Benefit & Insurance Oversight Committee
Charter 590 and 591 of the Acts of 1987 established the Maryland General Assembly Workers’
Compensation Benefit and Insurance Oversight Committee. The Oversight Committee was developed to:
• examine and evaluate the condition of the workers’ compensation benefit and insurance
structure in Maryland and the impact these laws have on that structure;
• review, with respect to adequacy and appropriateness, the changes made to the permanent
partial benefits laws and make recommendations for necessary changes; and
• report to the Governor and the Legislative Policy Committee on December 31 of each year.
The Oversight Committee also monitors, reviews and comments on salient workers’ compensation issues
for the Maryland Legislature. The Oversight Committee membership includes representatives from the
legislative, medical, legal and labor sectors, as well as the general public. An appointed State Senator and
House of Delegates member serve as Chair and Co-Chairman.
Senator Arthur Dorman
