PUBLIC POLICY PROGRAM<br />
Coalition for a Secure and Democratic <strong>Ukraine</strong>. Co-chaired by<br />
Ambassadors Steven Pifer and William Green Miller, and coordinated by<br />
<strong><strong>US</strong>UF</strong>, the Coalition for a Secure and Democratic <strong>Ukraine</strong>, a successor to<br />
the Jackson-Vanik Graduation Coalition,<br />
works to strengthen overall<br />
President Bush signs the agreement that graduates<br />
<strong>Ukraine</strong> from the Jackson-Vanik Amendment<br />
U.S.-<strong>Ukraine</strong> relations. Priority<br />
issues include fostering the Euro-<br />
Atlantic integration of <strong>Ukraine</strong>,<br />
establishing a closer institutional<br />
relationship between the U.S.<br />
Congress and <strong>Ukraine</strong>’s parliament,<br />
and encouraging <strong>Ukraine</strong>’s<br />
energy efficiency.<br />
<strong><strong>US</strong>UF</strong>’s Community<br />
Partnerships Project for Training and Education (CPP)<br />
CPP provides technical assistance, training, and education to over 900 Ukrai-<br />
nian communities through partnerships and seminar-based training at five<br />
Regional Training Centers. In the initial project phase, 14 Ukrainian and<br />
U.S. cities were partnered for intensive study of solutions for targeted problems<br />
in economic development,<br />
strategic planning, budgeting,<br />
housing & communal services,<br />
transportation, and citizen participation.<br />
CPP continues to<br />
work intensely with 24 regional<br />
partnership cities on economic<br />
development and housing and<br />
communal services issues. To<br />
promote information, CPP publishes<br />
magazines and newspapers<br />
that focus on the economic and<br />

social development of <strong>Ukraine</strong>. Publications include a bi-monthly Aspekty<br />
Samovriaduvannia Journal, a monthly Partnery Municipal Newsletter as well<br />
as practical handbooks on strategic management, urban planning and a ref-<br />
erence for mayors. CPP was selected to make essential physical improvements<br />
to <strong>Ukraine</strong>’s Central State Historical Archives in Lviv and to train archival<br />
staff in modern conservation technologies. Funded by the U.S. Agency for<br />
International Development.<br />
<strong>Ukraine</strong> Election & Monitoring Projects – Presidential and<br />
Parliamentary. These short-term, grass-roots efforts work to educate voters<br />
on their rights and responsibilities in bringing about more credible, transparent<br />
and fair elections in <strong>Ukraine</strong>. <strong><strong>US</strong>UF</strong> worked with the U.S. Association<br />
of Former Members of Congress in monitoring elections. Funded by the U.S.<br />
Agency for International Development.<br />
U.S.-<strong>Ukraine</strong> Policy Dialogue funded by the U.S. Department of<br />
State, this two-year project advances constructive dialogue among U.S. and<br />
Ukrainian policy makers, public policy experts, and organizations on issues<br />
impacting U.S.-<strong>Ukraine</strong> relations in four key areas: foreign policy and national<br />
security, politics and governance, economics and business, and media and information.<br />
Project to Assist <strong>Ukraine</strong>’s Civil Service Reform. With funds<br />
from the U.S. Department of Agriculture, the <strong>Foundation</strong> is assisting in the<br />
modernization of the personnel management system within <strong>Ukraine</strong>’s Ministry<br />
of Foreign Affairs and the Civil Service of <strong>Ukraine</strong>.<br />
Legal Sector Project. Assists the development of <strong>Ukraine</strong>’s legal sector<br />
through volunteer support in holding seminars at Ukrainian law schools,<br />
offering periodic conference, travel grants, and facilitating communications<br />
between scholars with Legal Links.<br />
Other Activities<br />
• Conference in <strong>Ukraine</strong>: From Breadbasket of Europe to Marketbasket for<br />
the World, examined <strong>Ukraine</strong>’s food sector, the role of Western organizations,<br />
and the changes necessary in public policy to further <strong>Ukraine</strong>’s<br />
development.<br />
• The <strong>Foundation</strong> provides support to the Pylyp Orlyk Institute for Democracy,<br />
a locally registered non-governmental public policy research institute in<br />
Kyiv that the <strong>Foundation</strong> established in 1991.<br />

organization established in 1991 to facilitate democratic development,<br />
encourage free market reform and enhance human rights in <strong>Ukraine</strong>.<br />
<strong><strong>US</strong>UF</strong> is dedicated to strengthening the mutual objectives of both nations and<br />
advancing <strong>Ukraine</strong> as a cornerstone of regional stability, and a full partner in<br />

The Baltic-Black Sea Corridor of Democracy
INFORMATIONAL SERVICES<br />
The <strong>Foundation</strong> informs its supporters and the general public about its<br />
activities and the mutual objectives of the U.S. and <strong>Ukraine</strong>. The <strong>Foundation</strong><br />
publishes a quarterly (print) newsletter, Infolink, and a periodic<br />
e-newsletter, Update, maintains a web site, www.usukraine.org, supports<br />
the visit of Ukrainian policymakers and holds various public meetings.<br />
Computer Technology for <strong>Ukraine</strong> - The <strong>Foundation</strong> collaborates with<br />
other organizations, such as the Kobzar Society and Click<strong>Ukraine</strong>.org, to supply<br />
computers and free educational programs to selected Ukrainian educational<br />
institutions.<br />
EDUCATION PROGRAM<br />
This program educates the public regarding <strong>Ukraine</strong> and the U.S. and<br />
provides assistance to institutions and individuals in expanding educational<br />
opportunities relating to public policy, economic development,<br />
health care, leadership and democratic values.<br />
Books for Libraries Project - A book donation program for<br />
Ukrainian and American educational institutions. Over $21,000 in<br />
books and journals, such as the English-Ukrainian dictionary, Basic<br />
Economic Financial Business Terminology, and the Encyclopedia of<br />
<strong>Ukraine</strong>, have been distributed over the past few years.<br />

Head of the Civil Service of <strong>Ukraine</strong>, Tymofiy Motrenko, visiting<br />

Kovaluk, Maryniuk and Sutaruk Scholarship Funds - The<br />
<strong>Foundation</strong> manages scholarship funds donated by families for the educational<br />
benefit of Ukrainian students who are from the native towns of<br />
the donors; stipends totaling nearly $300,000.<br />
Youth Leadership - The <strong>Foundation</strong> conducts an annual Youth<br />
Leadership Program in Washington or Kyiv for college students interested<br />
in U.S.-<strong>Ukraine</strong> relations.<br />
HEALTHCARE/HUMANITARIAN AID PROGRAM<br />
This program aims to improve health care in <strong>Ukraine</strong> and provide humanitarian<br />
aid. The <strong>Foundation</strong> has assisted the University of South<br />
Alabama in implementing its Ukrainian-American Birth Defects Project<br />
in <strong>Ukraine</strong>. Over $53,000 was provided to the families of the coal<br />
mining disaster in Krasnodon, <strong>Ukraine</strong>; to flood victims in Western<br />
<strong>Ukraine</strong>; and to Caritas <strong>Ukraine</strong> in support of various humanitarian aid<br />
needs.<br />

ECONOMIC DEVELOPMENT PROGRAM<br />
<strong><strong>US</strong>UF</strong> facilitates economic development between <strong>Ukraine</strong> and the<br />
United States by focusing attention on companies interested in business<br />
ventures, providing general business and economic data, and creating an<br />
open exchange of information between business entities.<br />
Business Links, BizLinks, and Potential Magazine<br />
The <strong>Foundation</strong> promotes the potential of <strong>Ukraine</strong>’s business market by<br />
providing information and valuable business data through its Business<br />
Links webpages, time-sensitive information through its email bulletin<br />
service, BizLinks, and unique feature stories on business and economic<br />
development through Potential.<br />

Business Roundtable Series - <strong><strong>US</strong>UF</strong> holds various seminars and<br />
meetings to focus attention on Ukrainian enterpreneurs visiting the<br />
United States.<br />

CURE Project - The CUltural REbirth of <strong>Ukraine</strong> Project supports the<br />
economic development of the cultural sector in <strong>Ukraine</strong>. The project assists<br />
Ukrainian artists with supplies and other resources to enable them to compete<br />
in the marketplace.<br />
Petrach Community Development Fund for Staryi Dobrotvir<br />
- The <strong>Foundation</strong> aids Staryi Dobrotvir, <strong>Ukraine</strong> through funds provided by<br />
The William Petrarch Charitable Trust.<br />
Community Development Projects<br />
The <strong>Foundation</strong> is assisting several communities in <strong>Ukraine</strong>, among which are<br />
Zhovkva and Zapytiv, through private donor support.<br />

The <strong>Foundation</strong> has launched a comprehensive information resource for business<br />
and pleasure travel to <strong>Ukraine</strong>. Travel to <strong>Ukraine</strong> serves as a valuable resource<br />
for those who wish to discover <strong>Ukraine</strong>.
