nation of Dominica has reportedly been put on indefinite hold, pending consultation<br />

with various stakeholders. An additional new EC$5 port security tax has also been<br />

deferred. Ports Minister Rayburn Blackmoore was quoted in the Jamaica Observer<br />

newspaper as saying that the new taxes were as a result of a recommendation<br />

made by the Dominica Air and Sea Ports Authority to help it maintain facilities.<br />

Critics say that the new taxes will damage the tourism industry, but others say the<br />

new fees will merely bring Dominica in line with fees charged in other<br />

neighboring countries.<br />

In Dominica, there are currently no entry charges for yachts during office hours<br />

(Mondays 0800-1300 and 1400-1700; Tuesday-Friday 0800-1300 and 1400-1600).<br />

Moderate overtime fees are payable at other times. There is a nominal environmental<br />

fee of EC$4 per person.<br />

Gazetted in July, a new entry tax of EC$27 (approximately US$10) for the island<br />

on September 30th following<br />

a brief illness. Mr. Bristol was a<br />

past Commodore and a<br />

trustee of the Grenada<br />

Yacht Club. He was always a<br />

great supporter of GYC and<br />

he will be greatly missed.<br />

Carol Bristol, QC was born in<br />

St. Lucia and educated in<br />

Grenada. He was called to<br />

the Bar at Grays Inn, England<br />

in 1954 and returned to the<br />

<strong>Caribbean</strong> as an Associate<br />

in the legal firm of Gordon,<br />

Salles, Miquell & Mathurin in<br />

St. Lucia. From 1955 to 1957<br />

he held various posts including<br />

Acting Registrar of the<br />

Supreme Court in St. Lucia,<br />

Registrar of the Supreme<br />

Court in St. Kitts, Nevis &<br />

Anguilla and Chief Registrar<br />

of the Supreme Court of the<br />

Windward & Leeward Islands,<br />

headquartered in Grenada,<br />

and then Assistant to the<br />

Attorney General of the<br />

Windward Islands. In April 1959 he joined FM Henry & Denis Henry to establish the<br />

firm of Henry, Henry & Bristol. In 1981 he became senior partner on the retirement of<br />

Sir Denis Henry QC. Mr. Bristol took silk in 1986.<br />

From 1990 he was Chief Justice of Grenada until restoration of the OECS Court<br />

in 1991.<br />
