4 b(ii) Powers and duties <strong>of</strong> Officers/Officials:<br />
PRINCIPAL SECRETARY: Head <strong>of</strong> the Department <strong>of</strong> Personnel and<br />
Administrative Reforms (Administrative Reforms) and acts upon the orders<br />
and directions <strong>of</strong> the Chief Minister. Supervises the implementation <strong>of</strong> the<br />
policy <strong>of</strong> <strong>Government</strong> ensuring following the prescribed the rules. Exercises<br />
control over the staff <strong>of</strong> the Department to do the work allotted to them<br />
efficiently and expeditiously.<br />
Deputy Secretary/Joint Secretary/Additional Secretary: Additional<br />
Secretary/Joint Secretary/Deputy Secretary are <strong>Secretariat</strong> level <strong>of</strong>ficers who<br />
supervise the work <strong>of</strong> Under Secretaries and Desk Officers. They are<br />
assigned duties <strong>of</strong> Nodal Officer for coordinating matters common to all<br />
Sections in the <strong>Secretariat</strong> Department. They are also the administrative<br />
heads <strong>of</strong> departments ensuring harmonious operations <strong>of</strong> all sections and<br />
Under Secretary level <strong>of</strong>ficers. Additional Secretary/Joint Secretary/Deputy<br />
Secretary are to examine files put up to them by the Under Secretary and<br />
apply their minds in evaluating the assessment made by the Under Secretary,<br />
they will also provide alternatives on the action proposed and shall evaluate<br />
such alternatives and recommend the optimal decision to be taken in a<br />
particular case. The Additional Secretary/Joint Secretary/Deputy Secretary<br />
work under the supervision <strong>of</strong> the Secretary/Principal Secretary.<br />
UNDER SECRETRY: Branch Officer in-charge <strong>of</strong> the whole<br />
Section. Scrutiny <strong>of</strong> files submitted by Section Officer. Issue <strong>of</strong><br />
<strong>Government</strong> Order / Letter / Circulars / Notifications etc on behalf<br />
<strong>of</strong> the <strong>Government</strong>.<br />
PRIVATE SECRETARY: Duties are <strong>of</strong> multifarious nature. Attending<br />
to the directions <strong>of</strong> the Principal Secretary, telephone calls, visitors,<br />
maintaining public relation, overall supervision <strong>of</strong> the work and staff,<br />
keeping an accurate list <strong>of</strong> engagements, meetings etc., preparing the fair<br />
copies <strong>of</strong> the drafts letters. Monitoring FMS & LMS. Assisting the<br />
Principal Secretary for smooth functioning <strong>of</strong> the work.

DALAYATH: Attend the work related to handing over <strong>of</strong> files and<br />

4(b)(iii):<br />
The procedure followed in the decision making process<br />
including channels <strong>of</strong> supervision and accountability:-<br />
Junior Assistant/Assistant: The Junior Assistant/Assistant is the<br />
custodian <strong>of</strong> all <strong>Government</strong> files and records maintained in the hard copy<br />
form. It is the duty <strong>of</strong> the Assistant/Junior Assistant to receive documents to<br />
put them in their related files, if the files already exist and to open new files<br />
for a fresh reference in case it does not relate to any <strong>of</strong> the existing files.<br />
The Assistant/Junior Assistant will be supervised by the Section<br />
Officer/Private Secretary.<br />
Senior Assistant: Works under the supervision <strong>of</strong> the Section<br />
Officers/Private Secretary. Carries out the same duties <strong>of</strong> the<br />
Assistant/Junior Assistant and will act as the Section Officer in the absence<br />
<strong>of</strong> the Section Officer to supervise the Section. The Senior Assistant will<br />
examine references that have been received, submit the same to the Section<br />
Officer/Under Secretary. The Senior Assistant shall prepare drafts for the<br />
approval <strong>of</strong> the level competent to approve the same and ensure that such<br />
drafts are pertinent to the subject taking into consideration and applicable<br />
rules and be responsible for their fair copying and dispatch.<br />
Section Officer/Desk Officer: He shall supervise the Section. He shall put<br />
up the files to the Under Secretary after flagging the appropriate rules and<br />
regulations applicable in the case in particular. He shall also link up the<br />
connected files, precedents and ensure a consistency in the decision making<br />
process. His work is supervised by the Under Secretary.<br />
Under Secretary: The Under Secretary shall be in charge <strong>of</strong> one or more<br />
Section. Upon receipt <strong>of</strong> files from Section, he shall apply the relevant<br />
laws/rules/regulations/orders applicable in the matter and explain the<br />
subtleties <strong>of</strong> the precedents, if any, and render an opinion on the matter after<br />
taking into the consideration related issues. His work is supervised by the<br />
Deputy Secretary/Joint Secretary/Additional Secretary.<br />
Deputy Secretary/Joint Secretary/Additional Secretary: Additional<br />

Officers allocated for the disposal <strong>of</strong> the department’s work. The<br />
Secretary/Principal Secretary will take decisions on those matters in which<br />
there is a delegation <strong>of</strong> powers empowering the Head <strong>of</strong> the <strong>Secretariat</strong><br />
Department to take final decisions. The Secretary/Principal Secretary will<br />
evaluate the information provided by the Under/Deputy/Joint/Additional<br />
Secretary and render his considered advise to the Minister to enable the<br />
Minister to take a decision on a matter being dealt by the department.<br />
Secretary/Principal Secretary work under the supervision <strong>of</strong> the Chief<br />
Secretary.
