Policy directions<br />
(a) Investment<br />
• Having considered drinking water supply <strong>and</strong> sanitation as basic human needs, limited resource<br />
available will be equitably distributed among regions considering population, development activities<br />
taking place, urbanization etc<br />
• The three levels <strong>of</strong> institutions ie Central Government, Provincial Councils, <strong>and</strong> Local Authority<br />
are involved in investment in safe drinking water <strong>and</strong> sanitation projects<br />
• Government provides part <strong>of</strong> investment in water supply projects as grant <strong>and</strong> remainder as a<br />
concessionary loan<br />
• Government contribution is confined to invest in drinking water <strong>and</strong> sanitation projects while<br />
operational <strong>and</strong> maintenance costs will be born by the implementing agencies<br />
• Public private partnership for investment in water supply projects is encouraged<br />
• For sewerage projects government provides initial investment as a grant <strong>and</strong> local authorities are<br />
responsible for operation <strong>and</strong> maintenance <strong>of</strong> these projects<br />
(b) Tariff<br />
• Cost recovery tariff for pipe born water will be introduced to ensure the sustainability <strong>of</strong> the sector<br />
(subject to a concession <strong>of</strong>fered to the poorest groups as ‘lifeline tariff’ as shown below)<br />
