1. Call Meeting to Order
Chairman V. Michael Fulginiti called the meeting to order at 6:34pm.
2. Approve the Minutes of the Meeting held on March 27, 2012
After a brief discussion brought forth by Commissioner Graham in regards to agenda
item nine (9) Continuous Parking and Storage of Vehicle 450.05 / Trailers / Boats, from
the meeting minutes, the minutes were approved by the committee. Chairman Fulginiti
motioned to approve the minutes, Commissioner Higgins seconded the motion and the
committee unanimously approved the minutes.
3. Codification of Ordinances & Resolutions Update
Aston Township Administrator Needles updated the committee on the status of the
codification of ordinances and resolution project.
4. Flood Plain Ordinance Amendments
Township Solicitor Naughton-Beck presented a copy of the Flood Plain Ordinance with
the changes that have been presented to County for review.
5. Act 167: Pennsylvania Stormwater Management Act
Aston Township Administrator Needles presented the committee with a brief overview
of the information he received in regards to Ordinance the township will need to pass to
comply with Act 167.
6. Police Pension
Township Solicitor Naughton-Beck presented a copy of the proposed Police Pension Plan
Ordinance to the committee.
7. Discuss Allowance of Temporary Advertisement Banners
Aston Township Administrator Needles asked the committee to discuss the allowance of
temporary advertisement banners for a specified allotment of time. The committee
unanimously agreed after discussion on how this would work to present to the Board of
Commissioners the idea of a “banner weekend” as an effort to assist the business
community within Aston Township .
8. Other
Commissioner Graham brought forth a discussion on last month’s agenda item six (6)
Sidewalk Ordinance for transfer, Adding Sidewalk and Curb.
Township Solicitor Naughton-Beck presented the committee with a copy of a proposed
ordinance to authorize and allow the township to enter into an inter-municipal
agreement with the County of Delaware for the establishment and governance of a

uniform construction code board of appeals pursuant to Act 45 of 1999 allowing for the
resolution of uniform construction code grievances.
9. Adjournment
Chairman V. Michael Fulginiti adjourned the meeting.
