1. Promoting Good Telephone Service: GOOD<br />
TELEPHONE SERVICE is based on courtesy, accuracy,<br />
speed <strong>of</strong> subscribers, and operating personnel. Additionally,<br />
subscribers should be guided by the following general rules:<br />
a. Brevity. For economy and maximum use <strong>of</strong> available<br />
facilities, <strong>telephone</strong> conversation should be brief as possible.<br />
This is particularly true <strong>of</strong> long distance calls.<br />
b. Authorized Use. Personal matters or un<strong>of</strong>ficial<br />
business should not be discussed over <strong>telephone</strong>s that are<br />
authorized for “<strong>of</strong>ficial use only”, without consent <strong>of</strong><br />
commander or supervisor.<br />
c. Conversing with Operators. Conversations with<br />
switchboard operators must be limited to requesting pertinent<br />
information and giving instructions for placing calls.<br />
Unnecessary conversation keeps another from receiving<br />
prompt attention.<br />
d. Base operators answer many calls from a variety <strong>of</strong><br />
customers. They must be personable, courteous, diplomatic,<br />
and helpful in providing quality service to meet the needs <strong>of</strong><br />
our customers. Many times their efforts are very trying and<br />
unrewarding. The base operator will make every effort to<br />
assist in the completion <strong>of</strong> <strong>of</strong>ficial calls. There are times when<br />
a call cannot be completed due to nonavailability <strong>of</strong> lines,<br />
saturation at the distant end or existing backlogs, all <strong>of</strong> these<br />
are beyond the control <strong>of</strong> the operator. Your patience and<br />
understanding will be appreciated.<br />
2. Directory Change: This <strong>directory</strong> contains information, as<br />
listed, in our <strong>directory</strong> files. To give you the best <strong>directory</strong><br />
possible and accurate <strong>telephone</strong> information service, we need<br />
your support and cooperation. The Telephone Control Officer<br />
(TCO) in your unit has been assigned the responsibility <strong>of</strong><br />
ensuring that all information regarding additions, deletions, or<br />
changes are forwarded to Communications (CSC/ITO).<br />
Changes should also be published in the VAFB Bulletin for<br />
prompt dissemination.<br />
3. Request for Telephone Services:<br />
a. Official Requests for Telephone Service (installations<br />
or relocations): will be processed through the Unit Telephone<br />
Control Officer (TCO). The TCO will call the CSC/ITO<br />

Communications <strong>of</strong>fice, 213-7999, to place a Work Request.<br />
Note: Only authorized personnel from the CSC/ITO <strong>of</strong>fice may<br />
add, remove, or relocate <strong>telephone</strong> equipment on Vance AFB.<br />
b. Special Notice: The CSC/ITO Communications <strong>of</strong>fice,<br />
213-6045, will be notified prior to digging ditches, post holes, or<br />
excavations by anyone working on Vance AFB.<br />
c. Un<strong>of</strong>ficial Commercial Service: Commercial<br />
<strong>telephone</strong> service for BOQs, nonappropriated funded activities,<br />
and private quarters may be obtained from the local <strong>telephone</strong><br />
company. Installation, monthly rental, and toll charges made<br />
from this type service will be the responsibility <strong>of</strong> the individual<br />
or <strong>of</strong>fice concerned. Individuals requiring commercial service<br />
will call the AT&T business <strong>of</strong>fice by dialing 1-800-464-7928 or<br />
one <strong>of</strong> the other local service providers to establish un<strong>of</strong>ficial<br />
service.<br />
4. Government Controlled Telephone Service (Class <strong>of</strong><br />
Service): Government controlled <strong>telephone</strong>s installed at Vance<br />
AFB are administratively classified as follows:<br />
(a) Class "A" <strong>telephone</strong>s authorized for the transaction<br />
<strong>of</strong> <strong>of</strong>ficial government business and have access to <strong>of</strong>f base<br />
trunk lines, DSN, and leased long lines.<br />
(b) Class "C" <strong>telephone</strong>s restricted to <strong>of</strong>ficial business<br />
having no direct dial access to <strong>of</strong>f-base trunks or DSN.<br />
5. Instructions for using the Vance AFB Telephone<br />
System:<br />
a. Telephone users should restrict all calls to the<br />
minimum time required to accomplish the <strong>of</strong>ficial business,<br />
normally not exceeding 5 minutes.<br />
b. The following area prefixes can be dialed from Vance<br />
AFB from a class "A" <strong>telephone</strong> and do not incur a long<br />
distance charge. Dial "99", when you hear the Enid dial tone,<br />
dial the number desired:<br />

g. Directory Assistance: THIS SERVICE IS FOR<br />
OFFICAL USE ONLY: A charge per <strong>directory</strong> assistance<br />
(information) call is assessed by AT&T. To minimize this cost,<br />
numbers should be looked up in the AT&T <strong>telephone</strong> <strong>directory</strong><br />
whenever possible. If you are unable to locate a number and<br />
need <strong>directory</strong> assistance, please call CSC/ITO, 213-6336, for<br />
assistance.<br />
h. Threeway Conference: To add a third party, depress<br />
receiver switchhook and dial the number (extension, DSN or<br />
<strong>of</strong>f base). If <strong>telephone</strong> set has a “Flash”, “Link”, or “Transfer”<br />
button, it must be used in place <strong>of</strong> the switchhook. When the<br />
third party answers, depress receiver switchhook, “Flash”,<br />
“Link”, or “Transfer” button and a three party conference is<br />
established.<br />

i. Conference Calls: Dial "O" and give the operator the<br />
numbers you want on the conference (maximum <strong>of</strong> 6). Only<br />
two DSN/<strong>of</strong>f base numbers may be on a conference call. If<br />
more than two DSN/<strong>of</strong>f base numbers are needed, the DSN<br />
operator (94 + 560-1110) can assist.<br />
6. Reporting Telephone Service Complaints:<br />
a. To Report Telephone Trouble: Dial 213-6336 and<br />
provide items (1) through (4) listed below. This information is<br />
necessary in order to provide prompt repair service.<br />
(1) Type <strong>of</strong> trouble encountered.<br />
(2) Extension/ckt number trouble is on.<br />
(3) Building number.<br />
(4) Name <strong>of</strong> person reporting the trouble.<br />
b. Reporting Deficiencies: A base operator who appears<br />
inefficient or discourteous should not be reprimanded by the<br />
<strong>telephone</strong> user. For corrective action, the user should request<br />
the number <strong>of</strong> the operator and report the situation with full<br />
details to the ITO Branch Manager, CSC/ITO, ext 213-7999.<br />
7. Reporting Nuisance and Threatening Calls: Malicious<br />
threatening, abusive, indecent, annoyance, or harassing<br />
<strong>telephone</strong> calls, including those in which obscene or pr<strong>of</strong>ane<br />
language is used, are prohibited by state and federal laws.<br />
The following actions should be taken if you receive such a<br />
call:<br />
a. Bomb Threats or Threatening Calls Received on<br />
Government Telephone:<br />
(1) Do Not Hang Up.<br />
(2) <strong>Act</strong>ivate Malicious Call Trace; press the<br />
Switchhook, “Flash”, “Link”, or “Transfer” and *57.<br />
(3) Try to keep caller on the line.<br />
(4) Signal someone to call Security <strong>Force</strong>s, 213-7200<br />
or 213-7415.<br />
(5) If no one is available, DO NOT HANG UP, but use<br />
another phone to notify Security <strong>Force</strong>s, 213-7200.<br />
(6) Obtain as much information as possible about the<br />
call/caller using the Bomb Threat checklist on page 23 at the<br />
back <strong>of</strong> this <strong>telephone</strong> <strong>directory</strong>.<br />
b. Nuisance Calls:<br />
(1) Make the caller identify himself. When the caller<br />
asks, "Who is this?" ask instead, "What number did you dial?"<br />
or "May I help you?"<br />
(2) If the caller remains silent after you answer, or<br />
makes any obscene or suggestive remarks, activate Malicious<br />
Call Trace; press Switchhook, “Flash”, “Link”, or “Transfer”<br />
and *57.<br />
(3) Hang up. If calls persist, notify Security <strong>Force</strong>s,<br />
ext 213-7415. Furnish as much information as possible about<br />
the call and the caller.<br />
c. Threatening Calls Received on Private Telephones:<br />
(1) Hang up.<br />
(2) Call Base Security <strong>Force</strong>s, 213-7415.<br />
Note: Malicious Call Trace will aid Security <strong>Force</strong>s in<br />
identifying harassing, prank, bomb threat, 911 hang-ups, or<br />
other emergency type calls. Anytime Malicious Call Trace has<br />
been actatived, Security <strong>Force</strong>s should be notified for further<br />
investigation into the call.<br />
8. Security Instructions COMSEC: The <strong>telephone</strong> system<br />
on Vance <strong>Air</strong> <strong>Force</strong> Base is not secure. Classified information<br />
should not be discussed or revealed over non-secure<br />
<strong>telephone</strong>s. Do not "TALK AROUND" classified information.<br />
Do Not Discuss Classified <strong>Information</strong> on the Telephone<br />
Personnel who make disclosures <strong>of</strong> classified information<br />
during a conversation on a <strong>telephone</strong> are subject to disciplinary<br />
actions. Secure voice is available at Vance AFB via the STE<br />
secure <strong>telephone</strong>. Locations <strong>of</strong> STE <strong>telephone</strong>s are listed on<br />
the inside back cover <strong>of</strong> this <strong>directory</strong>.<br />
9. Care <strong>of</strong> Telephone Equipment: The <strong>telephone</strong> is a<br />
complicated instrument and requires proper treatment in order<br />
to provide the service expected. All <strong>of</strong>ficial <strong>telephone</strong>s are<br />
purchased by the <strong>Air</strong> <strong>Force</strong> with appropriated money. This<br />
means, <strong>telephone</strong>s should be protected in the same manner<br />
you would protect any resource provided by the government.<br />
a. Do not slam the hand set when hanging up at the end<br />
<strong>of</strong> a conversation.<br />
b. Do not allow the cord to become twisted and knotted.<br />
c. Do not attempt to relocate or repair the instrument, for<br />
assistance contact CSC/ITO, Communications, 213-6336.<br />
d. Do not tamper or affix devices to your <strong>telephone</strong><br />
without approval <strong>of</strong> the Communications <strong>of</strong>fice, 213-7999.<br />
e. Ensure <strong>telephone</strong> is located where it will not be pulled<br />
or knocked <strong>of</strong>f <strong>of</strong> the desk. A fall could cause extensive<br />
damage to the instrument.<br />
f. Do not place drinks near the <strong>telephone</strong>. A drink<br />
spilled over the <strong>telephone</strong> could cause extensive damage to<br />
the instrument.<br />
g. Do not attempt to clean the <strong>telephone</strong> using any “409”<br />
type spray cleaner, it will destroy integral parts <strong>of</strong> the<br />
<strong>telephone</strong>. To clean, dampen a cloth with a mild cleaner and<br />
rub lightly until clean.<br />
10. Locator Service:<br />
a. Civilian Personnel (DPC): For the most current<br />
information dial 213-7260.<br />
b. Military: For the most current information dial 213-<br />
7791.<br />
11. MINIMIZE: A condition imposed by Commanders to<br />
control and reduce electrical communications, both message<br />
and <strong>telephone</strong> traffic, during periods <strong>of</strong> emergency.<br />
a. MINIMIZE may be imposed Department <strong>of</strong> Defense<br />
wide, <strong>Air</strong> <strong>Force</strong> wide, Command wide, or for given countries,<br />
states, or areas as conditions warrant.<br />
b. MINIMIZE may be imposed on commercial <strong>telephone</strong><br />
facilities, DSN, or data systems. One or all systems or<br />
services may be minimized as required by the imposing<br />
authority.<br />
c. When MINIMIZE has be implemented, approving<br />
authority to place calls is 71 MSG/CC. The control <strong>of</strong> direct<br />
dialed DSN calls is the responsibility <strong>of</strong> the originator.<br />
12. Making Official Long Distance Calls: FTS is the long<br />
distance service used at Vance AFB. FTS calls are not free,<br />
cost is charged by usage. Calls must be Government<br />
Official.<br />
a. Use DSN/DSN Off-Net for <strong>of</strong>ficial long distance calls<br />
when possible.<br />
b. Save AF Funds by using 1-800 numbers when<br />
possible. Calls can be made without charge to Vance AFB,<br />
when calling businesses that have "800" numbers. Before<br />
making a long distance call to a business in another city, check<br />
with the "800" information operator. For <strong>directory</strong> assistance<br />
on toll free commercial numbers, dial "99-1-800-555-1212."<br />
c. Long Distance PINs are used to place <strong>of</strong>ficial long<br />
distance calls. LD PINs are issued to individuals with a valid<br />

need to place government calls. PIN requests are processed<br />
through the unit TCO. If you do not have a LD PIN and need to<br />
place an <strong>of</strong>ficial call, please contact your unit TCO or 213-6336<br />
and provide the following information:<br />
(1) Name and Office Symbol.<br />
(2) Location and number to be dialed.<br />
d. Calls to Canada or overseas can not be placed with a<br />
LD PIN and will require assistance. Please contact the<br />
CSC/ITO <strong>of</strong>fice, 213-6336, to place calls to Canada or<br />
OCONUS.<br />
e. If a wrong number is reached when placing a long<br />
distance call, report to the CSC/ITO <strong>of</strong>fice, 213-6336, the<br />
number and the time the call was placed, so that credit can be<br />
received from the service provider.<br />
f. Violations <strong>of</strong> these procedures obligate government<br />
funds without authorization. Violators could be liable for all<br />
charges for unauthorized calls and may be punished under the<br />
provisions <strong>of</strong> the UCMJ.<br />
13. Personal Long Distance Calls: Personal long distance<br />
calls can be made from any private <strong>telephone</strong> located in<br />
government quarters, VIP quarters, and BOQs. Rates for<br />
personal calls are assessed by the commercial <strong>telephone</strong><br />
company. Instructions for making calls from private phones in<br />
quarters may be found in the AT&T <strong>telephone</strong> <strong>directory</strong>.<br />

14. Morale Calls: <strong>Air</strong> <strong>Force</strong> Policy permits the use <strong>of</strong> DSN for<br />
Health, Morale, and Welfare (HMW) calls for active duty<br />
members and Department <strong>of</strong> <strong>Air</strong> <strong>Force</strong> Civilians at isolated or<br />
remote locations, or TDY for more than 14 days.<br />
a. Immediate family members <strong>of</strong> active duty members or<br />
DoAF Civilians in unaccompanied status or on extended TDY<br />
may place outgoing morale calls as part <strong>of</strong> the Family Support<br />
Center’s (FSC) “Hearts Apart” program. Family members must<br />
register with the FSC for authorization to place morale calls.<br />
b. Morale calls will be processed using the Automated<br />
Health and Morale server and will require a PIN issued thorugh<br />
the Family Support Center.<br />
c. Calls will be placed at Routine precedence, must not<br />
incur a toll charge to the base, and should not exceed 15<br />

minutes. Calls are subject to preemption by higher<br />
precedence calls.<br />
d. HMW calls are not authorized on government cellular<br />
<strong>telephone</strong>s or FTS-2001.<br />
15. Off-Net from DSN: GOVERNMENT OFFICAL CALLS.<br />
Most DoD activities will <strong>of</strong>f-net <strong>of</strong>ficial government DSN calls.<br />
a. Use DSN Off-Net <strong>directory</strong> to locate DSN number for<br />
the area you wish to call. DSN Off-Net Directory is located in<br />
S:\Public\TCO\DSN OFF-NET DIRECTORY.<br />
b. Dial 94 plus the 7 digit DSN number.<br />
c. Ask the operator to dial the <strong>of</strong>f-base government<br />
<strong>of</strong>ficial call.<br />
d. Limit call to 5 minutes.<br />
NOTE: The policy/decision to <strong>of</strong>f-net a DSN call rests with the<br />
installation commander at the distant end.<br />
16. Instructions for Using DSN:<br />
a. General. The Defense Switched Network (DSN) is<br />
the principle longhaul, voice communications network within<br />
the Defense Communications Systems, providing unsecure<br />
direct distance dialing service worldwide through a system <strong>of</strong><br />
government-owned and leased automatic switching facilities.<br />
The purpose <strong>of</strong> DSN is to handle essential command and<br />
control, operations, logistic, intelligence, diplomatic, and<br />
administrative traffic.<br />
b. Precedence. The Joint Uniform Telephone<br />
Communications Precedence System is directed for use by all<br />
authorized users <strong>of</strong> voice communications facilities <strong>of</strong> the<br />
Department <strong>of</strong> Defense. Since the effectiveness <strong>of</strong> the system<br />
depends upon the cooperation on the part <strong>of</strong> persons<br />
authorized to employ it, users must be familiar with the<br />
purpose to be served by each level <strong>of</strong> precedence category<br />
and the types <strong>of</strong> calls which may be assigned the respective<br />
precedence. Priority is the highest precedence available at<br />
Vance AFB.<br />
(1) PRIORITY pre-empts lower precedence calls.<br />
PRIORITY is reserved for calls that require prompt completion<br />
for national defense and security, the successful conduct <strong>of</strong><br />
war or to safeguard life or property, which do not require higher<br />
precedence.<br />
(2) ROUTINE has no precedence over any other call,<br />
and is handled in sequence as placed by the calling party.<br />
c. USE <strong>of</strong> DSN:<br />
(1) Will be authorized for <strong>of</strong>ficial communications.<br />
(2) Will be restricted to:<br />
(a) Those calls that are essential, and would<br />
stand the scrutiny afforded a commercial toll call.<br />
(b) The minimum time required to accomplish the<br />
<strong>of</strong>ficial business and should not normally exceed 5 minutes.<br />
(c) The use <strong>of</strong> a precedence level in accordance<br />
with the subject matter <strong>of</strong> the call established in the Joint<br />
Uniform Telephone Communications Precedence System.<br />
(3) Will not be authorized for:<br />
(a) Use in areas adjacent to general gathering or<br />
recreational areas, or in general <strong>of</strong> MWR facilities.<br />
(b) Calls within an installation metropolitan area,<br />
or those confined geographical areas where other existing<br />
government provided local services is adequate.<br />
(c) Un<strong>of</strong>ficial or personal calls.<br />
(d) Off-net extension <strong>of</strong> calls into the commercial<br />
system at a distant PBX, except where such extension has<br />
been previously approved by the local authorities controlling<br />
the switchboard.<br />

(4) Telephone Monitoring. The user <strong>of</strong> the DSN<br />
system should be aware that this DoD system is for <strong>of</strong>ficial use<br />
only and is subject to management monitoring in accordance<br />
with AFI 33-111.<br />
17. DSN Calling Instructions:<br />
a. Routine DSN calls:<br />
(1) Users with dial-access DSN should:<br />
(a) Dial the DSN access code 94.<br />
(b) Listen for the second dial tone.<br />
(c) Dial the 7 digit DSN number.<br />
(2) Users with operator access to DSN. Dial "0" and<br />
give the operator the following information:<br />
(a) Your name.<br />
(b) DSN number you are calling.<br />
18. DSN User Assistance: For call assistance and<br />
conference calls, dial "0". Directory assistance, call 114.<br />
19. DSN User Trouble Reporting: When trouble is<br />
encountered, report the trouble immediately to 213-6336.<br />
Provide the following details:<br />
a. Your extension number and building number<br />
b. DSN number and location <strong>of</strong> the party called.<br />
c. Brief description <strong>of</strong> trouble and the time it occurred.<br />
20. Frequently called DSN Numbers: DSN is for the<br />
transaction <strong>of</strong> OFFICIAL GOVERNMENT BUSINESS ONLY.<br />
DSN services and facilities will not be used for un<strong>of</strong>ficial calls.<br />
a. DSN direct-in-dial (DID). If the desired extension<br />
number is known, dial "94", the prefix number for the base,<br />
followed by the extension number. Prefixes for direct-dial are<br />
given followed by a letter X for each digit required for the<br />
extension number. For example, the direct-dial DSN prefix for<br />
Vance AFB is 448. It is shown as 448-XXXX, indicating that a<br />
four-digit extension number is required. If the desired<br />
extension is not known, the calling party must obtain the<br />
number from operator assistance at the destination.<br />
b. DSN Overseas. Vance AFB can direct-dial most DSN<br />
overseas. If you need assistance to place an overseas DSN<br />

GENERAL INFORMATION SECTION<br />
TELEPHONE FEATURES<br />
All base extensions, unless requested otherwise, are equipped<br />
with the features listed below. Unit TCOs should call 213-7999<br />
to obtain or delete features.<br />
General Instructions: The SWITCHHOOK is the button<br />
where the handset rests when not in use. To operate the<br />
switchhook, press it firmly and release immediately. If done<br />
correctly, you will hear the Confirmation Dial Tone (three short<br />
tones followed by the regular dial tone). If the <strong>telephone</strong> has a<br />
“Flash”, “Link”, or “Transfer” button, it must be used in place <strong>of</strong><br />
the switchhook.<br />
To ensure features are activated, listen for the Confirmation<br />
Tone (three short tones) before hanging up. If you hear a Siren<br />
(alternate high and low tone), the feature is not accessible or a<br />
dialing error has been made.<br />

To compose a message, you<br />
address it, record a message,<br />

Using standard commands<br />
CallPilot has standard commands<br />

standard commands, you can use<br />

Changing your password<br />
1) While logged in to your<br />

If your password expires, follow<br />
the steps above. CallPilot<br />
prevents you from using some<br />
passwords if they are too short or<br />
too simple, or if you have used<br />
the same one recently. Also,<br />
CallPilot requires that you<br />
change your password on a<br />
regular schedule set for 90 days.<br />
Keep your mailbox secure by<br />
choosing passwords that are not<br />
easily discovered.<br />
Decide on a system for choosing<br />
passwords that is easy for you to<br />
remember but hard for anyone<br />
else to guess. For example, you<br />
can create a unique and easy to<br />
remember password by<br />
combining letters and numbers<br />
on your <strong>telephone</strong> keypad.<br />
Recording greetings and<br />
name<br />
You can record external, internal,<br />
and temporary greetings. Callers<br />
from outside<br />
your organization hear your<br />
external greeting, callers within<br />
your organization hear your<br />
internal greeting. If you don’t<br />
record an internal greeting, all<br />
callers hear your external<br />
greeting. All callers hear your<br />
temporary greeting if you record<br />
one. Your recorded name<br />
(Personal Verification)<br />
is used in your greetings and<br />
addressed messages, and in<br />
Express Messaging, Name<br />
Dialing, and Remote Notification<br />
announcements.<br />
1) While logged in to your<br />
mailbox, press 8 2.<br />
2) Press 1 for External Greeting,<br />
2 for Internal Greeting, 3 for<br />
Temporary Greeting, or 9 for<br />
Personal Verification.<br />
3) Press 5 to record. Wait for the<br />
tone, then record your greeting or<br />
name.<br />
4) Press # to end your recording.<br />

To delete a greeting,<br />

messages. When you record<br />
a temporary greeting, tell your<br />
callers the times or dates <strong>of</strong> your<br />

set the month, day, and time for<br />
the greeting to expire. If you don’t<br />
set an expiry date, the temporary<br />
greeting will stay in effect until<br />
you delete it.<br />
Assigning a custom station<br />
In your greeting, you can <strong>of</strong>fer<br />
your callers the option <strong>of</strong> leaving<br />
a message or speaking to one <strong>of</strong><br />
your assistants or colleagues.<br />
Tell callers to press zero if they<br />
wish to speak to this person in<br />
your absence.<br />
1) While logged in to your<br />
mailbox, press 8 0 for Mailbox<br />
Options, then 1 to review the<br />
current custom operator number.<br />
2) Enter a new custom operator<br />
number.<br />
Distribution lists<br />
You can create up to 99 personal<br />
distribution lists, and record a<br />
name to identify each list. Each<br />
personal distribution list can<br />
contain up to 200 entries.<br />
You can enter all <strong>of</strong> the same<br />
types <strong>of</strong> addresses to which you<br />
can send a composed message,<br />
except other personal distribution<br />
lists.<br />
1) While logged in to your<br />
mailbox, press 8 5 for CallPilot<br />
Tools, then 5 for Distribution<br />
Lists.<br />
To play a summary <strong>of</strong> all your<br />
lists, press *.<br />
2) Enter a number from 1 to 99,<br />
then press #.<br />
3) Press 9 if you want to record a<br />
name to help you identify this list<br />
in the future. At the prompt, press<br />
5, record the list name,<br />

4) Press 5 to start entering<br />
