1. Greetings from Mr. Roczek, the President of the <strong>European</strong> University Sports<br />

Association<br />

Dear participants - athletes, officials, partners and guests,<br />

It is with great pleasure to welcome you on behalf of the <strong>European</strong> University<br />

Sports Association (EUSA) on the occasion of the 12 th <strong>European</strong> Universities<br />

<strong>Volleyball</strong> Championship here in Nicosia.<br />

I would like to thank you for your interest and commitment to take part in our<br />

Championship, which has already attracted substantial interest from several <strong>European</strong> universities<br />

which will be participating. I would also like to recognise the work the Organising Committee has<br />

done regarding the organisation of this important event.<br />

The history of the <strong>European</strong> Universities Championships goes back to 2001 when the first events<br />

were organised. In 2012 the 1 st <strong>European</strong> Universities Games were successfully held in Cordoba,<br />

signalling the new era of alternating <strong>European</strong> Universities Championships and <strong>European</strong><br />

Universities Games.<br />

Success of the event depends on you – the participants, and the work and devotion of the<br />

Organising Committees and local Authorities which together with EUSA representatives and<br />

delegates make the Championship an unforgettable experience.<br />

Our activities go well beyond just sports competitions and are only possible due to the immense<br />

level of support and encouragement we receive from our National University Sport Associations,<br />

participation of University teams across Europe and involvement of EUSA staff and<br />

representatives. I also have to acknowledge the continuous support of our partners, especially<br />

cooperation with International University Sports Federation (FISU) and also other partner<br />

organisations.<br />

I am certain that the athletes taking part in this event will enjoy the Championship and that they<br />

will compete for their best results in a friendly and encouraging atmosphere, at the same time<br />

making new friends and experiencing new cultures.<br />

May the competitions be governed by fair play and reflect the true spirit of university sport and<br />

best of luck to everyone!<br />

2. Greetings from Michalis Krashias, the president of Organizing Committee.<br />

Dear all,<br />

On behalf of the organizing committee, it is with great pleasure to welcome<br />

you to this great event! We have placed our bidding with great satisfaction<br />

to EUSA for organizing the 2013 <strong>European</strong> Universities <strong>Volleyball</strong><br />

Championship because we believe that we have the capabilities to organize a<br />

championship that will be a watershed in the history of the <strong>European</strong><br />

Universities Championships.<br />

It is an honor for Cyprus to host such an important international championship, and I am certain<br />

that all the preparatory work done by the hosts will make sure that the sport event will be<br />

completed with great success.<br />

Sport participation provide youth with long term benefits that strengthen their lives, help to<br />

develop an Olympic spirit, built social cohesion and create hope for a brighter future.<br />

We have made sure that the contests will take place at the finest sports centers of Cyprus, which<br />

are, the “University of Cyprus Athletic Center”, the “Tasos Papadopoulos Eleftheria Athletic<br />

Center”, the Higher Institute Technology sport hall and Lefkotheo sport hall.<br />

For accommodation and nutrition we have made sure to retain one of the best hotels in Nicosia,<br />

the “Hilton Park” and during free day which is on Thursday 27th of June, visit to one of the<br />

beautiful beaches of the island in Larnaca.<br />

In our efforts we will have the support of the University of Cyprus, the Cyprus<br />

<strong>Volleyball</strong> Federation, the Cyprus Olympic Committee and the Cyprus Sports Organization.<br />

Concluding, I would like to wish all the participants the best of luck during the games, and<br />

unforgettable memories from their stay in Cyprus.<br />

of the <strong>Volleyball</strong> World Federation (FIVB), the EUSA Technical Regulation and this<br />

Technical Handbook. In case of dispute the English version shall be regarded as authoritative.<br />

9. Training sessions.<br />

Teams will have the possibility of booking training sessions of duration of 45 minutes.<br />

Each day's deadline will be 24h before requested training session date the latest.<br />

Concerning the dimension of the EUG it is not possible to offer each team each day a<br />

session. So it is a question of fairness and sportsmanship to organize the training.<br />

Sending your request to the information desk (until 18:00 o´clock of the previous day<br />

request) will be enough in order to book anything at any time.<br />

The day before each training day, official training and transportation schedules will be<br />

published.<br />

Awarding Ceremony<br />

The medal winning teams and players must attend the Medal Awarding Ceremony. In case of<br />

absence the medals are delivered to an official of the relevant delegation. The official shall not go<br />

on the podium but walk in front of it and take the medal in his/her hands. In case of absence of the<br />

whole team the ceremony could not be postponed.<br />

The following schedule will be decided by EUSA and the OC.<br />

The athletes are not allowed to bring national/regional flags or symbols of their countries/regions,<br />

cultures or religions to the podium. Winners are expected to attend the ceremony in the uniforms<br />

they wore at the Opening Ceremony. However, they are allowed to attend the official ceremony<br />

wearing sports uniforms when the ceremony takes place immediately after the competition.<br />

Athletes are expected to take off caps when receiving the medal and keep it in hand throughout the<br />

ceremony (i.e. playing of the EUSA anthem and raising of the flags). Athletes, authorities and<br />

accompanying persons are required to face the flags at the moment they are raised and the EUSA<br />

anthem is played.<br />

The medalists have to remain at disposal of the press after the medal awarding ceremony. An<br />

official photograph must be taken before the medal winners depart from the zone of the ceremony.<br />

The official languages for the awarding ceremonies will be Greek and English.<br />

The Awarding Ceremony will take place on the 30th of June 15 min after the Men Final. All<br />

teams have to be in the venue 30 min before the Awarding Ceremony.<br />

All matters of protocol will be handled in general according to the most recent EUSA EUG<br />

Protocol.<br />

10.4. Appealing Committee Regulation<br />

Appealing Regulations are part of the General EUSA Regulation<br />

• Protest on non-technical matters<br />

If any protest beyond the responsibilities of the referees or umpires, the SCAC shall hold the<br />

meeting to make a decision according to relevant regulations of EUSA.<br />

1. Any protest must reach the SCAC through the Technical Delegate according to the regulations<br />

of EUSA.<br />

2. Each Head of Delegation or his/her deputy has recourse to protest against the decision. This<br />

protest must be submitted in writing to SCAC in accordance with the regulations of the EUSA.<br />

Such protest must be accompanied by a deposit of fifty (50) Euros, which will be returned if the<br />

protest is considered to be justified.<br />

3. Any decision of SCAC is final and must be reported immediately to the Head of Delegation of<br />

the University concerned.<br />

• Protest on technical match matters<br />

If any protest beyond the responsibilities of the referees or umpires, the technical committee<br />

shall hold the meeting to make a decision according to relevant regulations of FIVB and EUSA.<br />

1. Any protest of <strong>Volleyball</strong> Competition must reach the Technical Delegate through the umpires<br />

or other competent official according to the regulations apply by the appropriate <strong>Volleyball</strong> ISF<br />

or by the technical regulations.<br />

2. Each Head of Delegation or his/her deputy has recourse to protest against the decision. This<br />

protest must be submitted in writing to Technical Committee in accordance with the regulations<br />

of the appropriate ISF. Such protest must be accompanied by a deposit of fifty (50) Euros<br />

which will be returned if the protest is considered to be justified.<br />

3. Any decision of Technical Committee of a sport event is final and must be reported<br />

immediately to the Head of Delegation of the University concerned.<br />

APPENDIX IV. Transport Services Set of Rules<br />

The transport service team of the EUSA <strong>Volleyball</strong> 2013 welcomes you to the city warmly,<br />

wishing you a great stay and pleasant sport and personal experience.<br />

Our mission is to facilitate your transport from your arrival to your departure and in order to<br />

achieve it satisfactorily there are a number of rules to follow:<br />

1. The Service will be given to transport those who the Organization consider, according<br />

to the program established and according to the needs that can arise or can be necessary<br />

for the best running of the EUSA <strong>Volleyball</strong> Games 2013.<br />

2. The vehicles will run exclusively from:<br />

• Airport to hotels and vice versa.<br />

• Hotels to sport facilities and vice versa<br />

• Hotels to acts and official ceremonies venues and vice versa<br />

3. In any case, the transport service will not be given for private or personal displacements<br />

or those not fixed for the official program.<br />

4. The driver is not authorized to vary itineraries, schedules, to extend these or to give<br />

services not previously approved, exceptionally as pointed out in the following point.<br />

5. The service will be available five minutes before the scheduled time and fifteen minutes<br />

after the stated time, considering specifically situations such as delays (with the<br />

exception of possible delays in airport or railway station, or by exigencies of the<br />

competition).<br />

6. In those vehicles shared by several people, in case some of them are delayed, for respect<br />

to punctual users, the time of delay will be reduced to five minutes.<br />

7. It is not allowed the individual or exclusive use of the transport service to anyone<br />

companions the participants, relatives, friends, etc., unless they have the accreditation<br />

authorized by the organization. However, the companions are authorized to benefit from<br />

this service, in any case, whenever they are accompanying the person properly<br />

authorized, in this case, they will be considered as users.<br />

8. For your information the transport service schedules during the Volley Games 2013 will<br />

be at the transport services office and in the counters of organization in all the Hotels.<br />

9. Changes requests for an established service or which it is not in the program should ask<br />

for a change request form that will be handed in the counter of the organization of the<br />

Hotel or in the office of this Transport service, and cannot be considered like accepted<br />

until it is confirmed, with the approval of the Person in charge.<br />

10. To keep the best conditions of cleaning and hygiene of the vehicles, it is prohibited to<br />

smoke, consume foods or drinks while you are using the service.<br />

11. If you need any extra transportation, you have to fill up the specific form (Appendix III)<br />

48 hours before at the information desk and the transportation manager will inform you<br />

if it is approved or not.<br />

APPENDIX V. EUSA GAMES 2013 Accommodation Rules and Regulations<br />

This document sets out the rules and regulations that all students staying in accommodation<br />

premises must abide by.<br />

Smoking/ Alcohol Consumption<br />

a) All accommodation premises have a strict NO SMOKING/ NO ALCOHOL CONSUMPTION<br />

policy. Any person found smoking or drinking alcohol within the accommodation premises will be<br />

liable to pay a fine and be given a warning. After this participants face eviction from the residences.<br />

Illegal, Immoral Usage<br />

a) Not to use, possess or consume or allow to be used, possessed, cultivated or consumed in or near<br />

the accommodation any of the drugs or any other controlled substances which may at any time be<br />

prohibited or restricted by Cyprus law.<br />

b) Not to use or knowingly allow the accommodation to be used for illegal or immoral purposes.<br />

Nuisance and Noise<br />

a) Between the hours of 12pm and 7am please avoid<br />

• Holding any social gatherings,<br />

• Singing or allow singing,<br />

• Using or allow the use of loud mechanical appliances,<br />

• Playing or allow playing of any musical instrument or loud sound reproduction equipment<br />

such as a television, radio, stereo system or computer system.<br />

b) When approaching at corresponding accommodation, especially at night, participants must<br />

consider the general public. Participants are ambassadors for the EUSA GAMES 2012 and bringing<br />

the institution into disrepute by unruly behavior, noise, theft or vandalism are serious offences,<br />

punishable by exclusion.<br />

Respect and Consideration for others<br />

a) Learning to live together and being considerate to others is part of the “student experience” and a<br />

good deal of tolerance and understanding is often required to achieve a harmonious atmosphere.<br />

Compromises may have to be made by all, as each individual learns to cope with various life-styles<br />

of housemates.<br />

b) Participants who find that they cannot resolve “in-house” problems are encouraged to seek<br />

guidance or advice from an Organizing Committee Officer. It is advisable to seek guidance before<br />

minor irritations become major issues. Participants who persistently cause nuisance to other<br />

residents or neighbors’ will be subject to disciplinary action. This may result in exclusion from the<br />

residences.<br />

Equipment in the Residence<br />

a) Do not decorate or make any alternations in or additions to the accommodation and do not cut,<br />

maim, puncture or injure any of the walls, partitions or timbers of the accommodation.<br />

b) Do not permit any waste, spoil or destruction to the accommodation.<br />

c) Do not do, or allow to be done anything upon the accommodation which shall cause damage to,<br />

or deterioration of the internal or external surfaces or the coverings or decoration of, or to the<br />

surfaces.<br />

d) Do not affix any items to the doors, walls windows or any of the fixtures and fittings on the<br />

premises either internally or externally using glue, nails, sticky tape, blue-tac or similar adhesive<br />

fixings.<br />

e) Do not remove any of the fixtures and fittings from the accommodation.<br />

f) Furniture should not be removed from the bedrooms, flats or houses for any reason.<br />

Electrical & Telephone Installations<br />

a) Do not alter or extend the electrical installations or wiring or the telephone installation or wiring<br />

at the Premises.<br />

b) Please take care not to cause an overload of the electrical circuits by the inappropriate use of<br />

multi socket electrical adaptors or extension cables when connecting appliances to the mains<br />

electrical system.<br />

Rubbish & Refuse<br />

All rubbish from the accommodation and sport halls must be placed in the dustbin or receptacles<br />

provided.<br />

Hazardous & Dangerous substances<br />

a) Not to store or bring into the accommodation any articles of a combustible, inflammable or<br />

dangerous nature.<br />

b) Not to burn or use any candles within the accommodation as they represent a fire hazard.<br />

Animals and Pets<br />

Domestic animals, reptiles, insects, fish or birds are forbidden within the accommodation.<br />

Outside Areas<br />

Participants must not leave rubbish or any items considered unsightly outside their residence and<br />

the area must be kept tidy. After adequate warning any bags of household refuse or unsightly<br />

rubbish left outside residences will be removed by the University and all residents will be liable for<br />

the costs of disposal. Rubbish must be deposited in bags in the designated areas. It must not be left<br />

outside the bins but placed inside them. Rubbish left outside bins is unhealthy and attracts vermin.<br />

Swimming pool<br />

a) No one will be allowed in the swimming area unless the pool is officially open and a lifeguard is<br />

on duty. Entering the pool area when it is not open for public use is prohibited and may be<br />

considered a trespass.<br />

b) Lifeguards and premises staff have the authority to enforce all pool rules. Patrons who repeatedly<br />

violate the rules or reasonable requests of staff may be ejected from the facility.<br />

All participants must behave in a responsible manner and respect advices from staff<br />

members.<br />

In case of non fulfillment of the regulations, EUSA and the Organizing Committee reserves<br />

the right to take those disciplinary measures needed, including the expulsion from the<br />

APPENDIX VI. Advice on High Temperatures<br />

Heat-related illness and dehydration syndromes have always been concerns for coaches and<br />

athletes. Heat-related illness and dehydration syndromes include heat rash, heat cramps, heat<br />

exhaustion and heat stroke. These should not be seen as individual entities but as part of a<br />

continuum. The earlier the intervention, the better the odds of averting a disastrous chain reaction.<br />

What can you do?<br />

Stay cool:<br />

• Work out in early morning or late evening. Avoid the hottest times of the day.<br />

• Reduce the intensity and duration of your workout.<br />

• Take the time to get into shape before arriving at training camp. Know the climate you are going<br />

to and try to get acclimated before getting there.<br />

• Take frequent rests and remove your headgear. The head has an ideal body-mass to surface-arearatio<br />

to maximize heat loss.<br />

Stay hydrated:<br />

• Drink often and drink regularly. Do not rely on thirst, by the time you are feeling thirsty, there is<br />

already a significant fluid deficit.<br />

•Drink more than just water. When you exert yourself, you lose electrolytes as well as fluid.<br />

Replacing the fluid alone (with just water) can lead to electrolyte imbalances. These imbalances can<br />

be life-threatening.<br />

•Monitor your urine, it should be the consistency of lemonade, not apple juice.<br />

Stay healthy:<br />

•Eat and sleep well. Maintain a well-balanced diet. Replenish salt and rehydrate. Avoid alcohol,<br />

soda, caffeine and other stimulants.<br />

•Gain or lose weight slowly, allowing your body time to acclimate to the change.<br />

•Sharp drops in weight after exertion can be an indicator of excessive fluid loss.<br />

•Know the warning signs of heatrelated illness and dehydration syndromes.<br />

Another set of advises minimize heat effects:<br />

Known signs/symptoms of heat-related illnesses<br />

Block out direct sun or other heat sources<br />

Use cooling fans/air-conditioning; rest regularly<br />

Drink sufficient, cold water and drinks<br />

Use the cooling talc powder to assist body cooling<br />

Wear lightweight, light colored, loose-fitting clothes<br />

Avoid alcohol, caffeinated drinks, or heavy meals<br />

Don't eat excessive fat, cholesterol foods<br />

Take a towel or handkerchief in pocket or arm, to clean off sweat<br />

Leave the hottest area; allow heat illness patients to remain in coolest area.<br />

SUN PROTECTION<br />

Protecting the skin against solar rays is necessary throughout the year, but it becomes<br />

especially essential in summer, season in which the solar rays hit with more force.<br />

During this period, all athletes who perform outdoors must pay special attention and take<br />

care of the skin due to the exposure and force of solar rays which are much greater.<br />

In order to avoid sunburns and to make sure to have a good protection, athletes must use a<br />

solar protector at least SPF30. There are some creams formulated specially for the habitual<br />

practice outdoor activities, due to their resistance to the sweat. This is important because the<br />

excess of sweat produced during the activity can remove quickly the layer of the solar<br />

protection which protect from UV radiation, harmful for the skin. In addition, these solar<br />

protection creams provide important hydration when applying it, it avoids the skin dryness.<br />

To use it properly it is necessary to make the first application 30 minutes before exposing to<br />

the sun on dry skin and repeating the applications hourly. Use enough amounts to cover<br />

corporal surface without forgetting especially sensible zones like ears, neck, etc.<br />

There are some creams AFTER SUN, very appropriate after the exposure to solar rays<br />

during long periods. Their main action is to hydrate, nourish and help the skin to recover,<br />

also act as cooler relieving sun burns.<br />
