1. Call Meeting to Order<br />
Chairman V. Michael Fulginiti called the meeting to order at 6:34pm.<br />
2. Approve the <strong>Minutes</strong> of the Meeting held on March 27, <strong>2012</strong><br />
After a brief discussion brought forth by Commissioner Graham in regards to agenda<br />
item nine (9) Continuous Parking and Storage of Vehicle 450.05 / Trailers / Boats, from<br />
the meeting minutes, the minutes were approved by the committee. Chairman Fulginiti<br />
motioned to approve the minutes, Commissioner Higgins seconded the motion and the<br />
committee unanimously approved the minutes.<br />
3. Codification of Ordinances & Resolutions Update<br />
<strong>Aston</strong> <strong>Township</strong> Administrator Needles updated the committee on the status of the<br />
codification of ordinances and resolution project.<br />
4. Flood Plain Ordinance Amendments<br />
<strong>Township</strong> Solicitor Naughton-Beck presented a copy of the Flood Plain Ordinance with<br />
the changes that have been presented to County for review.<br />
5. Act 167: Pennsylvania Stormwater Management Act<br />
<strong>Aston</strong> <strong>Township</strong> Administrator Needles presented the committee with a brief overview<br />
of the information he received in regards to Ordinance the township will need to pass to<br />
comply with Act 167.<br />
6. Police Pension<br />
<strong>Township</strong> Solicitor Naughton-Beck presented a copy of the proposed Police Pension Plan<br />
Ordinance to the committee.<br />
7. Discuss Allowance of Temporary Advertisement Banners<br />
<strong>Aston</strong> <strong>Township</strong> Administrator Needles asked the committee to discuss the allowance of<br />
temporary advertisement banners for a specified allotment of time. The committee<br />
unanimously agreed after discussion on how this would work to present to the Board of<br />
Commissioners the idea of a “banner weekend” as an effort to assist the business<br />
community within <strong>Aston</strong> <strong>Township</strong> .<br />
8. Other<br />
Commissioner Graham brought forth a discussion on last month’s agenda item six (6)<br />
Sidewalk Ordinance for transfer, Adding Sidewalk and Curb.<br />
<strong>Township</strong> Solicitor Naughton-Beck presented the committee with a copy of a proposed<br />
ordinance to authorize and allow the township to enter into an inter-municipal<br />
agreement with the County of Delaware for the establishment and governance of a
uniform construction code board of appeals pursuant to Act 45 of 1999 allowing for the<br />
resolution of uniform construction code grievances.<br />
