnight<br />
camping experience at the Butler Wilderness<br />
Outpost Cub Scout Camp.<br />
Heart Butte Scout Reservation<br />
Southwest of Bismarck, North Dakota on Lake<br />
Tschida, Heart Butte Scout Reservation is a<br />
great place to spend a weekend or an overnight<br />
camping spot on your way west to a high<br />
adventure experience. Capital improvements<br />
continue to be made to meet the needs of<br />
our Scouts and Adult Leaders. Heart Butte has<br />
fishing, hiking, canoeing and a nearby public<br />
beach to make this a great location for a Pack<br />
or Troop outing.<br />
Big Four Camp<br />
What a Catch!<br />
Located just west of Minot, North Dakota, Big<br />
Four, which borders the river, is an excellent<br />
facility for Webelos or Boy Scout Campouts and<br />
is used for Day Camp programs each summer.<br />
Tom Brantner Memorial Camp<br />
20 miles east of Fargo, North Dakota, in Clay<br />
County, Minnesota; Packs, Troops and Crews<br />
can use the 48-acre property for short term and<br />
overnight camping and experience a true ‘leave<br />
no trace’ camping experience.
