8. Environmental Aspects:<br />
i. There will be wastewater generation <strong>of</strong> about 2000 LPD from<br />
sanitary usage. The waste water shall be treated in STP and<br />
used for gardening.<br />
ii. There is no significant air emission in this proposal.<br />
iii. Solid waste in the form <strong>of</strong> garbage and trash will be genrated.<br />
This shall be disposed with municipal solid wastes.<br />
9. In view <strong>of</strong> the above we may consider issuing <strong>Consent</strong> <strong>to</strong> <strong>Establish</strong><br />
with the following conditions:<br />
i. The water consumption shall be 2,500 and it shall be drawn from bore<br />
well authorized by State Ground Water Authority.
ii. The wastewater discharge shall not exceed 2000 LPD and it shall be<br />
treated in STP and used for gardening.<br />
iii. The Power requirement <strong>of</strong> the project shall be 75 HP. Prior approval<br />
shall be obtained from this Department before installation <strong>of</strong> any DG<br />
Set.<br />
iv. The solid waste generated shall be properly segregated and<br />
collected in separate ‘bins’, green bins for biodegradable waste,<br />
white bins for recyclable waste and black bins for non-recyclable<br />
waste as per Municipal Solid Waste (Management & Handling)<br />
Rules, 2000 and handed over <strong>to</strong> Municipality.<br />
v. The provisions <strong>of</strong> Noise Pollution (Regulation & Control) Rules, 2000<br />
shall be strictly complied and the Ambient Air Quality standards with<br />
respect <strong>to</strong> Noise should not exceed 50 dB (A) during daytime and 40<br />
dB (A) during nighttime.

provided <strong>to</strong> mitigate the dust and noise.<br />
i. Entire operation shall be carried out in closed premises<br />
ii. Packing <strong>of</strong> pulverized white clay shall be au<strong>to</strong>matic.<br />
iii. Green belt consisting <strong>of</strong> taller and dense foliage plant like<br />
Casuarinas, Polyethina and Acacias sp. shall be<br />
developed around the premises <strong>of</strong> the unit.<br />
iv. Bag filter shall be provided as air pollution control device.<br />
v. Glass windows and rubber bush should be provided <strong>to</strong> the<br />
machineries <strong>to</strong> control the noise.

Remarks: The process will not produce emission (or) discharge. It is<br />

Case No. 7: M/s. Alam Alloys, R.S.No. 122/4 – A, Surakudi<br />
Village, Thirunallar Commune, Karaikal – Modification in Air<br />
Pollution Control Systems<br />
The proposal for modification in Air Pollution Control Systems was<br />
discussed in the 102nd Meeting <strong>of</strong> PPCC held on 20.01.2010. The<br />
project agency was directed <strong>to</strong> carry out air quality moni<strong>to</strong>ring with and<br />
without scrubber and then approach this authority. The decision <strong>of</strong> the<br />
Meeting was intimated vide Letter No. PPCC/APCS-<br />
MOD/KKL/SCI/2010/133 dated 10.02.2010. Accordingly, the project<br />
agency have completed the said air quality moni<strong>to</strong>ring with and without<br />
scrubber through M/s. Richardson & Cruddas Ltd., (A Govt. <strong>of</strong> India<br />
Undertaking) and submitted the result. The result reveals that the<br />
concentration <strong>of</strong> Suspended Particulate Matter was found <strong>to</strong> be less<br />
when assessed without scrubber compared <strong>to</strong> the presence <strong>of</strong><br />
scrubber. The concentration <strong>of</strong> Sulphur-di-Oxide and Oxides <strong>of</strong><br />
Nitrogen are more or less on par with or without scrubber.
Hence, it is requested by the project agency <strong>to</strong> operate the Air<br />
Pollution Control Systems with Heat Exchanger and three chambered<br />
bag filter arrangements (210 bags in each chamber <strong>to</strong>taling <strong>to</strong> 630<br />
bags) for effective performance <strong>of</strong> the systems without any choking<br />
problem.

installed. 125 KVA capacity D.G. Set with acoustic noise pro<strong>of</strong> control<br />
system is installed as standby in case <strong>of</strong> power failure.<br />
11. Effluent generation : The wash water generation from<br />
kitchen and domestic waste water generation are drained thro’<br />
municipal drainage.
12. Solid waste generation : Solid waste generation in the form<br />
<strong>of</strong> kitchen wastes is composted and other wastes are handed over <strong>to</strong><br />
Municipality.<br />

14. Remarks : It is an existing hotel. The unit has<br />
obtained licenses from Foods and Drugs Administration, Fire<br />
Station, Karaikal Planning Authority, Commercial Taxes Department,<br />
Karaikal Municipality, Electricity Department, State Ground Water<br />
Unit and Soil Conservation and is registered with the Registrar <strong>of</strong><br />
firms. Incorporating necessary conditions we may consider issue <strong>of</strong><br />
<strong>NOC</strong>.
Case No. 9: M/s. Karaikal Port Pvt. Ltd., Keezhavanjore, T.R.<br />
Pattinam Commune, Karaikal, Nagore Post – <strong>Issue</strong> <strong>of</strong> <strong>NOC</strong><br />
for Desalination (R.O) Plant and <strong>Issue</strong> <strong>of</strong> <strong>NOC</strong> for 8 MW power<br />
supply for Phase – II.<br />

7. Remarks : M/s. Karaikal Port Pvt. Ltd., is an<br />
existing Port located at Keezhavanjore, T.R. Pattinam Commune,<br />
Karaikal. It is a large-scale, red category Port involved in handling <strong>of</strong><br />
handling <strong>of</strong> General Cargo and Coal at Phase - I. The unit is running<br />
with valid Air and Water <strong>Consent</strong> Order (To Operate). The proposed<br />
Desalination plant though falls within the port boundary is under the<br />
purview <strong>of</strong> CRZ Notification, 1991 and hence clearance from PCZMA is<br />
required for Desalination Plant. In the first instance, the project<br />
proponent has requested <strong>NOC</strong> from PPCC for further clearances. The<br />
unit has obtained Environmental and CRZ clearance for expansion <strong>of</strong><br />
Karaikal Port (Phase – II) from Ministry <strong>of</strong> Environment and Forests,<br />
Government <strong>of</strong> India wherein the power requirement is also indicated.
Case No.10: <strong>Issue</strong> <strong>of</strong> <strong>Consent</strong> <strong>to</strong> <strong>Establish</strong> / <strong>NOC</strong> <strong>to</strong><br />
M/s. White Field Minerals Pondy, Korkadu for carrying seiving<br />
activity as additional activity in order <strong>to</strong> improve the quality<br />
<strong>of</strong> the pulverizing materials.<br />
It is pulverizing <strong>of</strong> China Clay, Dolamite, Calcite and soap s<strong>to</strong>ne and<br />
supplying <strong>to</strong> M/s. Hindustan Lever Ltd. <strong>Consent</strong> <strong>to</strong> <strong>Establish</strong> was<br />
issued on 20.6.2006 and <strong>Consent</strong> <strong>to</strong> Operate was issued on<br />
23.2.2009.<br />
Process <strong>of</strong> the unit is Minerals -> Drying -> Pulverising -><br />
Packing. It is proposes <strong>to</strong> carry out ‘Seiving’ activity as additional<br />
activity in order <strong>to</strong> improve the quality <strong>of</strong> the pulverizing materials.<br />
Seiving activity will produce dust. Hence centralized<br />
‘Dedusting’ arrangement with necessary ducts system need <strong>to</strong> be<br />
provided.
Case No. 11: <strong>Issue</strong> <strong>of</strong> <strong>NOC</strong> <strong>to</strong> establish M/s. Fab Express,<br />

discharge in the public drain. It is estimated approximately 1800 LPD<br />
<strong>of</strong> wash water will be generated. Phosphate and Sulphate are the two<br />
ingredients generally present in washing plant. 5 mg/l and 2 mg/l are<br />
the maximum permissible standards for discharging the effluent.<br />
Hence the unit need <strong>to</strong> provide ETP systems consisting <strong>of</strong> collection<br />
tank and settling tank.<br />
This proposal was placed before the 103rd meeting <strong>of</strong> PPCC<br />
held on 19.2.2010. The Committee directed the project agency <strong>to</strong><br />
submit details about the source <strong>of</strong> dirty linen, quantity and nature <strong>of</strong><br />
washing materials going <strong>to</strong> be used and the method <strong>of</strong> treatment <strong>of</strong><br />
waste water.

washing. The project proponent has proposed <strong>to</strong> discharge it in<strong>to</strong> public<br />
sewer (Covered U Drain) present in front <strong>of</strong> the building.<br />
Air: There is no significant impact due <strong>to</strong> air emission in this proposal.<br />
Solid Waste: There is no significant impact due <strong>to</strong> solid waste<br />
generation in this proposal.<br />
Remarks:<br />
The earlier proposal <strong>of</strong> this Project Proponent <strong>to</strong> establish a Power<br />
Laundry unit at a developing residential area in Navarkulam was<br />
rejected in the 101st meeting <strong>of</strong> PPCC held on 16.12.2009 as the<br />
committee observed that disposal <strong>of</strong> the waste water from the unit<br />
would be a problem in the proposed site since proper drainage facilities<br />
are not available. Now the Project Proponent has submitted a fresh<br />
proposal in a new site where Covered U-Drain is available.

> Drier -> -> liquefied by chilling -> Cylinder filling.

xi) Environmental Aspects:<br />
Slightly acidic waste water will be generated in the process which is<br />
proposed <strong>to</strong> be recycled back <strong>to</strong> the process after treatment. There<br />
is no air emission or hazardous waste from the process.<br />
Ammonium Nitrate is the major raw material for this unit. Though<br />
Ammonium Nitrate is freely available in market and used as<br />
fertilizers, it is also being used in the preparation <strong>of</strong> explosives.<br />
Ammonium Nitrate can cause explosion in contact with heat,<br />
combustible materials, organic materials or metals. Hence the unit<br />
has <strong>to</strong> take proper precautions during s<strong>to</strong>rage and handling <strong>of</strong><br />
Ammonium Nitrate.<br />
Nitrous Oxide Gas produced in the unit finds major use as anesthesia<br />
during surgery. The product has <strong>to</strong> be carefully handled since any<br />
accidental leakage may affect the health <strong>of</strong> the recipients.
Remarks: Though the unit is not having high pollution potential<br />
under normal operations, it involves use <strong>of</strong> hazardous raw materials<br />
which could cause explosion if not handled properly and the product<br />
itself could cause hazard during accidental leakages. The proposal<br />
requires clearance from Explosives Department for Filling and S<strong>to</strong>rage<br />
